Terrorism has become a headache for federation and a nightmare for public. Government has been
helpless in eradicating terrorism despite beefing up security in metropolitan cities. Public seeks
answer to the question that what is their fault for which they are being punished by the terrorists?
People have become numerical figures, blown up in numbers every now and then. Terrorists have
not spared any place. Bazars, mosques, educational institutes, offices, hotels– you name it and the
place is not safe any more.
Besides terrorism there are other social problems which are older and more widespread. The
biggest of these problems is poverty. 70% population of Pakistan lives in villages. Most of them
don't have access to adequate basic needs of life. They are struggling for bread and butter. A large
chunk of population lives below poverty line. They live in miserable conditions. Lack of proper
food, clothing and shelter, poor sanitation, unsafe and sometimes contaminated drinking water are
just some of their many problems. Poverty itself gives rise to various other social problems. It
deprives children of poor people to access education and healthcare. A sense of deprivation
manifests itself in form of various crimes. That is why every now and then we read crime stories in
newspapers that are characterized by lower orders of society who adopt illegal channels to get the
financial prosperity which they can not achieve otherwise.

Pakistan, a country which was created to protect the rights of the Muslims living in the
sub–continent. There have been many sacrifices made to turn Qaid e Azams vision into reality. This
country has been through different phases of development in its 67 years. It has seen both ups and
downs. Pakistan is famous for many of its natural resources be it man power, minerals etc. Its army
is ranked at number 8 in the world. However, Pakistan is not doing good when it comes to
international relations. There are numerous reasons to support this statement but the main reason is

Pakistan imports are more than its exports which simply shows a trade deficit. In order to change
this deficit into a trade surplus, Pakistan domestic industry should be promoted.
Poverty: Poverty in Pakistan is the main reason why people are demotivated, they fail to utilize
their talent to its full capacity as they know that in the end they won't be paid enough to live a
happy life. Government should provide people with good jobs and with a decent salary. The
government should also give pensions to people above 60. Government should subsidize basic
commodities so that poor people can afford them. Education should be free so that people can send
their children to schools instead of sending them on roads to beg.
Overpopulation: People of Pakistan should be educated about the damage which overpopulation

THE CHALLENGES OF HUMAN RESOURCE DEVELOPMENT IN PAKISTAN

Abstract
This paper explores the challenges posed in the area of human development in Pakistan. Pakistan has
made little progress in key indicators of human development – education and health – due to years of
neglect in policy making and implementation issues. Based on available data, it is highlighted that
despite achieving a respectable growth rate, Pakistan has not been able to reduce poverty as other
nations have (with similar or even lower levels of GDP per capita). Poor human development has

Pakistan HDI ranking is very low – 142 out of 175 countries according to Human Development
Report 2004 – depicting the poor level of human development in the country (see Figure 1 below).

A high GDP does not necessarily mean a high degree of human development which is indicated
below by a comparison of selected countries showing their standing on HDI, including Pakistan
(Figure 2).

Vietnam has been able to decrease poverty by one half between 1990–2000 because of its relatively
higher investments in female literacy and basic health care (see Figure 3 below).

In the context of South Asia, Pakistan has the lowest net enrollment rates in the region according to
the UNDP Human Development Report (see below).

In a world of six billion people, one billion have 80 percent of the income and five billion have less
than 20 percent. This issue of global imbalance is at the core of the challenge to scale up poverty
reduction.
Case of Pakistan: Poverty has many dimensions in Pakistan. People have not only low incomes but
they also are suffering from lack of access over basic needs. The major challenge of today is
poverty reduction. In Pakistan, Poverty Reduction Strategy was launched by the government in 2001
in response to the rising trend in poverty during 1990s. It consisted of the following five elements:–
(a) Accelerating economic growth and maintaining macroeconomic stability.
(b) Investing in human capital.
(c) Augmenting targeted interventions.
(d) Expanding social safety nets.
(e) Improving governance. The net outcome of interactions among these five elements would be the
expected reduction in transitory and chronic poverty on a sustained basis. The reduction in poverty
and improvement in social indicators and living conditions of the society are being monitored
frequently through large– scale household surveys in order to gauge their progress in meeting the

Unfortunately, in Pakistan, these core problems have never undergone such a planning process.
Government has never invited foreign investment for the production of basic goods. Agriculture
sector, on which the major industries rely for the raw material has not been given sufficient
subsidies. The major rise in the prices is because of the increasing prices of oil (as increased
prices of oil increase the cost of production), but no such steps have been taken to control the oil
prices. Domestic productions at less cost of production will not only make the availability of goods
much easier but Aggregate Supply will also increase, and domestic industry will get developed.
Inflation is one of the obstacles on the way of development. In Pakistan, it has squeezed the major
part of the population. It needs to be controlled by strategic planning. Domestic production should be
encouraged instead of imports; investment should be given preference in consumer goods instead of
luxuries, Agriculture sector should be given subsidies, foreign investment should be attracted, and
developed countries should be requested for financial and managerial assistance. And lastly a strong
monitoring system should be established on different levels in order to have a sound evaluation of

Overpopulation in Pakistan
As we know that the economic development of a country depends on various factors such as natural
resources, capital and human resources. Human resources have fundamental importance because
without them, the natural resources can not be exploited but overpopulation causes adverse effects
on the economy.

Growth rate of population:
The growth rate of population is the focal point the economic development of a country. The
growth rate of Pakistan is 2.09 %.( See table 3.1 & fig 3.3).The growth rate reached its peak in
1972 and it has been continuously declining over the years.
Death rate:
Pakistan's extremely high rate of population growth is caused by a falling death rate. In 1950 the
mortality rate was twenty–seven per 1,000; by 2008 it has fallen to 8.23 deaths per 1000(see table
3.2).
Infant mortality rate:
The decrease in infant mortality rate is also a contributing factor. Figure for infant mortality has
always been disputed in Pakistan; it was estimated to be 136 in 1962–65. By 1996–97 it had been
estimated to be somewhere around 92–100. The infant mortality rate is 70.45 per 1000 in 2008(see
table 3.4).It is indicative of poor medical facilities, inadequate child health care and ignorance among
the family members. Maternal
Mortality rate was 340 per 100,000 live births in 1990: it is still the same if not higher as reported by
some organizations.
Life expectancy:
The life expectancy of both males and females has continued to increase over the years. Whereas in
1965 women in Pakistan lived to the age of 44.5 years, in 1992 women were expected to live 17
years more. (see table 3.5).

The public health infrastructure in Pakistan includes 965 tertiary and secondary hospitals and a
total of 13052 first level care facilities (Nishtar et al., 2013). Population to health facility ratios
improved from 28 971:1 in 1947 to 12 357:1 currently (Nishtar et al., 2013). Several studies found
that unqualified practitioners are responsible for providing up to 50% of the health care in the
community especially rural and urban slums. A recent survey showed that only half of the children
with ARI approaches a trained health providers for treatment (Iqbal et al., 2010)
Due to low budget allocations to the health sector in Pakistan, the public health sector faces many
challenges to provide quality health care to a diverse population. The health care cost in both
private and public sector is pushing vulnerable population groups further into a poverty trap
(Rehman et al, 2014). Parents of under 5 year children are usually compel to seek care at expensive
private hospitals due to lack of trust and uncaring attitudes at government hospitals (Rehman et al,
2014).
The healthcare seeking behaviours for a child with ARI were evaluated by Iqbal et al. (2010) in
Pakistan. This showed a significant delay before the sick child with ARI is brought to the
appropriate physician. The average child in the study was sick for 3.7 days before attending the
clinic of the doctor. This delay was associated with factors like use of self–medication, home
remedies, inability to identify the illness

responsibility among all the citizens and among the youth in specific can trigger change towards a
tolerant and peaceful society. Henceforth, an educated and proactive youth can find solutions in a
peaceful manner rather than deteriorating the affairs.
Youth should get motivated and also encourage their peers, colleagues and friends to bring about a
change n the mind set of the whole nation towards critically analyzing the on going state of affairs
in the society and bring all the possible solutions at a table; by joining hands together with various
stake holders including the private sector, Non–government organizations, the educational
institutions and citizen groups. Dissecting and analyzing the basic cause of the problem will lead to

It is interesting to note that due to international interference and manipulation, the very same
people that we have previously labeled as corrupt, blamed and rebuked for their acts, have come
back to govern us after a couple of years and the very same people have welcome them with open
arms, representing the inconsistency and apprehension instilled in our social, economic and political
framework. A common English saying goes as "fool me once, shame on you, fool me twice, shame
on me".
This has also been one of the key reasons as to why the political process in Pakistan has not

Poverty, a multidimensional global phenomenon, as defined by World Bank is an income level
below some minimum threshold deemed necessary to achieve basic needs. This minimum level is
usually called the "poverty line". The things required to satisfy basic needs are highly time and
society dependent. Therefore, poverty lines vary from country to country as each country defines
and sets the poverty line limit according to its own level of development, societal norms and
values. But the contents of the needs are more or less the same everywhere. Hunger, lack of

7– Forestry In Pakistan, forests are limited to 4% of land, nonetheless the forests are a main source

One social issue that society faces is poverty. In the article, Causes of Poverty, the author Anup Shah
describes what poverty is.
"Poverty is the state for the majority of the world's people and nations." (Shah, 2014, September
28,). Another definitions as per (Kozier et al., 2014, p.194), poverty includes the limited choices and
opportunities that are often associated with low income, that is, limited choices with regard to
where people live, food choices and recreational activities." Therefore, an individual facing several

Critical Situation of Poverty in Pakistan
"A person is considered poor if his or her income level falls below some minimum level necessary to
meet basic needs. This minimum level is usually called the poverty line".(Guenon n.d.)

Poverty and suffering is considered not out of the norm for many families in Pakistan. Many of
them have had to make enormous sacrifices in order to survive in these hard times. As seen in the
previous paragraph children who are to sacrifice their education to help the family during times of
poverty, may never really be able to receive an education later. For most families that are in the
same situation like Rafiq and his family, the basic necessities such as food and water that others take
for granted are now considered the highest priority in their lives. Though native–born families are the
ones who suffer the most in poverty in Pakistan, there are also outsiders who suffer just as much.
One example is the children of Afghan refugees from Afghanistan. During the Afghan War, many
families in that region have been separated or killed during battles and abductions conducted by the
terrorist group Al–Qaeda. This group has threatened almost virtually everyone in the country that if
they don't listen and obey their rules, they will have them executed or tortured. Thus, many families
have packed their belongings and have made long treks out of the war torn nation. Once, they come
into Pakistan, they expect their experience to be better than the one in Afghanistan. And to a certain
extent, some of that may be true. However, once they become integrated in the society, they realize
