Web hosting providers preset max upload limits
Some as low as 2 MB
Learn how to change these limits via:
the command line (/etc/php5/php.ini)
php.ini file in root or wp-admin

3. Memory Limit
Web hosting providers preset php memory limit
Can be set in wp-config
WP needs 32 MB, but sometimes plugins plus Wordpress
require more.
Test at 64 and then 96
Some hosts prevent override of memory_limit
