The primary goal of this research is to examine and analyse the cost readiness factor as it relates to e-learning deployment in Kurdistan. The study will look at the cost efficiency and cost readiness factors that influence the successful adoption of an e-learning system, and propose prospective and long-term solutions that would go a long way toward overcoming cost obstacles in the future. The researchers used a quantitative research method to determine the cost readiness of e-learning implementation. The participants in this study were 516 people from Kurdistan's several private universities. The results demonstrated that cost preparedness has a large predictive value for e-learning and will have a direct positive relationship with it. The survey questions may not necessarily generalize to the greater community of instructors and administrative personnel at private colleges, which is one of the study's limitations.

Organizations nowadays are expanding both regionally and internationally, and have to adopt to new ways of working, especially field-work requires enormous flexibility and mobility from employees. Thus, this has created difficulties for companies to gather employees together in order to train, develop and communicate at the same time. E-learning may be the solution for this problem. By enhancing knowledge skills and know-how to employees, where in particular the employee has control over and personally customized whether what, when, where and how he/she learns.

The primary goal of this research is to look into the relationship between transformational leadership attributes and the effectiveness of construction project teams. The research was conducted in Erbil, Kurdistan, at five distinct construction enterprises. The current investigation was analyzed using a quantitative approach. This study has a total of 71 participants. The maximum value for idealized influence characteristic =.737> 0.01 and P-value =.000 was found, indicating that there is a substantial positive relationship between idealized influence and the effectiveness of project building teams.

Supporting the global efforts in strengthening the safety, security and resilience of Cyberspace, the Commonwealth Cybersecurity Forum 2013, organised by the Commonwealth Telecommunications Organisation. The ceremonial opening examined how Cyberspace could be governed and utilised in a manner to foster freedom and entrepreneurship, while protecting individuals, property and the state, leading to socio-economic development. Speakers of this session, Mr Mario Maniewicz, Chief, Department of Infrastructure, Enabling Environment and E-Applications, ITU; Mr David Pollington, Director, International Security Relations, Microsoft; Mr Alexander Seger, Secretary, Cybercrime Convention Committee, Council of Europe; Mr Nigel Hickson, Vice President, Europe, ICANN and Mr Pierre Dandjinou, Vice President, Africa, ICANN, added their perspectives on various approaches to Cybergovernance, with general agreement on the role Cyberspace could play to facilitate development equitably and fairly across the world. Hosted by the Ministry of Posts and Telecommunications of Cameroon together with the Telecommunications Regulatory Board of Cameroon and backed by partners and industry supporters including ICANN, Council of Europe, Microsoft, MTN Cameroon, AFRINIC and Internet Watch Foundation, the Commonwealth Cybersecurity Forum 2013 seeks to broaden stakeholder dialogue to facilitate practical action in Cybergovernance and Cybersecurity, some of which will be reflected in the CTO’s own work programmes under its Cybersecurity agenda.

In this digital era, it has been proven that the proper of e-learning system implementation provides various advantages and huge benefits. But to achieve the proper implementation is not an easy way since there are many obstacles have to be addressed. Beside the benefits and advantages, such as the other IT based system, e-learning also bring many risks that come from its environment or embedded in. Although many methods or approaches proposed to tackle those obstacles and risks, but the study that tackle those problems from IT Governance view is still limited. The study presents the report of the IT Governance approach to address some of the risks of eLearning system implementation such as: miss alignment with the enterprise goal and strategies, uncomplianceness with the government regulation, and unmatched with the stakeholder needs. The governance of eLearning system proposed has been implemented in the private university situated in Jakarta, Indonesia for two semesters. Based on the general observation, the University can get some benefits such as their succeed in maintaining its institution as the university that comply with government regulatory.

Telecom sector plays an important role in supporting the growth of other sectors of the Indian economy .Indian Telecom Industry has a multiplier effect in the country and also contributes in the efficiency of the economy India's internet industry is expected to contributes US$ 100 billion to India's gross domestic product (GDP). With contributing of about 5.3% in India’s GDP, telecommunications with Information Technology has significantly accelerated the growth rate of the economic and social sectors of India very clearly. In fact, the National Telecom Policy 2012 (NTP 2012) works with a vision to transform the country into a more empowered and inclusive knowledge-based country, using telecommunications as an important platform. According to the World Bank, a 10% increase in mobile penetration boosts per capita and GDP by 0.8% points in developing nations. Through this paper researcher wants to discuss telecommunication sector as a prime driver in accelerating India’s economic growth. Indian Telecom Industry has a multiplier effect in the country and also contributes in the efficiency of the economy.

Successful implementation of e-Learning Pedagogical considerations.Thavamalar Govindasamy Traxmedia Sdn Berhad, 17-1, Jalan Mewah 2/2B, Regalia Business Center, 47500 Subang Mewah, Petaling Jaya, Selangor, Malaysia Abstract Many institutions of Higher Education and Corporate Training Institutes are resorting to e-Learning as a means of solving authentic learning and performance problems, while other institutions are hopping onto the bandwagon simply because they do not want to be left behind. Success is crucial because an unsuccessful effort to implement e-Learning will be clearly reflected in terms of the return of investment. One of the most crucial prerequisites for successful implementation of e-Learning is the need for careful consideration of the underlying pedagogy, or how learning takes place online. In practice, however, this is often the most neglected aspect in any effort to implement e-Learning. The purpose of this paper is to identify the pedagogical principles underlying the teaching and learning activities that constitute effective e-Learning. An analysis and synthesis of the principles and ideas by the practicing e-Learning company employing the author will also be presented, in the perspective of deploying an effective Learning Management Systems (LMS). Changing the current nature of work/job rely on multi-level competencies though till now for many students and families, technical education is still considered as the path to a better future. In this seminar it is intended to demonstrate what approach could be followed by teachers-students and planners in order to meet the labor market. It is all agreed that High-level Competency: a critical asset for Individuals, Businesses, and Country are the means of economic growth. We can attain it by linking Technical Education with Employment that must meet the labor market needs, which in turns meeting the strategic options of the poverty reduction agenda of the government. Hence STEP - Skills and Training Enhancement Project was adopted in 2010 through TVET - Technical and Vocational Education and Training system. Skill competition is one of many ways to promote TVET. “How can this Competence be generated by the Technical Education System?” is going to be disclosed here.
