FOSS is not just about software, but rather about people, knowledge and infrastructure. Deploying FOSS means not just acquiring software at zero licensing costs, but also introducing a new mode of operation for the library. In that sense, it allows the production of local knowledge and allows for sustainable development. FOSS should be part of a broader open strategy for a library and should link to the research, the public and business sectors. FOSS is about knowledge and not just about code.
