 Definition:
   System for distribution of enlisted
    personnel.
 Objectives:
   Placing the right person in the right
    job.
   Promoting maximum readiness afloat
    and ashore.
   Permitting Equal Opportunity (EO) for
    personnel to serve in duty they
    consider desirable.

Enlisted Duty Preference
 Detailer attempts to match Sailor’s
  needs through CMS(ID) or
  submission of 1306/63 (Enlisted
  Duty Preference Sheet):
   Preference submitted at mid-tour or no
    later than 13 months prior to PRD.

Enlisted Distribution Management
System
 Consists of three functions:
   Allocation Control
   Manning Control
   Assignment Control


 NOTE: EDVR manning information
  is a result of these functions.

Allocation Control
 Allocation control is the function
  of allocating available personnel
  resources to the two manning
  control authorities.

Manning Control
 Two functions:
   Manning:
      Function of determining the quality,
       quantity, and priority of assignments of
       personnel to all billets within a
       composite.
   Placement:
      Function of communicating unit
       personnel to the assignment control
       authorities (ACA) and directing the
       order in which the vacancies are filled.

 Navy Manning Plan:
   Normal - fair share
   Directed - other than normal as
    directed by the CNO or the MCA

Assignment Control
 Assignment Control:
   Is the selecting, detailing, and
    ordering of individuals to fill billets
    per manning levels and priorities
    designated by the particular
    manning control authority.
   Is accomplished by the assignment
    control authorities.

Assignment Incentive Pay (AIP)
 NAVADMIN 161/03
 Purpose:
   Designed to attract qualified Sailors
    to certain locations designated by
    the Secretary of Defense.
 Goal:
   To enhance combat readiness by
    efficiently distributing Sailors where
    they are most needed.

AIP Amount
 How much?
   Up to $1,700 a month for
    assignments to commands in:
      Japan
      Italy
      Sicily

AIP Process
 How is it done?
   Market-based approach; Sailors will “bid”
    on an assignment—the lowest, most
    qualified bidder gets the job.
   AIP jobs are identified on CMSID as of
    June 03 with an AIP icon. From the icon,
    there is a pull-down menu listing bid
    selection choices. Highest bid is the Navy
    maximum payment for that assignment.
   Career Counselors will submit the CMSID
    requests as normal. In the event a CC is
    not available, PERS 40DD can assist.

Enlisted Assignment System
AIP Eligibility
 USN only. No SELRES, IRR, or FTS at
    this time.
   Must be qualified for billet
    assignment, i.e., NEC, pay grade, etc.
   Sailors on initial tour assignment not
    eligible for AIP, including A or C
    School or RTC graduates.
   Must apply through CMSID.
   Must be in “For Duty” status (ACC
    100).

AIP Documentation
 What happens when I win the
  bid?
   Sailor will have statement written in
    orders:
    “ Member is entitled to $ (AIP
      amount) per month for the duration
      of assignment to (ultimate duty
      station).”

 What happens when I win the bid?
   Page 13 entry must be completed:

   “I understand that this assignment entitles
   me to AIP as stipulated in my original
   orders. I further understand that this
   entitlement is for the duration of the
   assignment and AIP will stop when I am
   permanently transferred from the
   assignment regardless to whether the
   original assignment is reduced.”

AIP Review
 Remember, AIP:
   Starts when the Sailor reports
   Is still paid at the original rate if the
    Sailor is diverted to a new AIP
    assignment.
   Is paid at an amount less than the max
    bid (normally around 70%) if a Sailor is
    involuntarily assigned to an AIP
    assignment.
   Is not paid to Sailors already serving in
    an AIP location but receiving sea duty
    credit.

 Sea Duty Commencement Date
  (SDCD) and Projected Rotation Date

   MILPERSMAN 1306-104.
   Established when orders are written.
   Rotation starts month Sailor reports.
   Based on:
      Prescribed Sea Tour (PST).
      Pay grade at time orders are written.

 Time-on-Station (TOS) and
  Retainability/OBLISERV:
   MILPERSMAN 1306-106
   Time-on-Station (TOS):
      Period served in the same geographical
       area.
   Retainability/OBLISERV:
      Time required to obligate for
       reassignment to next duty station.

 Review Orders:
   Normally 24 months.
   Must comply within 30-day receipt
    of orders.

  Operational Hold (OPHOLD)
 Rotation for enlisted women
 Assignment of pregnant Navy women:
     Can go overseas up to 7 months
      pregnant.
     Can remain onboard ship up to 20 weeks.

 MILPERSMAN 1306-900
 To request assignment to a special
  program, submit:
   NAVPERS 1306/7 to appropriate
    COMNAVPERSCOM code.
   9-12 months prior to PRD.
 Upon acceptance, submit NAVPERS
  1306/92, Rev. 12-03, Special
  Program Screening Form

Overseas Screening
 MILPERSMAN 1300-302/304 and PERS
  451
 Eligibility – CO has final authority.
 Must be interviewed to determine:
   Medical and dental status
   Drugs and alcohol problems
   Performance
   Discipline
 E-3 and below with family or pregnant
  is not authorized.

   BUMEDINST 1300.2
   Family members must be screened
    by Navy medical.

    service record.
 Waivers:
   Normally not approved.

Exchange Of Duty (Swaps)
 MILPERSMAN 1306-700
 Requirements:
   Complete minimum of 9 months
    onboard prior to submission, 12
    months onboard at time of exchange
    of duty.
   Must not be in receipt of PCS orders.
   Must be same rate, rating, type duty
    classification code/NEC.
   Must have sufficient time remaining to
    provide 12 mos. at receiving
    command/NUC 24.

 Not a guarantee:
   Both members must submit 1306/7.
   Cannot be on simultaneous sea
    duty unless volunteer.

 Length of assignment.

  months.

 A prevention, evaluation,
  identification, intervention, treatment
  follow-up, and reporting program for
  children and spouse maltreatment
  (rape/sexual assault).
 Managed by health facilities.

 Must attend the Journeyman
  Instructor Training (JIT) Course:

  ship’s placement “in service.”

  deactivation.
 Definition:
   Decommissioning,
    disestablishment, or phasing
    out/closing down of a sea- or shore-
    based activity.

DECOM - Responsibilities
 Manning Control Authority (MCA):
   Will schedule a manning conference
    for the purpose of determining the
    final disposition of the activity crew.
 PERS 4013:
   Will review unit’s Enlisted Distribution
    and Verification Report (EDVR) for any
    discrepancies and submit availability
    IAW the unit’s deactivation plan.
 Navy Personnel Command:
   Will coordinate the phase-down/de-
    crewing of the activity.

Enlisted Assignment System Overview  Definition:  System for distribution of enlisted personnel.  Objectives:  Placing the right person in the right job.  Promoting maximum readiness afloat and ashore.  Permitting Equal Opportunity (EO) for personnel to serve in duty they consider desirable. 7
  • 8. Enlisted Assignment System Enlisted Duty Preference  Detailer attempts to match Sailor’s needs through CMS(ID) or submission of 1306/63 (Enlisted Duty Preference Sheet):  Preference submitted at mid-tour or no later than 13 months prior to PRD. 8
  • 9. Enlisted Assignment System Enlisted Distribution Management System  Consists of three functions:  Allocation Control  Manning Control  Assignment Control  NOTE: EDVR manning information is a result of these functions. 9
  • 10. Enlisted Assignment System Allocation Control  Allocation control is the function of allocating available personnel resources to the two manning control authorities. 10

Enlisted Assignment System Manning Control  Two functions:  Manning:  Function of determining the quality, quantity, and priority of assignments of personnel to all billets within a composite.  Placement:  Function of communicating unit personnel to the assignment control authorities (ACA) and directing the order in which the vacancies are filled. 11
  • 12. Enlisted Assignment System Manning Control (cont.)  Navy Manning Plan:  Normal - fair share  Directed - other than normal as directed by the CNO or the MCA 12

Enlisted Assignment System Assignment Control  Assignment Control:  Is the selecting, detailing, and ordering of individuals to fill billets per manning levels and priorities designated by the particular manning control authority.  Is accomplished by the assignment control authorities. 13

Enlisted Assignment System Assignment Incentive Pay (AIP)  NAVADMIN 161/03  Purpose:  Designed to attract qualified Sailors to certain locations designated by the Secretary of Defense.  Goal:  To enhance combat readiness by efficiently distributing Sailors where they are most needed. 17
  • 18. Enlisted Assignment System AIP Amount  How much?  Up to $1,700 a month for assignments to commands in:  Japan  Italy  Sicily  Website: http://www.npc.navy.mil Under careerinfo/payandbenefits/AIP 18

Enlisted Assignment System AIP Process  How is it done?  Market-based approach; Sailors will “bid” on an assignment—the lowest, most qualified bidder gets the job.  AIP jobs are identified on CMSID as of June 03 with an AIP icon. From the icon, there is a pull-down menu listing bid selection choices. Highest bid is the Navy maximum payment for that assignment.  Career Counselors will submit the CMSID requests as normal. In the event a CC is not available, PERS 40DD can assist. 19
  • 20. Enlisted Assignment System AIP Eligibility  USN only. No SELRES, IRR, or FTS at this time.  Must be qualified for billet assignment, i.e., NEC, pay grade, etc.  Sailors on initial tour assignment not eligible for AIP, including A or C School or RTC graduates.  Must apply through CMSID.  Must be in “For Duty” status (ACC 100). 20
  • 21. Enlisted Assignment System AIP Documentation  What happens when I win the bid?  Sailor will have statement written in orders: “ Member is entitled to $ (AIP amount) per month for the duration of assignment to (ultimate duty station).” 21

Enlisted Assignment System AIP Documentation (cont.)  What happens when I win the bid?  Page 13 entry must be completed: “I understand that this assignment entitles me to AIP as stipulated in my original orders. I further understand that this entitlement is for the duration of the assignment and AIP will stop when I am permanently transferred from the assignment regardless to whether the original assignment is reduced.” 22

Enlisted Assignment System AIP Review  Remember, AIP:  Starts when the Sailor reports  Is still paid at the original rate if the Sailor is diverted to a new AIP assignment.  Is paid at an amount less than the max bid (normally around 70%) if a Sailor is involuntarily assigned to an AIP assignment.  Is not paid to Sailors already serving in an AIP location but receiving sea duty credit. 23
  • 24. Enlisted Assignment System Terms  Sea Duty Commencement Date (SDCD) and Projected Rotation Date (PRD):  MILPERSMAN 1306-104.  Established when orders are written.  Rotation starts month Sailor reports.  Based on:  Prescribed Sea Tour (PST).  Pay grade at time orders are written. 24
  • 25. Enlisted Assignment System Terms (cont.)  Time-on-Station (TOS) and Retainability/OBLISERV:  MILPERSMAN 1306-106  Time-on-Station (TOS):  Period served in the same geographical area.  Retainability/OBLISERV:  Time required to obligate for reassignment to next duty station. 25
  • 26. Enlisted Assignment System Obligated Service Requirements (OBLISERV)  Review Orders:  Normally 24 months.  Must comply within 30-day receipt of orders. 26

Enlisted Assignment System Enlisted Assignment System Programs  MILPERSMAN 1300 and 1306  Shore Duty Curtailment  Split Tour  Commanding Officer Shipboard Operational Hold (OPHOLD)  Rotation for enlisted women  Assignment of pregnant Navy women:  Can go overseas up to 7 months pregnant.  Can remain onboard ship up to 20 weeks. 27

Enlisted Assignment System Special Programs and Screening  MILPERSMAN 1306-900  To request assignment to a special program, submit:  NAVPERS 1306/7 to appropriate COMNAVPERSCOM code.  9-12 months prior to PRD.  Upon acceptance, submit NAVPERS 1306/92, Rev. 12-03, Special Program Screening Form 28

Enlisted Assignment System Overseas Screening  MILPERSMAN 1300-302/304 and PERS 451  Eligibility – CO has final authority.  Must be interviewed to determine:  Medical and dental status  Drugs and alcohol problems  Performance  Discipline  E-3 and below with family or pregnant is not authorized. 29
  • 30. Enlisted Assignment System Overseas Screening (cont.)  Dependent Screening:  BUMEDINST 1300.2  Family members must be screened by Navy medical. 30
  • 31. Enlisted Assignment System Overseas Screening (cont.)  Suitability/Unsuitability:  Signed by CO and filed in field service record.  Waivers:  Normally not approved. 31
  • 32. Enlisted Assignment System Exchange Of Duty (Swaps)  MILPERSMAN 1306-700  Requirements:  Complete minimum of 9 months onboard prior to submission, 12 months onboard at time of exchange of duty.  Must not be in receipt of PCS orders.  Must be same rate, rating, type duty classification code/NEC.  Must have sufficient time remaining to provide 12 mos. at receiving command/NUC 24. 32
  • 33. Enlisted Assignment System Military Couple Assignment Policy  MILPERSMAN 1300-1000  Not a guarantee:  Both members must submit 1306/7.  Cannot be on simultaneous sea duty unless volunteer. 33
  • 34. Enlisted Assignment System Immediate Family Member Assignment Policy  MILPERSMAN 1300-1100:  Assignment or reassignment of members of the same immediate family. 34
  • 35. Enlisted Assignment System Exceptional Family Member (EFM) Program  OPNAVINST 1754.2  Ensure family member information is up-to-date:  Supporting documents/ requirements.  Limited assignment opportunities.  Assignments are based on availability of medical care in area of assignment. 35
  • 36. Enlisted Assignment System Reassignment for Humanitarian Reasons (HUMS)  MILPERSMAN 1300-500 and PERS 40HH  Screening is most important element.  Supporting documents/ requirements.  Length of assignment.  Reason for assignment must normally be resolved within 6 to 12 months. 36
  • 37. Enlisted Assignment System Family Advocacy Program  SECNAVINST 1752.3 and OPNAVINST 1752.2A  A prevention, evaluation, identification, intervention, treatment follow-up, and reporting program for children and spouse maltreatment (rape/sexual assault).  Managed by health facilities. 37
  • 38. Enlisted Assignment System Types of Duty - Instructor Duty  MILPERSMAN 1306-953 and PERS 40BB  Tour length/OBLISERV is 36 months.  Must attend the Journeyman Instructor Training (JIT) Course:  Assign NEC 9502 upon graduation. 38

Enlisted Assignment System Types of Duty - PRECOM Duty  MILPERSMAN 1306-800  Special Procedures for Units Undergoing Construction:  PERS 402D - Surface Ships  PERS 404 - Aviation  PERS 403 - Submarine/Nuclear  PERS 4013 - Non designated SN/AN  24 months of OBLISERV after ship’s placement “in service.” 40
  • 41. Enlisted Assignment System Types of Duty – DECOM Duty  MILPERSMAN 1306-1100  Personnel reassignment/separations procedure incident to activity deactivation.  Definition:  Decommissioning, disestablishment, or phasing out/closing down of a sea- or shore- based activity. 41

Enlisted Assignment System DECOM - Responsibilities  Manning Control Authority (MCA):  Will schedule a manning conference for the purpose of determining the final disposition of the activity crew.  PERS 4013:  Will review unit’s Enlisted Distribution and Verification Report (EDVR) for any discrepancies and submit availability IAW the unit’s deactivation plan.  Navy Personnel Command:  Will coordinate the phase-down/de- crewing of the activity. 42
