The objective of this Scheme is to encourage skill development for

The scheme branded as STAR for promotional purposes envisages that a
monetary reward will provide for financial help to those who wish to
acquire a new skill or upgrade their skills to a higher level.
The objective of this Scheme is to encourage skill development for youth by
providing monetary rewards for successful completion of approved training
programs.
What is the target for the scheme?
The overall scheme at the National Level aims to train 10 lakh youth in a
one year time period starting September 2013.
The scheme is launched/ driven by whom?
The scheme has been launched by Ministry of Finance, GOI and driven by
National Skill Development Corporation (NSDC) through its training
partners and assessment partners.

What is the minimum / maximum duration of training?
Minimum course duration is 1 month. However, a branch manager can
extend it based on his judgment of student ability to clear the assessment.
How many hours training needs to be delivered per day?
There is no restriction on the minimum hours of training per day as long as
the student is well versed with the content of the assessment.

It stands forfeited if the candidate drops out of the program me.

Yes. The scheme can be availed by any person fulfilling the above mentioned eligibility criteria

Will the candidate registration process be online or offline?
Registration will be done by Rise Skills authorized Centers online through Rise Skills will then integrate this candidate data with
the online MIS of NSDC’s ( SDMS )STAR scheme
What will be the minimum batch size for any course?
The minimum batch size is 30 candidates per batch.
Can a candidate register for more than1 job role?
A candidate is eligible for grant from GoI only once in the STAR scheme.
Who will conduct the assessment?
Assessment will be conducted by external evaluator appointed by NSDC. The assessment will be conducted strictly by a neutral
body.
What will be the mode/ pattern of assessment?
The mode, duration & medium if assessment will vary across each sector. Please refer to sector details to get more information.
Where will be the test centers for assessment?
Assessment will happen at the RVS branches itself provided the minimum batch size of 25 is maintained.
What happens if the candidate fails to pass the assessment?
In case a candidate fails to qualify the exam, he is eligible to reappear in the exam by paying the assessment fee again

What certification will be provided to the scheme?
A secure certificate with the logo of Government of India, the Sector Skill Council and the Training partner will
be provided. A sample of the certificate is attached for your reference.
In how many days after the assessment, will the certificates be obtained?
On successful qualification of assessment post course completion, the certificate will be issued to the
candidates in 20 days viz. 20 days post assessment.
Will course material be provided by Rise Skills / RVS for this scheme?
Relevant course material and reference material will be provided by RVS (book material-soft copy) for the
various courses.
Is Aadhar card mandatory for the beneficiaries of the scheme?
Yes. Aadhar card is mandatory for the beneficiaries of the scheme.
What is the importance of Aadhar Card for this scheme?
The Aadhar card no. of the candidate will help NSDC to generate a unique id for the candidate. The Unique id
will be used to directly transfer the Scholarship money to the candidates account through the Direct Benefit
Transfer (DBT) scheme.
What bank account should the candidate have?
It is mandatory for the candidate to have a BOI / Canara bank account ( bank empaneled by NSDC )
Is the student required to sign any document?
The student is required to sign an undertaking at the time of registration to allow for auto debit post grant
release

11. STAR Beneficiaries
Training Duration:
Training programs will be for a minimum of 30 days duration and will include
training on social skills like health, hygiene, communication skills etc. It will be
ensured that assessments are planned by SSCs only after 30 days of commencement
of the training. The 30 days duration of training may also include On the Job
training, Internships etc. if required. Duration can be 30-90 days.
Eligible Beneficiaries
In line with the objectives stated above, this Scheme is applicable to any candidate of
Indian nationality who:
Undergoes skill development training in an eligible sector by an eligible training
provider.
Is availing of this monetary award for the first and only time during the operation
of this Scheme.
Educational qualification should be 10 / 10+2 or as per QP guideline

competencies.
An assessment test will be carried out by the accredited assessor for testing minimum levels of
competencies prescribed for that NVEQ level. For children seeking entry into level 1 of the
NVEQF, this process will be in compliance with the Right to Education Act, 2009. If there are
“competency gaps” identified in a candidate, then the candidate may have to undertake the
required units through a “bridge course” to acquire those competencies.
