2. Good Governance : Minimum IT equipment requires in each division of government agencies : Computer literacy of a government officer in level 6 : Some IT Plans in government agencies

3. Policy Research : IT for the Good Governance : Subcommittee on IT research and Development : To propose appropriate strategies and action plans for utilizing information technology in public sector to support the “good governance” : 3 majors problems that need fast attention : Manpower issue, Data, and Management/Services

4. IT for the Good Governance The Manpower Issue : the lack of chief information officer (CIO) : high ranking officers either are not interested or do not understand the benefits of using IT : the lack of proper rewarding system : an inability of an agency to hire more manpower

5. CIO : The Cabinet approved for establish CIO in June 1998. : Appoint a CIO to all ministries and departments : All CIOs have to be trained in IT and IT related

6. Government CIO : There are 220 CIOs in Thailand : From all ministries, departments in government agencies, state enterprises, metropolitan, independent public agencies : Training course is planed, designed, drawn curriculum, selected lecturers, implemented, operated and evaluated by OCSC and NECTEC

7. OCSC : the Office of the Civil Service Commission (OCSC) as country administrator in government officers : OCSC regulate and set framework of the government officer number and position : OCSC has a lot of experience in executive government officer training courses

8. CIO Training : Two week training course : 30-35 CIO attendants per class : Mostly train in the morning and some train all day : Training fee is paid by each CIO agency expense

9. CIO Training Course : Lecture 10 courses : Site visit to 2 leading in IT government agency and private company in Bangkok : Computer training program : Seminar and workshop program in upcountry : Site visit to a leading in IT agency or company in upcountry

Present drafted IT Master Plan to the Management for comments & improvement before sending to the Bureau of the Budget

47. CIO Training : Certificate will apply to trained CIO who attend more than 80% : Evaluation in each training course : In some courses, NECTEC and OCSC invited CIOs from previous courses to joined Seminar and Workshop in upcountry
