El estudio analiza los beneficios y riesgos de la aplicación de la IA por parte de las instituciones públicos, recoge experiencias internacionales e identifica los 12 sistemas de IA, actualmente implementados o en proceso de desarrollo, que están siendo utilizados por las Administraciones Públicas catalanas. En el caso de Cataluña, el radar identifica doce sistemas en cuatro administraciones diferentes, siete ya están implementados y el resto, en fase piloto. La mayor parte de estos están dirigidos a ayudar al personal técnico de la Administración a través de la automatización de tareas y el estudio apunta que promueven un ahorro de tiempo y recursos, un aumento de la calidad de los procesos y de la capacidad de respuesta de la administración. Tributación municipal en el Perú EL SISTEMA TRIBUTARIO MUNICIPAL El sistema tributario municipal es el conjunto de tributos (impuestos, tasas y contribuciones) cuya administración se encuentra a cargo de las municipalidades, sean éstas de ámbito provincial o distrital. Asimismo, forman parte de este sistema las normas tributarias municipales y las entidades municipales encargadas de administrar tales tributos. ¿POR QUE DEBEMOS TRIBUTAR? Para contar con mejores servicios, mayor infraestructura y promover el desarrollo local, financiando nuevas obras de infraestructura: Pistas, parques, puentes, campos deportivos y manteniendo su conservación. Mejorar la calidad del servicio de Limpieza Pública y parques, aumentar la seguridad ciudadana mediante el servicio de serenazgo. TRIBUTOS MUNICIPALES Impuesto Predial Impuesto de Alcabala Arbitrios Municipales IMPUESTO PREDIAL ¿Qué es el Impuesto Predial? Es el impuesto que deberá ser pagado en la municipalidad distrital donde se ubica el predio. Este impuesto se aplica a todos los predios urbanos y rústicos en base a su autovalúo. El autovalúo se obtiene aplicando los aranceles y precios unitarios de construcción que formula y aprueba el Ministerio de Vivienda y Urbanismo todos los años. ¿Quiénes son sujetos del impuesto predial? Las Personas naturales o jurídicas propietarias de los predios, en calidad de contribuyente. Excepcionalmente, se considera a los titulares de concesiones de obras y de servicios públicos. Los poseedores o tenedores a cualquier título, cuando no se pueda determinar la existencia del propietario. ¿Cómo debe pagarse el impuesto predial? La ley establece que puede pagarse al contado, hasta el último día hábil del mes de febrero de cada año o en forma fraccionada, en cuatro cuotas trimestrales reajustadas con el índice de precios al por mayor. Declaración jurada del Contribuyente Acto por el cual el ciudadano comunica a la administración el valor de su predio para el cálculo de sus tributos municipales ¿Cuándo debe presentar la declaración jurada? Anualmente hasta el último día hábil del mes de febrero. Cada vez que se produzca una modificación en las características de su predio. Cuando se efectúe la transferencia de un predio (o por parte de él) bajo cualquier título (inclusive por fallecimiento), la declaración debe presentarse hasta el último día hábil de mes siguiente de producidos los hechos, no cumplir con esta obligación produce una infracción tributaria. Cuando la administración así lo requiera. ¿Qué sucede si no se cumple con presentar la Declaración Jurada? Si no ha presentado su declaración jurada dentro de los plazos establecidos, será pasible de la imposición de una multa tributaria, cuyo monto asciende al 50% de la UIT (Base Legal: Art. 173 Numeral 1 D.S. 133-2013-EF). Características del Impuesto Predial Hecho Imponible Es un elemento del tributo que se define como la circunstancia o presupuesto de hecho (de naturaleza jurídica o económica).
