There are a lot of ways to fulfill a Vietnamese Driving License
Required documents:
1-Passport
2-Visa or Resident card or Visa exemption
3-Foreign driving license ( Except International Driving License - International Driving License is
not allowed to change into Vietnamese driving license)
4- 1 color photo
5- Address in Vietnam ( It will be shown on Vietnamese Driving License – my office address is
allowed)
Since 2013, validity of the Vietnamese Driving License will be applied as per validity of the visa
when it is changed from one foreign driving license.
For example:
Visa of 1 month => Validity of Vietnamese Driving License will be 01 month only
Visa of 3 months => Validity of Vietnamese Driving License will be 3 months only
Visa of 6 months => Validity of Vietnamese Driving License will be 6 months only
Validity of Temporary Resident card of 1 or 2 or 3 years => Vietnamese Driving License will be
valid in 1 or 2 or 3 years
The Visa exemption 5 years => Vietnamese Driving License be valid in 5 years
* It is also fulfilled for travel visa of 01 or two weeks
* We can fulfill Vietnamese Driving License that is longer than your visa validity but not later than
2018
* If validity of FOREIGN Driving License is shorter than validity of visa , residence card or visa
exemption => Vietnamese Driving License will be expire as same as validity of Foreign Driving
License ( not as same as visa)
* The original foreign Driving License has class of motorcar only => convert => Vietnamese
Driving License will be issued class of motorcar only
* If the foreign Driving License has both classes of motorcar and motorcycle => Vietnamese
Driving License will be issued both classes of motorcar and motorcycle ( don't need test)
* If someone wants to convert from class of Motorcar (foreign) to class of Motorcycle (Vietnamese)
=> must attend the practicing test => it will be fulfilled within 3-4 weeks.- in this case, Vietnamese
Driving License will expire as same as validity of foreign Driving License
* I can convert from class of Motorcar (foreign) => Vietnamese Driving License included class of
Motorcycles=> you don't need to attend the practicing test!
* I can apply for issuing the license before you come to Viet Nam - all document shall be sent to my
email - In this case , it will take about 14 working days!

2. It takes about 6 working days to change a driving license for foreigners who reside, work and study
for a long time in Vietnam:

3. You have the foreign driving license of motorcar and you would like to be issued class A1
(motorcycle), it will not takes much time and cost, it will be done very quickly!
In some case, you are unnecessary to participate the test – after completion, both classes of A1
(motorcycle) and B2 (motorcar) will be shown on Vietnamese Driving License.

4. INTERNATIONAL AUTOMOBILE ASSOCIATION . INC

You have demand to convert from Vietnamese Driving License into International Driving License
issued by International Automobile Association
Currently, in Vietnam, no agent is considered as official agency represented for International
Automobile Association – All procedures will be preceded in foreign country – especially in USA!
Firstly, you should know about the usage of the International Driving License
You should contact with relatives, friends… in the country that you will come, and should know
that whether this country accepted International Driving License or not?

* The translation of Vietnamese Driving License issued by Notary Office, Juridical Department will
be valid within 1 or 3 or 6 months depended on Rules in each country, while Driving License issued
by International Automobile Association will be valid within 10 years and there are many countries

* You can use the International Driving License issued by International Automobile Association to
drive vehicles, hire vehicles – there are many demands of hiring vehicles when you come to a
foreign country, the translation issued by Notary Office, Juridical Department will be not allowed!
* In additional, you will be paid insurance rights during process of hiring, driving vehicles, hiring
hotel, check in , check out at airports...
You can do registration by yourself
* You shall prepay cost via Visa card, Master card – In the event that you don’t have Visa card,
Master card, or get risks resulted from:
* Cost prepaid first, then receive the license
* IAA has not sent the license to your address because of old or new house number…or there are
some mistakes about information of the receiver
* You need the license very urgently – register urgent package but the agent register normal
package – even you cannot receive the license...
* You cannot check whether the license is true or fake? If any information is incorrect, you shall
send to USA via DHL courier, electronic feedback is not allowed and you shall wait for….
*You cannot contact anyone to be explained when meeting one of aforesaid cases....

7. In accordance with laws of the Socialist Republic of Vietnam, all foreign driving license that has
the class of A2 – 175 cm 3 upwards converted into Vietnamese Driving License, class of A2 is
not allowed showing in new Vietnamese Driving License in any case!
It will be converted into class of A1 – 175 cm3 replaced in accordance with the laws – it will be
illegal if it fails to comply with aforesaid procedures in any form in Vietnam!

8. The foreigner shall apply for converting into Vietnamese Driving License when driving vehicles in
Vietnam – Please drive safely.
The Vietnamese Driving license that is converted from foreign driving license will valid as per
validity of Visa or temporary resident card or Visa Exemption but not later than 10 years in
accordance with regulations of THE SOCIALIST REPUBLIC OF VIETNAM.
DETAILS:
* The foreigner who holds the visa is valid within 1-2-3 months, single entry => Validity of
Vietnamese Driving License will be 1-2-3 months, after this time, it will be converted as same
as initial conversion!
(Foreign citizenship is not allowed extending the Driving License as Vietnamese Citizenship)
* The foreigner uses the temporary resident card of 3 years => the validity of Vietnamese
Driving License is 3 months
* The foreigner uses visa exemption of 5 years => the validity of Vietnamese Driving License
is 5 years

9. The foreigner shall apply for converting into Vietnamese Driving License when driving vehicles in
Vietnam – Please drive safely.
You would like to convert from the foreign driving license into Vietnamese driving license, you
should contact with the Department of Transport where you are residing.

10. In the event that driving license of the foreigner lost, you shall contact with the Department of
Transport where you are residing apply for reissue the driving license.
Completion time is 8 weeks – if your driving license is issued in a province (for instance: the
driving license issued by HCMC Department of Transport but converted in Ha Noi Department of
Transport), it will take about 3-4 months

11. When foreign driving license is expire, it will be invalid to drive – you shall commence
procedures to apply for reissue foreign driving license with new validity or you can register
new course in Driving Training Center.
In some cases, the foreign driving license is expire or lost or damaged, An Khang also converts into
Vietnamese Driving License (for example driving license in some countries is unlimited…)

13. The foreigners who want to drive vehicles in Vietnam shall apply for converting
driving license.
When the driving license is expire, the customer who is foreign citizenship shall
convert the foreign driving license as initial time, old Vietnamese Driving license
shall be brought for corner cutting.
The customer who is foreign citizenship is not permitted to extend the license as
Vietnamese citizen – shall apply for converting the license as initial time.
The customer who is Vietnamese citizen is unnecessary to use the foreign driving
license and convert the license as initial time. This procedures are as same as the
procedures applied for changing Vietnamese Driving License when it is due to
change.

14. Department of Transport is the Management Agency of Driving License of Provinces in
Vietnam
The customer who wants to convert the foreign driving license into Vietnamese Driving
License will come to Department of Transport of the Province that he/she is residing to
commence procedures of converting into Vietnamese Driving License.
