Charcoal Production:
Can it be a sustainable enterprise?

Dr. Davison Gumbo
Scientist and Zambia Project Leader
Venue, 21st May 2013
Outline
 Background
 Goal and Objectives
 Methods
 Highlight Study
Findings
 Recommendations
Background
 Miombo and other associated
woodlands is resources for charcoal
and timber production and nontimber forest products (NTFPs).

 Charcoal, timber and NTFPs provide
direct support to rural and urban
livelihoods in Zambia.
 Charcoal and timber provide a
basis for potentially viable
forest-based enterprises.
Background – Cont …
 Study on dynamic of the charcoal and
indigenous timber trade in Zambia.

 Supported by the Embassy
of Finland in Zambia.

 Six districts in Eastern,
Northern (Muchinga)
and Northwestern
Provinces.
Goals of the study
Identify and characterize the social, economic
and environmental issues pertaining to
charcoal and timber production and trade in
Zambia as well as the implications of the
nascent regional charcoal industry.
Methodology

Literature
review

Field based
research
Finding Highlights
Charcoal Production,
Consumption and Trade
FINDING
Policy and
regulatory
framework in place
and adequate but
lack of resources
(human and
financial).
FINDING

Charcoal widely
produced across
Zambia.
FINDING

Charcoal a major energy
source for urban areas in
Zambia.
FINDING

 Drivers of charcoal
production.

• Poverty
• Limited employment
•

opportunities
Quick and easy business
FINDING

Livelihood and other
socioeconomic benefits not
openly acknowledged.
FINDING

 Markets, charcoal
flows and
transportation.
Can charcoal production
be a sustainable enterprise?
Recommendations
 Establish a conducive policy
environment for local level
institutions to manage forests.
 Develop local rules and
guidelines for managing forests
for charcoal production.
 Encourage local level institutions
to take a greater interest in the
management of forests.
 Incentive for sustainable
charcoal product accrue to forest
“owners.”
Recommendations – Cont …
 Collaboratively develop schemes
of sustainable charcoal production
with charcoal producers based on
lesson learnt particularly in
customary areas.
 Provide special support to women
charcoal producers to ensure they
work in sustainable way and
within the confines of the law.
 Urban consumers should be part
of the debate/discussion on
charcoal production and
utilization debate.
Recommendations – Cont …
 Improve understanding on the
implications of charcoal and
timber production on the
forests.
 Provide capacity building to
charcoal producer particularly
on organizational, technical
and business training.
 Research should be stepped up
to come up with alternative
feedstock for charcoal
production e.g, bamboo.
Thank you

  2. POINTERS:Supported by the Ministry of Foreign Affairs of Finland through the Embassy of Finland in Zambia, CIFOR conducted a research in three provinces in (period of research). The research was conducted by Davison Gumbo, KaalaMoombe, Mercy Kandulu-Mwape, Gillian KabweResearch areas: six districts in Eastern, Northern (Muchinga) and Northwestern. Two districts in each province were selected through a consultative process undertaken by the Finnish Embassy. Criteria used included the existence of clear, local-level institutional arrangements regarding natural resources management (from village to district), as wellas the presence of sound district-level financial management systems. Provinces were selected during two working sessions involving a mix of experts.Research team consisting of
  3. POINTERS:1. Literature Review:We identified information gaps in literature for example living conditions report; labor force survey. We reviewed (HOW MANY) literatures from (Kind of literatures e. g. reports, academic journal etcetc)2. Field based research:Conducted district-level interview, informal discussions around border areas and international crossing point. 1 per district7 border towns District Validation meetings Need to mention, why did we use these two methods and how it links to each other.Source of pict: http://blog.sendgrid.com/wp-content/uploads/2012/05/PuzzlePiece.jpg. 4. POINTERS:Government regulations - taxes, permits and feesMention some of the regulation and policies.
  5. POINTERS:Charcoal widely produced across ZambiaElaborate network of roadsIntricate value chain: (1) Producer gains very little for the effort; (2) Use of SMS for door-to-door salesInefficient production techniques Charcoal producer: (1) Poorly organized; (2) Exploit the legal pluralism and (3) Claim to be unaware of the provisionsSupport from Chiefs, district councils and communities not explicit.
  6. POINTERS:From the literature and field research, the study shows that charcoal is a major energy source for urban areas in Zambia.People use charcoal for ??????How many kilo in a month per family if any information on this.
  7. POINTERS:Drivers of charcoal productionPoverty Limited employment opportunitiesQuick and easy businessSafety net money for investment
  8. POINTERS:Explain more about the finding. Not openly acknowledge by whom? What if the situation because of no acknowledgment

  10. POINTERS: (This is to answer the ClearTech which is the purpose of the embassy of Finland’s program).CIFOR’s standing position based on the study findings
  11. POINTERS:1. Local-Level Institutions plays more prominent roles. How?2.Traditional rules for accessing and utilizing natural resources have been compromised.Sanctions moved to the state – cannot deal with NRM rule breakers including forestry  should be under LLI authority.LLI should make Decision vis-à-vis who and where charcoal can be produced. At the moment they just make recommendation.LLI Capacitated to “inspect”and monitor sites for charcoal production.3. Institutional dimensionsIncentives for sustainable forest managementCharacteristics of institutions.
  12. POINTERS:Point 2, reiterate the finding on the women’s role on charcoal production and explain more what kind of support should be given to them.Point 3, in what kind of discussion/debat the urban consumer should be involved
