There is a lack of trust, and employers must be careful to handle the employee relationship securely. Blockchain can support that trust if you find the right use case.

Why Blockchain?
A business network, involving assets &
transactions
Multiple participants to verify transactions
A need to know who’s done what and when
Trusted transactions
A single view of the truth, that is shared across
the network

• In essence, payroll is a ‘black box’ calculation engine
• Controlled by a single entity – in this case NGA
• Quality and correctness of incoming data determines the
quality and correctness of payroll
• One payroll administrator starts the calculation process
• A payroll run requires a large amount of data processing,
and often several runs are needed to calculate the final
payments
• Scalability challenge when the total amount of data
grows
So, why not payroll?
A business network, involving assets &
transactions
Multiple participants to verify
transactions
A need to know who’s done what and
when
Trusted transactions
A single view of the truth, that is
shared across the network

NGA Goal - enable hrX exchange to grow to support over 1 million employees, accelerate development of new
features and implement data security
• A solution that puts control in the hands of the PII owner
• Security and access controls for regulatory compliance simplified with single data store
• A future proof solution that can cost effectively handle large bursts in demand
• A solution that is capable of scaling at known costs
• Maintain a secure perimeter around critical PII data
• Granular security and encryption to continue to comply with data
security regulations, such as GDPR
• Simplified architecture reduces costs across databases,
middleware and identity management
• Scalable platform enables management of over 1 million
employees with predictable costs and without large increases in
infrastructure
• Cloud ready platform with autoscaling capability on AWS allowing
real-time resource allocation to deal with peaks and reduce
infrastructure costs
• Total trust with tamper-proof audit trails of all actions on critical
business data
• Automation of processes with a trusted layer of governance for
total visibility

NGA and GDPR
Identifying the data controller:
• At the application layer the data controller is the legal entity behind the app. At
the infrastructure level more complicated, particularly in a permissionless
context, where nodes would appear to be data controllers, which is problematic
Use a Permission based system
Yes there is, its about Node location and who
participates
Only allow the user to see the fields permissible
Yes and No, this is architecture specific
Topic of many (legal) conversations so
expected to evolve
Transferring data out of the EU:
• GDPR says you can only transfer third party data to a third country if it offers
the same levels of protection; but in blockchain there is no control over where
the data goes
Data minimization:
• GDPR says only process as much data as needed for a specific transaction;
blockchains are ever-growing, append-only databases
Right to amendment/erasure:
• Not possible in blockchains, which are in theory immutable and tamper proof

• To ensure a successful blockchain project,
focus on the business problem,
not the technology
• For NGA HR: ensure our customers
and their employees trust us with their data,
and continue to do so, by feeling they are
in control
