Twenty years of experience active military service with Army military intelligence
including five years supporting the TRADOC Capabilities Manager and the Intelligence
and Electronic Warfare Test Directorate. Ten years of experience planning and
conducting Interoperability and operational testing for the Joint Interoperability Test
Command (JITC) in support of NSA programs. Experience includes conducting test,
evaluation, and certification of Information Technology and National Security Systems
(IT/NSS); validating configuration management processes and procedures, developing
detailed test plans, conducting test events, analyzing test data, and reporting on results
against measurable criteria on IT/NSS systems; reviewing and recommending changes to
Joint Capabilities Integration and Development System (JCIDS) requirements documents
with emphasis on the Net Ready Key Performance Parameter requirements; producing
and presenting contents of test-related technical documentation and products; tracking
activities, deliverables, and managing schedules across multiple supported programs;
representing the organization at various meetings and test events; working as part of a test
team with representatives of the DoD Services/Agencies, other Test agencies, and with

Test and Evaluation Principle April 2013 to Present

As a Test & Evaluation Principle I am responsible for reviewing and commenting on
program requirement documents and using the requirements along with the solutions
architecture and Configuration Management Plan to develop Integrated Architecture
2. Traceability Matrices (IATM), evaluation frameworks (EF) and the data source matrices
(DSM) for systems under test supporting both interoperability testing and operational
testing. These large software intensive systems included requirements for the capability
to modify/change software as part of the regular operations. The processes and
procedures used to manage the configuration of these types of systems were used in the
design of the evaluation framework for inclusion in operational testing. Wrote test plans
that documented the traceability of test structures (MOEs, MOSs, and MOPs) to the
requirements and the system’s solution architecture. As task lead, I coordinated
resources, locations, dates and participants with the program office for all test events.
Executed test events and performed all data management activities to include; data
collection, data authentication, data reduction, data array, and data analysis. Wrote test
reports that supported operational effectiveness, suitability, interoperability, and security
(OESIS) determinations. The design of test when appropriate and cost effective included
Design of Experiment, modeling, and simulation. All deliverables were submitted prior to
the agreed upon deadlines and were of high quality. By implementing a common
evaluation framework concept covering multiple test venues (DT, OT, and IOP), I was
able to bring down the cost of the testing life-cycle on average by thirty percent.

Working as an Intelligence System Analyst, I planned, executed, and reported the
interoperability test efforts for two programs, developed the IATMs, EFs, and DSMs to
support testing of six systems, and authored a risk assessment in support of a DHS
program. I formalized the process for using system test architecture frame-works to
create IATMs, EFs, and DSMs. Initially the concept was piece-meal and gradually
integrated many of the JCIDS and DODAF products in a spreadsheet methodology so
that a requirement or capability could be traced from an acquisition document through
intermediate processes and finally to a MOE or MOP for testing. With-in the last year
the process was formalized into what is called the T & E Process: A Phased Approach.
This process reduces the time required to develop test strategies and test plans.

Northrop Grumman MissionSystems
Managed the Operational and Interoperability test efforts of 11 personnel supporting 13
National Security Agency programs. Analyzed the DCGS family of systems and
documented the high value interoperability test threads that were common across all
DCGS platforms. Developed, tested and reported results on the Financial Management
Solutions Financial Corporate Tracking System through multiple test events. Activities
included training personnel in testing methodologies, Test and Evaluation Master Plans,
Operational and Interoperability Test Plans and Reports, conducted research for the
Government Action Officers, briefed program managers and milestone decision
authorities on interoperability/operational issues and advised program managers on risk
reduction strategies. Additional duties included capture team for the JITC contract re-
compete in 2009, Employee Association Vice President 2008, and Employee Association
President 2009.

Performed the duties and responsibilities assigned to me as a 98G (Russian Linguist).
Additional duties included: Prophet Block 1 New Equipment Training Team, Team Lead
for training development in support of tactical ground based intelligence systems, team
member supporting the Army’s acquisition efforts for Prophet, RUMSS, Trailblazer,
Sequoia and Ground Based Common Sensor, and supported the TRADOC Capability
Manager for Ground Sensors with research papers and requirements
development/definition. I also supported the Intelligence and Electronic Warfare Test
Directorate with test planning and data collection. Performed DOTMLPF assessments
and assisted with the documentation of emerging requirements. Developed the training
requirements for new systems and assisted the Office of the Chief of MI with TO&E
requirements.
