Police IT Application
Introduction
Today's police departments utilize computers in almost every aspect of functioning.
From extensive national databases to community service websites, computers have
increased the efficiency of compiling, processing, researching and analyzing all forms of
e data, which is equally applicable to the Police. Despite an early reluctance to adopt
computers by law enforcement agencies as a whole, police departments now find
themselves tasked to maintain officer competencies in both law enforcement and
computer applications. Computer applications can be designed for prevention & detection
of crime and for maintenance of law and order. Computers within them, help to provide
the true facts of a crime by performing an immediate analysis against an existing data.
Karnataka is one of the leading states in Police Computerization with all locations
connected over broadband, an ERP solution being deployed in a phased manner and a
Capacity Building capability which can take care of the State’s requirements. Wipro is
the software developer for the home grown ERP solution.
Overview of Police IT
The Police IT software application has been divided into 12 modules. These modules take
care of the workflow within the concerned module and across modules so that at the end
of the day it is one integrated software. The core functions of Police have three
modules namely, Crime, Law & Order and Traffic. The Administration side has another
three modules namely Finance, Administration and Stores. Armed, Motor Transport, and
Training provide the ancillary support and the technical modules are the Wireless and
the FSL. MIS is to monitor all the Police IT Modules. All end-user tasks are finally
divided into 64 roles. The software in all has 519 screens and 406 reports.

Vision
Police IT project of the Karnataka State Police aims at providing an end to end solution
to all police requirements. Initiated in the year 2004 it is in its final stages completion.
The police leaders had the vision to imagine of a comprehensive software application
which would cover from Traffic module to MIS and from Crime to Control Room module.
In its conceptualization, creation and roll out, it would have a pioneering impact in the
way police in India would go digital in the days to come.
Near perfect synchronized effort is being made from last few months to put all
resources in place in an organized manner, every single effort supplementing the other.
This effort has in its realm:

• Creation of Primary Network- BSNL( MPLS & VPNoBB)
• Secondary Network, yet to be planned
• Anti-Virus, Asset and Facilities Management
• Creation of Training Infrastructure
• Other training resources- trainers, methodology, training material etc.

Software Architecture
The Police IT software is built on .NET framework with Visual Basic language on
Windows 2003 Enterprise Server. Data capture screens are developed in HTML and user
entries are validated using JavaScript. Business Logic and interfaces to database is
implemented using .NET components and packaged as .NET assemblies. Database
interface has been built using ADO.NET. Data storage is UNICODE based resulting in
comprehensive Kannada support. WebForms based Presentation Layer has been
developed using ASP.NET. Reports have been developed using Crystal Reports and
transmission is in ADOBE PDF Document. Presentation layer is based on HTML / DHTML
using Internet Explorer as the Client Front end. Business Logic Layer has XML web
services. Database layer is developed using SQL-92 standards without leveraging
database product specific functions.

PoliceIT Modules & Functions.
1 Wireless
Wireless module pertains to the capture of data of the operations of the wireless and
control room. Operations covered under this module range from maintenance of wireless
log, transmitting of approved messages, message logs and history of calls to routine
equipment maintenance registers etc.
2 Forensic Science Lab
Forensic Science Lab (FSL) module captures the administrative functionality of the FSL
Unit as a whole. The FSL is the testing laboratory of the police department, which
conducts various tests on the requests coming from the police department and other
Government departments. This involves capturing and maintaining the information of the
cases registered in FSL, the flow of the case through the different sections in FSL, the
status of the case at each point of time till its final disbursement back to the requested
unit. It also captures the various other day-to-day activities of FSL like SOC requisition,
court duty attendance and ammunition and equipment usage.
3 Armed Reserve
Armed Reserve module pertains to administration related activities and maintenance of
information related to Reserve police personnel. The details of deployment of platoons
or personnel in various places for various tasks by State Reserve Police, City Armed
Reserve and District Armed Reserve are captured in this module. It also helps in
assisting the approval authority to know the availability of platoons in various reserve
police units and to know the details of deployed platoons.
4 Motor Transport
Motor Transport module pertains to maintenance of day-to-day activities of vehicles,
drivers, and fuel consumption of vehicles at each and every unit of Police department. It
also handles all the activities related to procuring and maintenance of vehicles and
purchase against condemnation. This section maintains history sheets of all the vehicles
used in Police Department. The transactions pertaining to police petrol bunks and their
inspections are included in this module.

5 Crime
Crime Module pertains to collecting detailed information about the history of the Crimes
and the Hands behind its occurrence and assists in the Investigation Process and
generating brief but comprehensive account of the crime. Crime monitoring can be
handled efficiently by study of crimes and tracking crime and criminal related
information in detail.
6 Law & Order
The Law and Order (L&O) module pertains to various activities within the Police Stations
and other law and order sections, maintain the records related to foreign nationals, VIP
movements, activities of fundamental organization, riots, agitations etc. This module is
subdivided into Law and Order Activities, Intelligence Module and Foreigners
Registration Module. Law and Order activities are mainly carried out at the Police
Station Level. While Intelligence module and Foreigners Registration are carried out at
the district &commissioner’s office and controlled by the Intelligence Office.
6. i) Foreigners Registration Office
The Foreigners Registration Office (FRO) is the sub module of Law and Order. It
pertains to various activities in registering, granting permissions / permits to foreigners
visiting the State. It falls under the purview of Law & Order.
7 Traffic
Traffic module pertains to various activities to law and order issues related to Road
Traffic. This module captures data related to accidents, fine collections (Enforcements)
and exporting of data to various devices used in the traffic department. It generates
statistical reports on various parameters related to accidents and fine collections. The
details related to police vehicle accidents and the follow ups related to insurance, claims
are maintained in this module.
8 Training
Training module pertains to all the activities related to handling of training courses at
the various institutes and units. Training wing conducts various training courses for its
officers’ right from police constables to officers of Non- IPS and IPS cadre. The nature
of these courses varies from induction courses to refresher and theme courses. Also
the details related to on the job training are captured in this module.

9 Finance
Finance module pertains to salary distribution to various police personnel, annual
budgeting of various expenses of the department, financial transactions like payables to
various vendors, loans to police personnel, lent establishment collection, billing and all
financial transactions of the police department.
10 Stores
Stores module pertains to taking care of Stock, Purchases, Indent, Issue of all items
used in Police Department E.g. General Items, Motor Vehicles, Wireless Instruments,
FSL Instruments, Arms and Ammunition, Vehicle Spare parts, Fuel, Oil and Lubricants
and Police Properties like land, building and quarters. The details pertaining to kit
articles are also maintained.
11 Administration
Administration module pertains to managing the activities efficiently and in depth
coverage of Personnel and Administration activities in an orderly manner and give brief
but comprehensive reports of necessary information. This module supports personnel
administration related activities. Business Processes covered under this module are to
cover the entire period of engagement of the police personnel with the department
starting from Recruitment, Maintenance of Service Records, Transfers, Leave,
Punishments, Promotions, Retirement and right upto Pension Initiation.
12 MIS (Management Information System)
Management Information system module is the dashboard of Police IT. This dashboard
gives all the details in a graphical format pertaining to all other modules like Crime,
Traffic, Law & Order, AR, MT, etc. of Police IT.

KSP Wide Area Network :
Introduction
KSPWAN is a Wide Area Network created exclusively for connecting smaller computer
networks prevalent at DPOs, campus networks at COP, CID, Chief office etc. and all
other locations such as Police Stations, Circles, SDPOs, and other offices of special
units into one network. The basic purpose of creating such a vast network was adoption
of latest technology to cater to our changed requirements and to be prepared for the
future technology driven world. This network presently caters to the information
exchange within the department but intends to create a wider network bringing Prisons,
Transport, Courts etc as a part of the same network.
The networking of all the units has been achieved by connecting the location with two
types of connectivity based on the requirement of the location.
1. MPLS – This type of connectivity will connect the major LAN at DPO, COP, CID, Chief
office through a 2Mbps MPLS network to the State Police Data Center at SCRB.
2. VPNoBB- This type of connectivity connects all other locations inclusive of all police
stations with a 512Kbps bandwidth to the State Police Data Center.
3. A central aggregation bandwidth of 10 Mbps MPLS, fiber optic bandwidth scalable
upto 45 MBPS, MPLS connected to Data Center.
Multi-Protocol Label Switching (MPLS) is a mechanism in high-performance
telecommunications networks which directs and carries data from one network node to
the next. MPLS makes it easy to create "virtual links" between distant nodes. It can
encapsulate packets of various network protocols. MPLS is a highly scalable, protocol
agnostic, data transfer mechanism. MPLS belongs to the family of packet-switched
networks and BSNL is the service provider for this infrastructure.

Karnataka State Police Wide Area Network is the integration of MPLS VPN and
VPNoBB. MPLS operates at an OSI Model layer that is generally considered to be
between traditional definitions of Layer 2 (Data Link Layer) and Layer 3 (Network
Layer), and thus is often referred to as a "Layer 2.5" protocol. It was designed to
provide a unified data-carrying service for both circuit-based clients and packet-
switching clients which provide a datagram service model. It can be used to carry many
different kinds of traffic, including IP packets, as well as native ATM, SONET and
Ethernet frames.
This is the only large wide area network combination of MPLS and VPNoBB technology
owned by any police force in the country. It has total 40 MPLS, 2Mbps connectivity and
1400 VPNoBB, 512 Kbps connectivity which forms a single integrated network and
connected to State Police Data Center (SPDC) with a 10Mbps aggregated MPLS link. The
Data Center is also provided with 4 Mbps Internet leased line which is distributed to
150 locations across the state.
The general network is an intranet and no internet access is allowed as per the policy
guidelines. KSP has its own dedicated Network Operations Center (NOC) to monitor all
IP enabled devices like (MPLS & VPNoBB router and modem etc for fault tolerance and
performance management) with the help of dedicated network management and helpdesk
professionals.

KSP Data Center
Karnataka State Police has a state of art green datacenter services at KSRP 3rd BN,
Bangalore. The datacenter built in area includes Datacenter Server Room, NOC room,
and Electrical & UPS room. The data center has the capacity of hosting 5 server rack
and 3 network racks for all KSP IT requirements.
The data center server farm hosts following application at DC.

Crime & Criminal Network Tracking & Systems (CCTNS)
CTNS Project is a mission mode project of Government of India with a funding of
Rs.2000 crores under the planned head and envisages networking of all Police Stations
and Police Offices in the country and creation and deployment of a software for the
conduct of core police functions resulting in a national database which would be dynamic
in nature and would provide a satisfactory answer to the present day requirement of
split second response to the information required on crime and criminals. The access to
the information required by the National Crime Records Bureau (NCRB) and the
functional modalities of providing Citizen Centric Services would be a part of the total
package for complete transformation of the prevalent system.
It is in this backdrop that the experience of the Lead States is of immense value,
as it has the strength of both shortening the duration of the process, raising confidence
and provide a model which can be executed in a fairly fail-safe manner. Karnataka with
Andhra Pradesh and Gujarat are three lead states for the CCTNS project. The lead
status provides the state the liberty to deploy its own software or continue if it is using
one, with the commitment that the data/information in the requisite format would be
made available to the Govt. of India and the Citizen Centric services as approved by the
Planning Commission of India would eventually be integrated into the software provided
through a portal etc. For Karnataka, CCTNS and Police IT work as one entity, each
complimenting the other.

DEPLOYMENT OF POLICE IT MODULES
The deployment is being done in a phased manner. The small modules were deployed
initially. The successful deployment of the small modules provided the confidence to
deploy the bigger modules. All the locations were provided with required infrastructure.
We are ensuring that all the locations are connected and the connectivity is stable.
Concurrent users and the bandwidth that is required to use this application should be
considered. The antivirus is installed in every location. Before deployment of the
modules end users were trained in the concerned modules. The modules were deployed
on pilot, after its perfect functioning on the training server, the same was migrated to
the live server.
DEPLOYMENT TEAM
The SCRB Police IT team deploys the application. The team monitors the training,
deployment, implementation and handholding tasks related to Police IT.
Hence a team is constituted in every unit which comprises the officers and officials at
various levels.
The team works under the leadership of the Unit officer and supervised by the Nodal
Officer. An officer of the rank of DySP/ PI is the training manager and officers of the
rank of PSIs are the trainers. Constables are trained to provide handholding support.

SCRB Core Team has been constituted as follows to provide implementation support for
Police IT Crime, Law & order and Traffic module deployment. The in-charge officers will
provide assistance in their respective areas of expertise. Unit Officers/Nodal
Officers/Training Managers/System Administrators shall contact the in-charge
officers for any issues in the deployment process.

Police IT - Progress made in last six months
The Police IT ERP solution has twelve modules and of the total twelve modules, four
modules and FRO (part of L&O) have already been deployed on 6th
April 2010. User
acceptance testing for all the eleven modules but for MIS is completed.
Based on the user feedback (Change Request), the development of six modules (Crime,
L&O, Traffic, Finance, Stores, Training) is fully complete. These modules are critical
modules and covers major part of Police functioning.
Crime, L&O and Traffic modules are in Pilot phase across the state. The Pilot phase has
started from 1st
week of March 2011 at Twenty Districts, Four Commissionarates. Right
monitoring mechanism is being put in place to monitor the progress of these modules.
The new Datacenter is setup at KSRP 3rd
Battalion and all these modules are deployed in
the new Datacenter setup.
The progress made on Police IT software is as follows.
1) Completed CR4 change requests for all the modules except Admin module.
2) Completed Training of Crime, L&O and Traffic modules for 6359 police
personnel.
3) Pilot for Crime, L&O and Traffic modules is in progress at all Twenty Four
locations.
4) MIS Module operational across the state.

Challenge Fund
Organizations everywhere are experiencing tremendous pressure to evolve their systems
so they can better respond to marketplace needs and rapidly changing technologies. This
constant pressure to evolve is driven by escalating customer expectations and the need
to respond to new enterprise standards, incorporate new products and system features,
improve performance, cope with endless new software releases, and stave off hardware
and software obsolescence.
Challenge Fund was established by Government Order on 08/072010 to support
innovative ideas in technology through the implementation of scalable project under six
categories. A Proposal under 6th Category “Innovative ideas or Technology through
Police IT” was submitted. This proposal deals with integration of legacy systems with
the Police IT ERP solution. A Proposal under 6th Category “Innovative ideas or

Empowered Committee of the fund chaired by Chief Secretary and was approved in
December 2010. The Pilot project for integrating eight legacy systems (E-Procurement,
GPS bases AVLS, E-Beat, G-CARE, E-Khajana, Traffic Management Center, Blackberry

Benefits of Integration
1. Increase in usage because of easier access through a single software.
2. It would lead to increase in critical functionalities of Police IT software.
3. Silos (legacy systems) cannot deliver the functionalities of integrated software.
4. Merger of few of these systems will lead to better maintenance and usability of
that functionality.
5. Centralized server based approach reduces application deployment and
configuration costs.
Roadmap
1. Complete deployment of Police IT, all modules at all locations by the end of July
2011.
2. Integration of Legacy Systems with Police IT to be completed in next six months.
3. Creation of District (30) and Regional Training Centers (6) across the state in
three months.
4. Immediate deployment of professional trainers for Police IT training across the
state.
5. Complete computerization process would be managed by System Integrator under
the CCTNS Project in another four months on the concept of bundled services.

Achievements
1. Based on our performance in Computerization, Karnataka was accepted as an
Advanced State for the Crime & Crime Tracking Network and Systems, CCTNS,
Mission Mode project, under the National e-Governance Plan of Government of
India.
2. Creation of State Police Wide Area Network (KSPWAN). This is an integration
of 2 Mbps MPLS connections (38), VPNoBB (1400) and 4 Mbps Internet leased
line connecting all locations of Karnataka State Police.
3. Creation of an Upgraded state of art State Police Data Center hosting Police
IT, all other software applications, Website and messaging Services.
4. Police IT- first ever Police ERP Application. 11 of the 12 modules are fully
complete. Four are fully deployed and 4 modules are under pilot across the state
and Crime, Law and Order and Traffic modules are under Pilot in 20 districts and
all 4 Commissionerates.
5. Integration of 8 Legacy Systems with Police IT ERP Project has been approved
by Govt. of Karnataka under the Challenge Fund for out of box innovative
projects. It integrates software’s like e-Khajane, Traffic Management Center and
Blackberry.
6. 75 Police personnel certified with prestigious Microsoft Certified System
Engineer (MCSE) certification of which 52 have also completed Cisco Certified
Network Associate (CCNA). This team manages the STATE WIDE AREA
NETWORK.
7. 11,755 Police Personnel trained in Police It Application across the state.

Rewards & Recognitions :
• For remarkable contribution and excellence towards Computerization
Sri.Manjunatha.M, Sri. Ranganath.S and Sri. Mahesh Kumar S.K. of SCRB were
honored with the prestigious Karnataka Chief Ministers Medal for meritorious
service for the year 2010-2011.
• A meeting of the Central e-Mission Team of the CCTNS project was held on the
11th April 2011 wherein it was decided to use Police IT Karnataka as main kernel
for the development of Core Application Software of the CCTNS project, subject
to a due diligence and a feasibility study by the NCRB team. The meeting decided
that the MHA would write to DGP, Karnataka to seek formal permission for
access to the Software to meet this objective and action would be taken based on
the confirmation in this regard.
• A Proposal under 6th Category “Innovative ideas or Technology through Police IT”
was submitted. This proposal deals with integration of legacy systems with the
Police IT ERP solution. The proposal was presented before the Empowered

2010. A demonstration of working crime module of Police IT integrating G-CARE
(Geographic information system based Crime Analysis and Reporting Engine) E-

  • 2. Pg. 1 Police IT Application Introduction Today's police departments utilize computers in almost every aspect of functioning. From extensive national databases to community service websites, computers have increased the efficiency of compiling, processing, researching and analyzing all forms of e data, which is equally applicable to the Police. Despite an early reluctance to adopt computers by law enforcement agencies as a whole, police departments now find themselves tasked to maintain officer competencies in both law enforcement and computer applications. Computer applications can be designed for prevention & detection of crime and for maintenance of law and order. Computers within them, help to provide the true facts of a crime by performing an immediate analysis against an existing data. Karnataka is one of the leading states in Police Computerization with all locations connected over broadband, an ERP solution being deployed in a phased manner and a Capacity Building capability which can take care of the State’s requirements. Wipro is the software developer for the home grown ERP solution. Overview of Police IT The Police IT software application has been divided into 12 modules. These modules take care of the workflow within the concerned module and across modules so that at the end of the day it is one integrated software. The core functions of Police have three modules namely, Crime, Law & Order and Traffic. The Administration side has another three modules namely Finance, Administration and Stores. Armed, Motor Transport, and Training provide the ancillary support and the technical modules are the Wireless and the FSL. MIS is to monitor all the Police IT Modules. All end-user tasks are finally divided into 64 roles. The software in all has 519 screens and 406 reports. Initiated in the year 2004 it is in its final stages completion. The police leaders had the vision to imagine of a comprehensive software application which would cover from Traffic module to MIS and from Crime to Control Room module. In its conceptualization, creation and roll out, it would have a pioneering impact in the way police in India would go digital in the days to come. Near perfect synchronized effort is being made from last few months to put all resources in place in an organized manner, every single effort supplementing the other.   • 4. Pg. 3 Software Architecture The Police IT software is built on .NET framework with Visual Basic language on Windows 2003 Enterprise Server. Data capture screens are developed in HTML and user entries are validated using JavaScript. Business Logic and interfaces to database is implemented using .NET components and packaged as .NET assemblies. Database interface has been built using ADO.NET. Data storage is UNICODE based resulting in comprehensive Kannada support. WebForms based Presentation Layer has been developed using ASP.NET. Reports have been developed using Crystal Reports and transmission is in ADOBE PDF Document. Presentation layer is based on HTML / DHTML using Internet Explorer as the Client Front end. Business Logic Layer has XML web services. Database layer is developed using SQL-92 standards without leveraging database product specific functions.   • 5. Pg. 4 PoliceIT Modules & Functions. 1 Wireless Wireless module pertains to the capture of data of the operations of the wireless and control room. Operations covered under this module range from maintenance of wireless log, transmitting of approved messages, message logs and history of calls to routine equipment maintenance registers etc. 2 Forensic Science Lab Forensic Science Lab (FSL) module captures the administrative functionality of the FSL Unit as a whole. The FSL is the testing laboratory of the police department, which conducts various tests on the requests coming from the police department and other Government departments. This involves capturing and maintaining the information of the cases registered in FSL, the flow of the case through the different sections in FSL, the status of the case at each point of time till its final disbursement back to the requested unit. It also captures the various other day-to-day activities of FSL like SOC requisition, court duty attendance and ammunition and equipment usage. 3 Armed Reserve Armed Reserve module pertains to administration related activities and maintenance of information related to Reserve police personnel. The details of deployment of platoons or personnel in various places for various tasks by State Reserve Police, City Armed Reserve and District Armed Reserve are captured in this module. It also helps in assisting the approval authority to know the availability of platoons in various reserve police units and to know the details of deployed platoons. 4 Motor Transport Motor Transport module pertains to maintenance of day-to-day activities of vehicles, drivers, and fuel consumption of vehicles at each and every unit of Police department. It also handles all the activities related to procuring and maintenance of vehicles and purchase against condemnation. This section maintains history sheets of all the vehicles used in Police Department. The transactions pertaining to police petrol bunks and their inspections are included in this module.

Pg. 5 5 Crime Crime Module pertains to collecting detailed information about the history of the Crimes and the Hands behind its occurrence and assists in the Investigation Process and generating brief but comprehensive account of the crime. Crime monitoring can be handled efficiently by study of crimes and tracking crime and criminal related information in detail. 6 Law & Order The Law and Order (L&O) module pertains to various activities within the Police Stations and other law and order sections, maintain the records related to foreign nationals, VIP movements, activities of fundamental organization, riots, agitations etc. This module is subdivided into Law and Order Activities, Intelligence Module and Foreigners Registration Module. Law and Order activities are mainly carried out at the Police Station Level. While Intelligence module and Foreigners Registration are carried out at the district &commissioner’s office and controlled by the Intelligence Office. 6. i) Foreigners Registration Office The Foreigners Registration Office (FRO) is the sub module of Law and Order. It pertains to various activities in registering, granting permissions / permits to foreigners visiting the State. It falls under the purview of Law & Order. 7 Traffic Traffic module pertains to various activities to law and order issues related to Road Traffic. This module captures data related to accidents, fine collections (Enforcements) and exporting of data to various devices used in the traffic department. It generates statistical reports on various parameters related to accidents and fine collections. The details related to police vehicle accidents and the follow ups related to insurance, claims are maintained in this module. 8 Training Training module pertains to all the activities related to handling of training courses at the various institutes and units. Training wing conducts various training courses for its officers’ right from police constables to officers of Non- IPS and IPS cadre. The nature of these courses varies from induction courses to refresher and theme courses. Also the details related to on the job training are captured in this module.

Pg. 6 9 Finance Finance module pertains to salary distribution to various police personnel, annual budgeting of various expenses of the department, financial transactions like payables to various vendors, loans to police personnel, lent establishment collection, billing and all financial transactions of the police department. 10 Stores Stores module pertains to taking care of Stock, Purchases, Indent, Issue of all items used in Police Department E.g. General Items, Motor Vehicles, Wireless Instruments, FSL Instruments, Arms and Ammunition, Vehicle Spare parts, Fuel, Oil and Lubricants and Police Properties like land, building and quarters. The details pertaining to kit articles are also maintained. 11 Administration Administration module pertains to managing the activities efficiently and in depth coverage of Personnel and Administration activities in an orderly manner and give brief but comprehensive reports of necessary information. This module supports personnel administration related activities. Business Processes covered under this module are to cover the entire period of engagement of the police personnel with the department starting from Recruitment, Maintenance of Service Records, Transfers, Leave, Punishments, Promotions, Retirement and right upto Pension Initiation. 12 MIS (Management Information System) Management Information system module is the dashboard of Police IT. This dashboard gives all the details in a graphical format pertaining to all other modules like Crime, Traffic, Law & Order, AR, MT, etc. of Police IT.

Pg. 7 KSP Wide Area Network : Introduction KSPWAN is a Wide Area Network created exclusively for connecting smaller computer networks prevalent at DPOs, campus networks at COP, CID, Chief office etc. and all other locations such as Police Stations, Circles, SDPOs, and other offices of special units into one network. The basic purpose of creating such a vast network was adoption of latest technology to cater to our changed requirements and to be prepared for the future technology driven world. This network presently caters to the information exchange within the department but intends to create a wider network bringing Prisons, Transport, Courts etc as a part of the same network. The networking of all the units has been achieved by connecting the location with two types of connectivity based on the requirement of the location. 1. MPLS – This type of connectivity will connect the major LAN at DPO, COP, CID, Chief office through a 2Mbps MPLS network to the State Police Data Center at SCRB. 2. VPNoBB- This type of connectivity connects all other locations inclusive of all police stations with a 512Kbps bandwidth to the State Police Data Center. 3. A central aggregation bandwidth of 10 Mbps MPLS, fiber optic bandwidth scalable upto 45 MBPS, MPLS connected to Data Center. Multi-Protocol Label Switching (MPLS) is a mechanism in high-performance telecommunications networks which directs and carries data from one network node to the next. MPLS makes it easy to create "virtual links" between distant nodes. It can encapsulate packets of various network protocols. MPLS is a highly scalable, protocol agnostic, data transfer mechanism. MPLS belongs to the family of packet-switched networks and BSNL is the service provider for this infrastructure.
  • 9. Pg. 8 Karnataka State Police Wide Area Network is the integration of MPLS VPN and VPNoBB. MPLS operates at an OSI Model layer that is generally considered to be between traditional definitions of Layer 2 (Data Link Layer) and Layer 3 (Network Layer), and thus is often referred to as a "Layer 2.5" protocol. It was designed to provide a unified data-carrying service for both circuit-based clients and packet- switching clients which provide a datagram service model. It can be used to carry many different kinds of traffic, including IP packets, as well as native ATM, SONET and Ethernet frames. This is the only large wide area network combination of MPLS and VPNoBB technology owned by any police force in the country. It has total 40 MPLS, 2Mbps connectivity and 1400 VPNoBB, 512 Kbps connectivity which forms a single integrated network and connected to State Police Data Center (SPDC) with a 10Mbps aggregated MPLS link. The Data Center is also provided with 4 Mbps Internet leased line which is distributed to 150 locations across the state. The general network is an intranet and no internet access is allowed as per the policy guidelines. KSP has its own dedicated Network Operations Center (NOC) to monitor all IP enabled devices like (MPLS & VPNoBB router and modem etc for fault tolerance and performance management) with the help of dedicated network management and helpdesk professionals.

The datacenter built in area includes Datacenter Server Room, NOC room, and Electrical & UPS room. The data center has the capacity of hosting 5 server rack and 3 network racks for all KSP IT requirements. The data center server farm hosts following application at DC. 1. Pg. 12 Crime & Criminal Network Tracking & Systems (CCTNS) CTNS Project is a mission mode project of Government of India with a funding of Rs.2000 crores under the planned head and envisages networking of all Police Stations and Police Offices in the country and creation and deployment of a software for the conduct of core police functions resulting in a national database which would be dynamic in nature and would provide a satisfactory answer to the present day requirement of split second response to the information required on crime and criminals. The access to the information required by the National Crime Records Bureau (NCRB) and the functional modalities of providing Citizen Centric Services would be a part of the total package for complete transformation of the prevalent system. It is in this backdrop that the experience of the Lead States is of immense value, as it has the strength of both shortening the duration of the process, raising confidence and provide a model which can be executed in a fairly fail-safe manner. Karnataka with Andhra Pradesh and Gujarat are three lead states for the CCTNS project. The lead status provides the state the liberty to deploy its own software or continue if it is using one, with the commitment that the data/information in the requisite format would be made available to the Govt. of India and the Citizen Centric services as approved by the Planning Commission of India would eventually be integrated into the software provided through a portal etc. For Karnataka, CCTNS and Police IT work as one entity, each complimenting the other.   • 14. Pg. 13 DEPLOYMENT OF POLICE IT MODULES The deployment is being done in a phased manner. The small modules were deployed initially. The successful deployment of the small modules provided the confidence to deploy the bigger modules. All the locations were provided with required infrastructure. We are ensuring that all the locations are connected and the connectivity is stable. Concurrent users and the bandwidth that is required to use this application should be considered. The antivirus is installed in every location. Before deployment of the modules end users were trained in the concerned modules. The modules were deployed on pilot, after its perfect functioning on the training server, the same was migrated to the live server. DEPLOYMENT TEAM The SCRB Police IT team deploys the application. The team monitors the training, deployment, implementation and handholding tasks related to Police IT. Hence a team is constituted in every unit which comprises the officers and officials at various levels. The team works under the leadership of the Unit officer and supervised by the Nodal Officer. An officer of the rank of DySP/ PI is the training manager and officers of the rank of PSIs are the trainers. Constables are trained to provide handholding support. Pg. 15 Police IT - Progress made in last six months The Police IT ERP solution has twelve modules and of the total twelve modules, four modules and FRO (part of L&O) have already been deployed on 6th April 2010. User acceptance testing for all the eleven modules but for MIS is completed. Based on the user feedback (Change Request), the development of six modules (Crime, L&O, Traffic, Finance, Stores, Training) is fully complete. These modules are critical modules and covers major part of Police functioning. Crime, L&O and Traffic modules are in Pilot phase across the state. The Pilot phase has started from 1st week of March 2011 at Twenty Districts, Four Commissionarates. Right monitoring mechanism is being put in place to monitor the progress of these modules. The new Datacenter is setup at KSRP 3rd Battalion and all these modules are deployed in the new Datacenter setup. The progress made on Police IT software is as follows. 1) Completed CR4 change requests for all the modules except Admin module. 2) Completed Training of Crime, L&O and Traffic modules for 6359 police personnel. 3) Pilot for Crime, L&O and Traffic modules is in progress at all Twenty Four locations. 4) MIS Module operational across the state.

This constant pressure to evolve is driven by escalating customer expectations and the need to respond to new enterprise standards, incorporate new products and system features, improve performance, cope with endless new software releases, and stave off hardware and software obsolescence. Challenge Fund was established by Government Order on 08/072010 to support innovative ideas in technology through the implementation of scalable project under six categories. A Proposal under 6th Category “Innovative ideas or Technology through Police IT” was submitted. This proposal deals with integration of legacy systems with the Police IT ERP solution. Based on our performance in Computerization, Karnataka was accepted as an Advanced State for the Crime & Crime Tracking Network and Systems, CCTNS, Mission Mode project, under the National e-Governance Plan of Government of India. 2. Creation of State Police Wide Area Network (KSPWAN). This is an integration of 2 Mbps MPLS connections (38), VPNoBB (1400) and 4 Mbps Internet leased line connecting all locations of Karnataka State Police. 3. Creation of an Upgraded state of art State Police Data Center hosting Police IT, all other software applications, Website and messaging Services. 4. Police IT- first ever Police ERP Application. 11 of the 12 modules are fully complete. Four are fully deployed and 4 modules are under pilot across the state and Crime, Law and Order and Traffic modules are under Pilot in 20 districts and all 4 Commissionerates. 5. Integration of 8 Legacy Systems with Police IT ERP Project has been approved by Govt. of Karnataka under the Challenge Fund for out of box innovative projects. It integrates software’s like e-Khajane, Traffic Management Center and Blackberry. 6. 75 Police personnel certified with prestigious Microsoft Certified System Engineer (MCSE) certification of which 52 have also completed Cisco Certified Network Associate (CCNA). This team manages the STATE WIDE AREA NETWORK. 7. 11,755 Police Personnel trained in Police It Application across the state.
  • 23. Pg. 22 Rewards & Recognitions : • For remarkable contribution and excellence towards Computerization Sri.Manjunatha.M, Sri. Ranganath.S and Sri. Mahesh Kumar S.K. of SCRB were honored with the prestigious Karnataka Chief Ministers Medal for meritorious service for the year 2010-2011. • A meeting of the Central e-Mission Team of the CCTNS project was held on the 11th April 2011 wherein it was decided to use Police IT Karnataka as main kernel for the development of Core Application Software of the CCTNS project, subject to a due diligence and a feasibility study by the NCRB team. The meeting decided that the MHA would write to DGP, Karnataka to seek formal permission for access to the Software to meet this objective and action would be taken based on the confirmation in this regard. • A Proposal under 6th Category “Innovative ideas or Technology through Police IT” was submitted.
