El planeamiento y ejecución de políticas públicas orientadas a la Ciencia y Tecnología (CyT) y la Bibliometría están estrechamente vinculadas debido a que el seguimiento, monitoreo y evaluación de dichas políticas, en todos sus niveles, exigen herramientas bibliométricas que posibiliten la medición de la actividad científica en todas sus dimensiones. De esta manera, se podrá conocer qué tan bien fueron cumplidos sus objetivos originales, el valor e impacto de sus resultados y qué factores contribuyeron o impidieron el éxito. La colaboración científica es considerada un componente clave en el análisis de los dominios científicos. Para este tipo de estudios, han sido propuestos e implementados los análisis bibliométricos. En el presente trabajo se analiza los patrones de colaboración científica, a partir de un análisis de su producción científica en los últimos 10 años (2002-2012), que se manifiestan en los actores del dominio Perú. El objetivo del estudio fue caracterizar los lazos colaborativos entre los investigadores y centros de investigación. Para ello se confeccionó una base de datos, a partir de los datos de WoS®, con la producción científica de los autores con afiliación Perú. Se utilizaron indicadores bibliométricos para el análisis de las relaciones entre los actores del dominio; índices de co-autoría y colaboración; análisis por tipos de colaboración a nivel macro y a nivel de las tres universidades peruanas más productivas y; análisis de redes sociales para representar la estructura de la colaboración a nivel macro, meso y micro. Así mismo, todo ello fue analizado teniendo en cuenta factores económicos, políticos y geográficos para poder explicar algunos comportamientos de la producción científica. El Perú colabora en un 76% de su producción científica en revistas indizadas (colaboración internacional, nacional y mixta), la colaboración exclusivamente internacional fue del 57%, mientras que la colaboración nacional nunca supera el 6% y por último la producción sin colaboración siempre se ha mantenido alrededor del 17%. En el Perú, producto del poco apoyo del estado al desarrollo de la CyT en las universidades e institutos de investigación, ha hecho que los investigadores busquen fuentes externas para financiar y publicar los resultados de sus investigaciones; todo ello conlleva el riesgo de investigar temas poco trascendentales, con poco impacto y aporte para la realidad del país; pero que, sin embargo, generan experticia en ellos, que se ve reflejado positivamente en estos últimos años en los que el Perú ha aumentado la cantidad de citaciones (citas por encima de la media mundial) y el número de artículos científicos en revistas indizadas.

El Movimiento de Acceso Abierto es fundamental en el proceso de la comunicación científica a nivel internacional. Los repositorios institucionales, son el medio más viable para elevar la visibilidad y el impacto de la investigación; debido a que en Latinoamérica publicar en revistas científicas de impacto, por el momento, es un problema no resuelto y poco tomado en cuenta. En el trabajo se planteó analizar los repositorios del Perú identificando sus elementos más relevantes, debilidades y fortalezas, haciendo una separación entre universidades públicas, privadas e institutos de investigación, para que puedan ser comparadas. Así mismo, se revisaron iniciativas que se plantearon en otros países (Europa y Latinoamerica), especialmente en Brasil. El análisis en general permitirá recomendar algunos alcances y definir estrategias para que el Perú sea más visible en materia de repositorios institucionales y académicos.

In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
