The party-listsystemisamechanismof proportional representation inthe electionof
representativesinthe House of Representativesfromnational,regional andsectoral partiesor

• The concept of party-listelectionswasdrawnfromthe proportional representation("PR")
electoral system"developedinordertoremedyabasicflaw or disadvantage of the majoritarian
or pluralitysystem.“

THRESHOLD ANDLIMITATION
Section11(b) of the Party-ListSystemActprovides:
• "The parties,organizations,andcoalitionsreceivingatleasttwopercent(2%) of the total votes
cast for the party listsystemshall be entitledtoone seateach:
– Provided,thatthose garneringmore thantwopercent(2%) of the votesshall be entitled
to additional seatsinproportiontotheirtotal numberof votes:
– Provided,finally,Thateachparty,organization,orcoalitionshall be entitledtonotmore
than three (3) seats."
