4. SDIP PROGRAM
SDIP is a Pilot Incentive Pay Program designed to harness
the talent, energy, and motivation of our all-volunteer force
and provide a monetary incentive to specific enlisted
communities with at-sea manning challenges.
SDIP is an incentive for certain Sailors to voluntarily remain
on sea duty past their Prescribed Sea Tour (PST) or Curtail
their current shore duty to return early to sea duty.

SDIP consists of two incentive options:
– SDIP-E: Extend on board current sea duty assignment.
• Under this option a Sailor may extend at-sea for
back-to-back sea duty orders (24 months CONUS or
OCONUS w/o dependents, 36 months OCONUS
w/dependents, 36 months in Hawaii or Twelve
months for Diego Garcia).
– SDIP-C: Curtail shore duty and return to sea early.
OPNAV N13 (Director Military Personnel Plans and Policy
Division) has overall responsibility for policies associated
with SDIP.

6. SDIP IMPLEMENTATION
SDIP implementation was based on the
principle that all Sailors do not view all
assignments as equally desirable. While the
Career Sea Pay and Career Sea Pay
Premium incentives serve a distinct function
in incentivizing Sailors across a tour, some
enlisted ratings remain undermanned at sea.

7. POINTS OF EMPHASIS
SDIP is an “INCENTIVE” and not an “ENTITLEMENT”.
SDIP must be requested and approved prior to execution
of orders.
SDIP cannot be paid or approved after-the-fact or
retroactively.
SDIP eligible ratings are available at the NPC Website

To be eligible for SDIP, a Sailor must be serving in or
selected for advancement to (including Sailors who are
frocked) one of the eligible ratings, skills, and pay grades
listed in the PDM. Exceptions are made to the pay grade
requirement with respect to an assignment with Forward
Deployed Naval Forces (FDNF).
Sailors must incur sufficient obligated service to be able to
execute the service required by their SDIP agreement.

Sailors must be serving in a permanent duty assignment
on a ship, submarine, or aviation squadron designated
as sea duty for purposes of rotation (assigned sea/shore
type duty code 2 or 4 IAW MPM 1306-102).
For SDIP-C a Sailor must be serving in a permanent shore
duty assignment at an activity located in CONUS, Hawaii,
Alaska, or overseas that is designated as shore duty for
purposes of rotation (assigned sea/shore type duty code 1
or 6 IAW MPM 1306-102).
Sailors currently serving under a HYT Waiver, or who must
be granted a HYT Waiver are eligible and are encouraged
to apply for SDIP.

SDIP applications will consist of a completed
NAVPERS 1306/7 with command endorsement.
– Sailors desiring SDIP-E must submit their request 10-12
months prior to their original PRD.
– Sailors desiring a Back-to-Back sea tour must submit
their request 6-12 months prior to their original PRD.
– Sailors desiring SDIP-C must submit their request to
curtail shore duty at least three months prior to their
desired detachment date (not their current PRD).
Note: SDIP requests can be submitted as late as 3
months prior to requested extension effective date
or detachment date to allow for NPC and DFAS
processing.

SDIP Page 13 agreement must be signed, dated and
forwarded to NPC within 30 days of SDIP approval.
SDIP Payment cannot be made without the SDIP Page 13.
SDIP Payments will be made in lump-sum within 2 pay
periods of the Sailor reporting to the new command or the
extension effective date.
SDIP will not be paid for periods of terminal or separation
leave.

A Sailor may receive SDIP along with other incentives for
which they are eligible (e.g., VSDP, SRB, $2,000 OTEIP,
COT/IPCOT leave travel, AIP, etc). A combination of SDIP
and AIP will not exceed a rate of $3,000 per month or
$36,000 per year.
SDIP is taxable pay. However, if the Page 13 is signed
while serving in a combat zone, hazardous duty area or
while serving in direct support of such actions during the
month in which the agreement is signed, the Sailor’s SDIP
payment may be excluded from taxes.
SDIP payment may be recouped under certain
circumstances. See PDM 006A-07 for specific details.

Rating Detailer or send appropriate information to the SDIP

Pay Matters
- First: Ensure that the SDIP Page 13 has been forwarded to NPC.
- Second: Verify that the Sailor has been properly reported on board
the SDIP UIC and that LOPG and MMPA transactions match.
- Third: Check the Financial Institution to ensure that the payment has
not been posted to Sailor’s account. SDIP does not follow normal
paydays. Payment transactions are forwarded to DFAS on the first-of-
the-month and mid-month. Payments are deposited within 5-7 working
days thereafter and do not appear on the LES until after payment.
