I usedmyskillsinleadership,interpersonal communications, computers, andsupervision abilities to
create a change inculture at the facility.Uponmyarrival the facilitywasoperatingwitha25% vacancy
rate,an inefficientschedule,and apoor leadershipstructure.I institutedaHumanResources
Departmentreducingourvacancyrate to lessthan5% while addinganadditional 15positions.Thiswas
accomplished withtwosimilarfacilitiesina40 mile radiushaving25%-50% vacancy rate withthe same
entrylevel compensationpackages.Throughresearchof facilityactivitiesandenactingmore efficient
procedureswe were able toreduce scheduledovertimehoursalmost 70%.I conductedan auditof
duties,responsibilities,andperformance of all departmentheadsandsupervisors. A restructuringof
the leadership’sresponsibilitieswasimplementedwithveryclearexpectationsputinplace. Within12
monthsthe jail wasrecognizedasthe leadingfacilityinoperationsandhumanresources.Asthe
AdministratorIlead6 departmentsandthree contractedcompaniestothese accomplishments.This
broke downto 125 state employeesand40 contractual employees undermydirectsupervision. I
preparedbidspecifications,contractreviews,andauditedcontractcompliance asaportionof myduties
as Administrator. Ialsoactedas the mainliaisonforall federal,state,andlocal governmentinteractions.
Thisalsoincludedprofessionals,familymembers,andinmatesthatdealtwithmyfacility.

As a departmentheadIsupervisedall rehabilitative programsandservices.Thisconsistedof two
counselors,GED/ABEinstructor,andapproximately30volunteers.Ialsowastaskedwithinterpreting
court ordersand calculatinginmate sentences.InthispositionIcreatedaspreadsheettoassistin
sentence calculationstominimize the threatof humanerrorlikelyinthe originalmanual method.Ialso
implementedthe use of digital legal researchtoreplace the extremelyexpensive costof maintaining
hardcopy legal researchmaterials.I heldadditional dutiesasthe Equal EmploymentOpportunity
Counseloranddue tomy knowledge andexpertise Iwasappointedtoconductmultiple EEO
investigationsforvariousstate agencies andpositions.Itookonthe extraresponsibilityof beingan
instructorat the WV Basic Correctional Officeracademyinthe areasof Sexual Harassment
Prevention/Prohibition,Interpersonal Communications,Mental Illness,andDiversitytraining. Iregularly
assistedwithall aspectsof the pre-employmentprocessforstaff.

As Correctional CounselorII,I createda rehabilitativecommunityforthe inmateswithinthe facility.I
