GREEN INNOVATION TO ENERGY TRANSITION IN ASIAN REGION WITH JAPAN CARBON
MECHANISME (JCM) AND CLEANER ENERGY FOR FUTURE INITIATIVE IN ASEAN (CEFIA)

INTRODUCTION
• Zero Energy Building (ZEB) is an advance Sustainable Energy Low Carbon Building
initiatives.
• ZEB is different than the conventional green buildings category.
• It has different assessment / performance metric. Based on quantitative
performance.
• It focus mainly to building operation features that have direct impact on total
energy & operational carbon reduction, which is the sustainable energy (EE+RE).
• It is steps ahead towards achieving 100% RE mix power supply to the buildings and
achieving Carbon Neutral Building (operational carbon).
• Development of international standard of ZEB Methodology, ISO/TC 205.
• SEDA Malaysia had started the voluntary ZEB awareness and Promotion program in
2018.
• Zero Energy Building (ZEB) Program is a global race, target to make building
become super energy efficient and with deployment of on site Renewable Energy
technology to achieve ZEB;
• EU Countries (by Directive), Japan, etc.
• Target by 2030 : Average new buildings (Public & private).
• Building sector contribute about 1/3 of global CO2 emission.
(Common Carbon Metric by UNEP SBCI, Page 2)
• In Low / Neutral / Zero Carbon Cities Program, building sector offer the highest
chance to reduce emission at affordable cost (quick wins).
INTRODUCTION
PROMOTION & DEVELOPMENT OF
ZERO ENERGY BUILDING PROGRAM BY SEDA MALAYSIA
2017 - 2019 : METI / AOTS* had organised series of workshop training on Dissemination and Promotion of
ZEB (and ZEB series/family) including standard methodology of ZEB in Japan,
• Participants from several ASEAN countries,
• Including Malaysia (SEDA Malaysia, GreenTech Malaysia and KeTSA).
• SEDA Malaysia submitted intention to champion ZEB in Malaysia and METI suggested SEDA to
work/collaborate with JASE-W*.

Industry Japan.
* AOTS : The Association for Overseas
Technical Cooperation & Sustainable
Partnerships.
• Participants by representative from the

• This member of stakeholder discussion
become the member of Focus Group
Discussion on ZEB.
• Key stakeholders invited to the annual ZEB
training seminar.
2018 : Stakeholder Group Discussion on ZEB Awareness in Malaysia
(during the gap analysis study by Mitsubishi Research Institute).

• In 2018, SEDA & JASE-W* signed a MOU
(witness by Minister of Energy Malaysia and Japan
Embassy Official);
• Promotion & Awareness of ZEB (including seminar
and pilot/demonstration).
• Support for development of standard methodology
of ZEB in Malaysia, which aligning with current
ASEAN – Japan ZEB promotion initiatives;
• Technical knowledges and concept applications;
• Promotion, awareness & trainings;
• Voluntary pilot projects.

READY TOWARDS ZERO ENERGY (ZEB READY)
NEARLY ZERO ENERGY BUILDING (nZEB)
NET ZERO ENERGY BUILDING (NZEB)
 Ready-to-go ZEB is a beginner level after achieving energy
savings more than 50%.
 Nearly Zero Energy Building (nZEB) is an advance Low
Carbon Building initiatives.
 It is a few steps ahead towards achieving Net Zero
Building (NZEB) or Carbon Neutral Building (operational
carbon)
OBJECTIVE
To promote the adoption of super low carbon green building by
using alternative method focusing purely on sustainable energy
practices, starting with advance energy efficiency measures in
reducing overall energy demand or consumption and offsetting
the balance of minimum energy needed by using on-site
renewable energy.

INTRODUCTION • Zero Energy Building (ZEB) is an advance Sustainable Energy Low Carbon Building initiatives. • ZEB is different than the conventional green buildings category. • It has different assessment / performance metric. Based on quantitative performance. • It focus mainly to building operation features that have direct impact on total energy & operational carbon reduction, which is the sustainable energy (EE+RE). • It is steps ahead towards achieving 100% RE mix power supply to the buildings and achieving Carbon Neutral Building (operational carbon). • Development of international standard of ZEB Methodology, ISO/TC 205. • SEDA Malaysia had started the voluntary ZEB awareness and Promotion program in 2018.
  • 3. • Zero Energy Building (ZEB) Program is a global race, target to make building become super energy efficient and with deployment of on site Renewable Energy technology to achieve ZEB; • EU Countries (by Directive), Japan, etc. • Target by 2030 : Average new buildings (Public & private). • Building sector contribute about 1/3 of global CO2 emission. (Common Carbon Metric by UNEP SBCI, Page 2) • In Low / Neutral / Zero Carbon Cities Program, building sector offer the highest chance to reduce emission at affordable cost (quick wins). INTRODUCTION

PROMOTION & DEVELOPMENT OF ZERO ENERGY BUILDING PROGRAM BY SEDA MALAYSIA 2017 - 2019 : METI / AOTS* had organised series of workshop training on Dissemination and Promotion of ZEB (and ZEB series/family) including standard methodology of ZEB in Japan, • Participants from several ASEAN countries, • Including Malaysia (SEDA Malaysia, GreenTech Malaysia and KeTSA). • SEDA Malaysia submitted intention to champion ZEB in Malaysia and METI suggested SEDA to work/collaborate with JASE-W*. * JASE-W : Japanese Business Alliance Smart-Energy Worldwide. * METI : Ministry of Economy, Trade & Industry Japan. * AOTS : The Association for Overseas Technical Cooperation & Sustainable Partnerships.
  • 5. • Participants by representative from the government agencies, university and building related associations. • Including Malaysia (SEDA Malaysia and Ministry of Energy (KeTSA). • This member of stakeholder discussion become the member of Focus Group Discussion on ZEB. • Key stakeholders invited to the annual ZEB training seminar. 2018 : Stakeholder Group Discussion on ZEB Awareness in Malaysia (during the gap analysis study by Mitsubishi Research Institute). PROMOTION & DEVELOPMENT OF ZERO ENERGY BUILDING PROGRAM BY SEDA MALAYSIA
  • 6. • In 2018, SEDA & JASE-W* signed a MOU (witness by Minister of Energy Malaysia and Japan Embassy Official); • Promotion & Awareness of ZEB (including seminar and pilot/demonstration). • Support for development of standard methodology of ZEB in Malaysia, which aligning with current ASEAN – Japan ZEB promotion initiatives; • Technical knowledges and concept applications; • Promotion, awareness & trainings; • Voluntary pilot projects. * JASE-W : Japanese Business Alliance Smart Energy Worldwide PROMOTION & DEVELOPMENT OF ZERO ENERGY BUILDING PROGRAM BY SEDA MALAYSIA

SEDA MALAYSIA’s VOLUNTARY INITIATIVE ZERO ENERGY BUILDING FACILITATION PROGRAM READY TOWARDS ZERO ENERGY (ZEB READY) NEARLY ZERO ENERGY BUILDING (nZEB) NET ZERO ENERGY BUILDING (NZEB)  Ready-to-go ZEB is a beginner level after achieving energy savings more than 50%.  Nearly Zero Energy Building (nZEB) is an advance Low Carbon Building initiatives.  It is a few steps ahead towards achieving Net Zero Building (NZEB) or Carbon Neutral Building (operational carbon) OBJECTIVE To promote the adoption of super low carbon green building by using alternative method focusing purely on sustainable energy practices, starting with advance energy efficiency measures in reducing overall energy demand or consumption and offsetting the balance of minimum energy needed by using on-site renewable energy. LEARNT FROM PAST INTEGRATED ENERGY EFFICIENCY & RE IN BUILDING PROJECTS: - The KeTTHA’s LEO Building. - The GreenTech Malaysia’s Diamond Building. - The Energy Commission’s Diamond Building. - Other EE & RE projects 4. USE OF MS1525 – CODE OF PRACTICE USE OF EE & RE FOR NON-RESIDENTIAL BUILDING: - Already familiar by building professional and energy design consultant. - Building performance reference (minimum). - Advance specifications (beyond MS1525 performance). 3. TO ADOPT JAPANESE ZERO ENERGY BUILDING METHODOLOGY / ASEAN CENTRE OF ENERGY: - The Six Core ZEB element. - Currently accepted by ISO under the TC205 ISO Committee. - 100% based on quantitative. - Performance refer to degree of energy reduction. 7. USES EXISTING QUANTITATIVE TOOL, THAT MIRROR TO JAPANESE ZEB ASSESSEMENT: - Sustainable Energy Low Carbon Building Assessment GreenPASS. - Adopted the CIDB’s Construction Industry Standard (CIS-20). - Uses UNEP-SCBI’s Common Carbon Metric (CCM) that been endorsed in COP15 in 2009. PRINCIPAL BASED SYSTEM, BASED ON ACTUAL PERFORMANCE & CAN BE USED BY ALL TYPE OF BUILDINGS 1. TO SUPPORT THE CURRENT GOVERNMENT PROGRAM: - Low Carbon Cities program (LCCF/LCS). - Renewable energy program (NEM / SELCO). - Solar thermal program. - EE in building program. - NEEAP / Future EE Act 5. STRAIGHT FORWARD AND EASY TO BE ADOPTED BY THE INDUSTRY AND LOCAL AUTHORITIES: - Based on quantitative. - Direct costing to gain performance (RM/kWh reduction). - Easy to monitor, evaluate & report. 6.
