This document summarizes UNDP's work on HIV and key populations in urban contexts. The objectives are to build the capacity of community-led organizations representing key populations, improve access to HIV/STI services and programming targeted for key populations, and access to justice and human rights programs. Activities are underway in 18 countries focusing on municipalities in Asia, Africa, Latin America and Eastern Europe. The methodology involves community engagement, reviewing policies/programs, a needs assessment, validation meetings, and developing action plans. Progress updates indicate implementation has started in several cities, and highlights include political endorsement in Lagos and establishing the first NGO for male sex workers in Santo Domingo. 3. Scope
• Activities underway in municipalities in 18 countries:
– In Asia (Bangkok, Chengdu, Ho Chi Minh
City, Jakarta, Manila and Yangon), Africa
(Lagos, Dar Es
Salaam, Lusaka, Ouagadougou, Kampala, Maputo
and Kigali), Latin America and the Caribbean
(Santo Domingo, Zacatecas, Georgetown and
New Amsterdam) and Eastern Europe (Belgrade).
• New municipalities 2012: Odessa
(Ukraine), Guatemala City (Guatemala), Porto Alegre
(Brazil) and Douala (Cameroon).

6. Highlights:
• Lagos: Mayors politically endorsed the municipal plan and
committed to fund key activities
• Santo Domingo: City consultation included first ever
representatives of male sex workers and led to the
establishment of the first NGO in the Dominican Republic
• Bangkok started sex education programming in 17 downtown
schools and established sensitivity training for police officers
• Manila increased condom distribution in identified ‘hotspots’
and is committed on opening MSM-friendly local health
clinics.

7. Lessons Learned
• Engage the UN Theme Group from the start.
• Ensure full support and buy-in from the municipal authorities
from the start.
• Link the initiative to existing municipal and local development
plans and local priorities where possible.
• Carry out an initial scan of municipal powers, health mandates
and capacity of the city authorities.
• Support the technical working group and its coordination.

different partners
• Strategic Information – Example: global set of data on MSM and sex
workers
• Guideline development for men who have sex with men, sex
workers, transgender people, drug users and prisoners
• Follow-up on Global Commission on HIV and the Law
• In-Reach training for UN staff on strengthening HIV and human
rights work with Sex workers, IDU, MSM and transgender
populations
• Supported development of SOGI strategy GF and influencing the
new GF Strategy’s to include concrete action on human rights
• PEPFAR guidance on MSM and HIV
• Support to strengthening transgender people networks
