The question i(I) will be trying to answer is to what extent is contempory (contemporary) media
regulation more or less effective in previous times. The BBFC was formed in 1912 to try and regulate
a booming film industry within the UK, up until this point there was no real regultion (regulation) in
the media industry as it was all relatively new like the internet today and people had to first try and
understand the process behind it, it wasnt (wasn’t) until 1932 20 years after the formation of the
BBFC that the first rating certificate was released which was 'H' for horror showing it was not
suitable for sensitive audiences and children. Th (The) next major certificate was in 1952 being the X
certificate which meant that no child under 16 could see the film due to the content being sex,
violence or adult themes, although it was vague it wasnt (wasn’t) until 1994 it was expanded upon
to explain why a film got its rating rather than just giving a blank rating, this was due to the Jamie
Bulger case when the papers at the time sent the public into a moral panic with its video nastsies
(Nasties) campaign after two children murdered babie (baby) Jamie Bulger after apparantly
(apparently) watching the films. The BBFC has adapted with the film industry to try and keep up with
what is changing and how the public respond to the media, this is apperent (apparent) in the 1984
video recording act in which the BBFC became the offical (official) board for rating and classifying
videos in the UK after a series of very gory and high horror films going around on video as it was a
new technology not yet goverened (governed) in any way meaning people could release what they
want. Overall it is evident in history that the industry is evolving over time and with it the BBFC is
trying to keep up and taking the publics (public’s) opinions and concerns with surveys every 5 years.
People have always worried about the impact of the media on peoples (people’s) lives, a (an)
example would by the theory of Theodore (Adorno)adorno in the Frankfurt School in
(Germany)germany who came up with the Syeringe (syringe) theory that believed that people where
blank slates that just absorbed information given to them by the media and believed anything told
to them was ok, being his reasoning of the emancipation of jews (Jews) in the 1940's in which he was
present. In the 1960's Psycologist (Psychologist) Albert Bandura deceided (Decided) to do an
experiment to see if this was true with the Bobo doll experiment in which the children were placed
in a room with lots of expensive toys which they could play with for 2 minuites (minutes) then told
they cant (can’t) use them anymore as they were saved for someone else, before this they were
shown a video of adults beating this bobo (Bobo) doll to see the students would imitate the
behaviour after being told they couldnt (couldn’t) use the toys anymore and taken to another room
with the doll in it. The majority of students imitated the behaviour shown in the video.
Another theory is the Effects Theory which was people infact (in-fact) came up with their own
opinions of media wether (whether) it was preffered (preferred), negotiated or oppositional
explaining that people were in fact reading into the media and creating their own prefferences
(Preferences) , David Gauntlett Believes strongly that the media doesn't create crime as violence has
2. always existed throughout soceity (Society) and that it is other factors such as Poverty,
unemployment, lack of education and mental health history being the more likely case which could
be argued for the Colorado campus killings, in which Cho Seug Hui shot up a campus killing over a
dozen people and was linked to the film Old Boy as he was seen holding a gun to his own head in a
similiar (similar) pose to the one displayed in the film despite it never being prooven he saw it. Mark
Kermode a film critic believes that it is up to the public to look afters itself as giving the reins of
control and regulation means we are essentially being treated as children to control what is being
watched, people interprate (Interoperate) films differently so it’s impossible to generalise how
people will be affected.
In todays (today’s) more modern world it is harder to keep up with regulation than it had been in the
past with the mass useage (usage) of the internet over different technologies, Dr Tanya Byron
created a report in 2008 approached the matter with a open view taking in the opinions and saying
that overall the internet is a good thing that gives great learning potential but also has some risk on
it, she believes that the only way to really control what children see on the internet is by the parents
by taking reponsibility (responsibility) and managing childrens acess (children’s access) to the web.
She said that companies should offer parental controls to help parents control what their children
see and do which is done in many large companies such as Vodaphone. She also states it being
impossible to control what goes on the internet due to web 2.0 with people uploaded their own
created content onto hosting sites which are impossible to regualte regulate. A good example of this
would be the Case of an irish (Irish) father who tried to get facebook (Facebook) to block her
daughter as she was contacted and flirting with older men, facebook (Facebook)said that it was
impossible for them to do this as she could create a account on her phone or other devices which
means blocking her computer would not be useful and that she can create accounts under different
names which cant (can’t be monitored as it has a very large user base over a billion users which is
hard to monitor.
I believe that the film industry can be more easily regulated as it all works in a system designed to
make money which keeps the films 'tight to chest ‘but the internet is something that can never really
be regualted regulated or controlled as it is used by the whole world which adds different countries
laws to the matter which can create situations far too complex aswell as well as being able to be
acessed (accessed) by different technologies such as Ipads (Ipad’s) and mobile phoneS (phone’s),
with the internet constantly evolving and changing no company can really keep up with it and
although many sites have volunatary (voluntary) rules which they done have to implement even the
sites themselves struggle to keep up with this with the amount of people uploading and commenting
on a daily basis.
