Unwelcome guest
in Armenia

During a recent trip to Armenia,
President Vladimir Putin of Russia was
met with hostile demonstrations by
some groups who genuinely believe in
Armenia’s adherence to Europe and by
other groups acting as surrogates to
the forces interested in undercutting
Russia’s influence in the Caucasus
region. Now another political guest is
on his way to Yerevan — the highlycontroversial Foreign Minister of
Turkey Ahmet Davutoglu. The latter is
the author of two foreign policy theories much debated in the international
circles: Turkey’s zero problem with its
neighbors and its plans to counter
Armenian efforts to bring worldwide
recognition of the Armenian Genocide
on its centennial. The commemoration
or celebration of the Gallipoli campaign of 1915 seems to be the most
potent weapon against the Armenian
onslaught, per the foreign minister.
Mr. Davutoglu will be arriving in
Yerevan on December 12 to participate in the Conference of Black Sea
Economic Cooperation. His decision
to visit Yerevan comes after much
dilly-dallying. At first Turkish news
media close to the Erdogan administration floated some trial balloons stating that Mr. Davutoglu would refuse
Armenia’s invitation to visit, unless the
Armenian side transfers to Azerbaijan
at least two districts outside Karabagh,
currently under Armenian control.
In return, Turkey may open borders
with Armenia, they said. To begin
with, territorial concessions could not
be bought against the arbitrary decision of lifting or instituting a blockade,
because opening the border is an
administrative decision which can be
reversed under any pretext. By contrast, to reverse Artsakh’s territorial
concessions, Armenians need to wage
another costly war to recover them.
However, such decisions are not left
only to Armenia to implement because
Karabagh has become a strategic factor for all the powers having an interest in the region, besides Armenia and
Azerbajan — the US, Iran, Europe and
Russia.
The importance of the Karabagh
issue was highlighted recently when
Victoria Nuland, the State Department
representative, revisited it at the
Vilnius meeting. It has been reported
that Azerbaijan’s Foreign Minister
Mammadyarov will also accompany
his elder brother. If a decision has
been arrived at regarding territorial
transfer, that cannot be done unilaterally by Yerevan; the transfer would
mean that consensus has been arrived
between the conflicting parties.
Erdogan’s recent visit to Moscow may
have something to do with it. Now it
seems that not only Karabagh but
Armenia as well has become an asset
after agreeing to join the Russian-led
Customs Union, which seems to be
more than an economic structure; parties dealing with Russia have to consider Armenia in their strategic games
in the region.
Mr. Davutoglu would not have
come to Armenia, had Turkey’s foreign policy been flying high, like it did
during the last several years; although
Turkey maintains its sway in the
Balkans, especially through Kosovo,
but in general its “zero-problem” policy has failed miserably. Turkey’s
active participation in the campaign
against Syria has backfired, domestically and regionally.
As Turkey was overreaching its
neighbors, trampling the interest of its
benefactors (a case in point was its
$20 billion energy deal with Iran, while
the US was reinforcing sanctions
against that country,) similarly those
countries, especially the US, have
been cutting deals with Turkey’s
neighbors, over Ankara’s head. The
US-Russia brokered deal over Iran’s
nuclear program and especially the
Geneva Conference next January on
Syria, have left Turkey out of the
game.
Turkey’s protocols with Armenia
remain unsigned, despite strenuous
efforts by the former Secretary of
State Hillary Clinton. Even after
Netanyahu’s apology, relations with
Israel remain strained. Davutoglu’s
Egyptian policy blew up in his face
when Turkey continued its support of
the deposed President Mohamed
Morsi and his Muslim Brotherhood
party.
Indeed Erdogan and Davutoglu
were dreaming of a Sunni hegemony
over the Middle East in cooperation
with Egypt’s Islamists. In Turkey’s
continued support for the Muslim
Brotherhood, Ankara also confronted
Saudi Arabia, whose leaders decided
to back the military regime fighting the
Muslim Brotherhood. On the sidelines
Turkey had been successful in making
inroads in the Egyptian scholarly and
media circles against the claims of the
Armenian Genocide — But when
Cairo expelled the Turkish
Ambassador, that effort sustained a
setback and today Egyptian media is
debating the Armenian Genocide
freely and there is even talk of recognizing the Genocide. Turkey had been

OSCE Minsk group leader
optimistic about Karabakh
BAKU — Azerbaijani and Armenian
Presidents Ilham Aliyev and Serzh
Sarkisian have made it clear that they
intend to build on the momentum of
their meetings and intensify the peace
process, which indeed gives ground
for optimism in 2014, Personal Representative of the OSCE Chairper-sonin-Office, Andrzej Kasprzyk, told
Azerbaijan’s Trend newspaper.
“In the last few weeks I have heard
cautiously optimistic assessments from
Armenian and Azerbaijani officials,”
Kasprzyk said.
“With the permission and assistance
of the sides, OSCE mission members have visited the contact line on 17 occasions in 2013,” Kasprzyk added.
“Local commanders, as well as civilian authorities, have raised a number of
serious concerns during these visits,” he said. “These concerns include: the risk
to life posed to civilians and military personnel, both from ceasefire violations
and mine-related incidents; and the debilitating psychological and economic
impact on those living close to the contact line.”
“The number of those reported killed or wounded as a result of ceasefire violations in 2013 is less than in 2012,” Kasprzyk said. “However, the ceasefire
remains self-regulated: the risks remain as serious as ever, and those living close
to the contact line will continue to suffer hardship until such time as the ceasefire is strengthened.”
“The Minsk Group Co-Chairs and the Personal Representative have mandates
to work with the parties to develop confidence-building and other measures,” he
said.
“Presidents Aliyev and Sarkisian have called for additional steps to strengthen the ceasefire and carry out confidence-building measures in all fields in order
to create a better atmosphere for the negotiations,” he said.
“One confidence-building measure would be to develop humanitarian contacts among the two sides’ intelligentsia, academic and public circles,” Kasprzyk
said.
Moreover, Kasprzyk’s team has been helping to elaborate a mechanism for
investigating potential incidents.
“Implementation of some confidence-building measures is more complicated
than that of others,” he said. “But these measures can and – sooner or later –
will help reduce tensions on the contact line and the international border;
reduce the risks faced by military personnel and those living close to the front
lines; and create a better atmosphere for the negotiations, allowing Presidents
Aliyev and Sarkisian to make demonstrable progress towards a lasting political
settlement.”
Armenia improves position in
corruption index
YEREVAN (Arka) — Armenia has improved its standing in the 2013
Corruption Perception Index (CPI) compiled annually by Berlin-based
Transparency International, rising to 94th place among 177 countries, up from
105th in 2012.
Head of Transparency International’s Armenia office Varuzhan Hoktanyan,
however, attributed the improvement to poor performances by a number of
other countries rather than to Armenian authorities’ efforts to reduce corruption.
New Zealand ties with Denmark for first place due to strong access to information systems and rules governing the behavior of those in public positions.
Afghanistan, North Korea, and Somalia scored the lowest points. Armenia’s
neighbor Turkey was ranked 50th, Georgia 49th, Azerbaijan was ranked 127th
and Iran 144th. Russia, Kazakhstan and Belarus, the members of the Customs
Union, which Armenia is preparing to join, all were ranked far below Armenia.

ARA THE LITTLE PARROT
That got me thinking

It took my parents a long time to
decide what to christen me: I presume
my Viennese mother wanted something Austrian, while my father must
have insisted on an Armenian name.
Finally I was baptized on the fourth of
July, three months and four days after
my birth. Father Nerses Akinian of the
Mekhitarist congregation in Vienna
dipped my nude and kicking little
body into a basin – in accordance with
old Armenian rites.
My birth certificate reads: ONNIG
(for my father), ARA (for my godfather, sculptor Ara Sarkissian) and last
but not least – as it was the old established European custom – also my
grandmother’s name: Elizabeth (my
mother’s younger sister, Elsa von
Lorinczy).
The parrot story came much later,
my parents told me. When I was about
four years old we went to visit my
grandparents in Aleppo, Syria. I don’t
remember too much of those early
years, but that particular incident was
told and retold many a times.
One day an Arab street vendor
banged angrily on our door: “I am
going to kill him,” he yelled and shook
his fist madly at my father who had
opened the door. “Where is that little
sun of a dog” he called and added
some unprintable words.
I was the only person on top of the
house and my dad quickly guessed the
truth. “Ya habibi, - my dear,” he tried
to sooth the man. “It’s my little son. He
is too young to know what he is saying; he only speaks Armenian and
German but no Arabic. He’s just
repeating words he heard from the
street urchins!”
“No no no, he called me the worst
names,” insisted the man, his black
eyes flashing madly, “I will tear his
tongue out…!” My father tried a different approach: “All right, I’ll call my
boy and YOU talk to him. If he under-

stands a word you say, I’ll tan his hide
– agreed?”
The Arab’s anger seemed to simmer
down a little and my father summoned
me to his side: “Ara, hos yegour…!” I
came running down and immediately
the stranger began to yell at me: “YA
ALIL ADAB – you insolent, rude son
of a …” But I just stood there, as wide
eyed as a lost little angel, turned to my
dad and asked, now somewhat intimidated, “Papi, intch eh? Why is this man
yelling at me?”
The Arab looked at my mop of long
hair, the innocent childish features
and suddenly roared out in laughter:
“Ya Allah, you are a little parrot! No,
you DIDN’T know what you said to
me…!”
He ‘salaamed’ my father, raised his
finger at me in a pretense of anger
grinning all over his face, shaking his
head in disbelief and amusement.
ARA … the most showy of parrots
are the large, long-tailed macaws of
South American forests, brilliant in
scarlet, blue, green and yellow. But I
would rather be known as ‘Ara’ the
star – an ancient southern constellation, invisible in Europe, situated on
the south of Scorpio, - or even better:
as ‘Ara Keghetsig’, the handsome,
legendary king of ancient Armenia…
Computer tablet made in Armenia
An Armenian-American joint venture company, Technology and Science
Dynamics Inc./Armtab Technologies has launched the first-ever tablet computers and smart phones designed in Armenia, with 3G and WiFi capabilities. Both
the software and the hardware are designed in Armenia, yet the manufacturing
currently is being done in US and Hong Kong.
Armenian honey exported to superpowers
The volumes of the natural honey
exported from the Republic of
Armenia during the months of
January-September have increased
by about 2,3 times in comparison
with the same period of the previous
year, making 6,2 tons. The total customs value of the exported honey
made $93,400.
According to the data provided
by the State Revenue Committee of
the Government of the Republic of
Armenia, during the months of
January-September of 2012 2,7 tons of honey were exported from our Republic
with the total customs value of $23,900.
Armenpress reports that during the current year Armenia exported honey to
China (3 tons), the United States of America (2 tons) and the Russian Federation
(1,2 tons).
“I want to marry someone who is Arab or Indian, declared my friend
during lunch, because I want an Arabic or Indian wedding.”
“Well you could still plan one even if your husband-to-be is from a different culture”, I answered. “No, I couldn’t, because that would be cultural
appropriation”, she answered solemnly.
Her answer surprised me, so I decided to do a little research. As most
subjects regarding ethnicity and respect, cultural appropriation is quite
touchy and complicated.
Cultural appropriation is defined as adopting a certain aspect of a culture
and integrating it in your own. After my friend explained to me that if she
had such a wedding, she would be stealing what she likes from Arabic or
Indian cultures without having taken part in its struggles, I started thinking
about people who take part in cultural appropriation without realizing what
they are doing. I also realized that the line is thin between appreciating and
appropriating. There are so many different cultures in the world and they
have their different customs and habits, and they are all beautiful. It is hard
not to marvel at the beauty and diversity of the human ways. Everyone
appreciates cultures. Some people enjoy a certain culture so much that they
are willing to move to that country and start a life there. Others are so fascinated by a specific religion that they decide to convert to it. People learn
new languages. These types of things broaden minds and allow cultures to
share amongst themselves and to develop.
However, it is highly offensive to borrow something from a culture and
declare that it is yours. Certain things might be aesthetically pleasing but
they might have important historical, religious or emotional values attached
to them. For example, Native Americans find it disrespectful to see other
people wear their traditional headdresses. Those headdresses were worn in
times of war and have a great spiritual significance to them. Today, they are
still worn for special occasions. They should not be worn because they are
pretty. Same goes for all people who appropriate bits of culture for their
aesthetics. Every aspect of a culture has meaning and you cannot decide to
remove the significance by taking it. That’s why my friend thinks that she
cannot have an Indian or Arabic marriage. These cultures are vast and complex and their weddings are part of it. They are not detachable pieces that
you can integrate in your own life.

the tiny Emirate of Qatar, which in a
reversal of policy, has been reaching
out to the Assad regime, not to be marginalized at the forthcoming Geneva
Conference. Qatar’s policy on Syria is
at odds now with that of Saudi Arabia,
whose chief of intelligence and master
of international intrigue Prince Bandar
Sultan has publicly ridiculed Qatar as
a country of “300 people and [a] TV
station,” meaning Al-Jazeera. Iraq is
another aspect of Turkey’s “zero-problem policy.” Turkey was conducting
bombing raids with impunity in Iraq’s
autonomous Kurdish region, whose
rising clout has forced Ankara to
change course.
In an effort to win over the Iraqi
Kurds before they inspire their
brethren in Turkey, Ankara recently
struck oil deals with the regional
Kurdish government, in violation of
the Iraqi constitution, angering the
central government in Baghdad.
Therefore, Mr. Davutoglu is heading
to Yerevan after his “zero-problem”
policy yielded zero results. The only
positive card remains Russia’s goodwill. Indeed during President Putin’s
visit to Armenia, the Russian Ministry
of Defense refuted the statement by
Russian Military Chief in Armenia Col.
Andrey Ruzinski that Russian forces
will intervene if Karabagh is attacked
by the Azeris. That seems to be in deference to Mr. Erdogan who is negotiating a deal with Russia to build $20-billion nuclear power plant in Turkey. A
Turkish expert sheds some background light on Davutoglu’s visit to
Yerevan. The head of the Turkish
Center for Strategic Studies of the
Caucasus, Dr. Hasan Oktay, gave an
interview to the Azerbaijani news outlet, haqqin.az. He stated that Turkish
foreign policy has become a hostage
to Baku when it comes to dealing with
Armenia. “I think this is the wrong
approach, as Turkey is a large country
and it should take initiative in all matters, and not to look back at Baku,” he
said. “Whether we like it or not,
Armenia is an integral part of the
South Caucasus, and we are forced to
reckon with its existence.”
According to Oktay, who is believed
to be close to Erdogan’s circle, Turkey
will not open its border with Armenia
on the centennial of the Armenian
Genocide. He added, however, “But
my personal opinion is that Turkey
should open the borders.” There is
much anticipation and speculation
about Mr. Davutoglu’s visit, similar to
the eve of President Gul’s visit to
attend a football game between
Armenia and Turkey in Yerevan. We
hope that this visit will not prove to be
another game of football diplomacy
with a 0-0 outcome.
