NIGERIA:
Nigeria’s
federal
government has pledged to
develop the country as the
preferred outsourcing market
hub, a destination in Africa and
among leaders in service delivery
and employment generation.
The government’s objective is
to be an outsourcing market
hub in Africa providing over
100,000 jobs annually for its
youths in over a period of three
years. The National Information
Technology
Development
Agency (NITDA) is geared up
to work along the Nigerian
Association
of
Information
Technology Enabled Outsourcing
Companies (NAITEOC) and other
stakeholders in the IT sector to
design a strategic plan for the
implementation of the National
Outsourcing policy that would
bring about this worthy objective.
NITDA’s acting Director General,
Mr. Ashiru Daura, in the second
National Outsourcing Conference,
asserted, “One of the most
significant achievements since
the last conference was held
in 2011, was the establishment
of the Nigerian Association
of
Information
Technology
Enabled Outsourcing Companies
(NAITEOC) as an umbrella body
to coordinate and champion ITE
outsourcing in the country.” He
also added that India, China and
U.S. are the key destinations
of
global
Foreign
Direct
Investment (FDI) in Information
Communication Technology (ICT),
amounting for over 50 percent of
the overall investment and that
India’s share alone accounts to
nearly $17.2 billion.
NITDA foresees Nigeria to be at
the top of the ladder in providing
ICT solutions and outsourcing
opportunities, keeping in mind

The booming continent, Africa
has experienced a rising graph
in terms of developments in
different sectors that have
taken place in the recent years.
To further augment and boost
these developments, the Board
of Directors of the African
Development
Bank
(AfDB)
have given their consent and
approved equity of up to USD
25 million in the Pan African

The investments made by PAIDF
1 awarded Africa with positive
results like enhanced access to
electricity, modern transport
infrastructure, improved access
to ICT services and created over
3,000 jobs across the continent.
Commenting on it, Tshepo

of Harith General Partners
expressed, “We are of the
firm view that our continued
partnership with AfDB will
unlock even more game changing
infrastructure projects as is
evident with the likes of the Lake
Turkana Wind Power Project
in Kenya and the Henri Konan
Bédié Toll Bridge in Abidjan.”
Further adding to it, Samuel
Ekue Mivedor, Manager of the
Portfolio Division of the Bank’s
Private

Siddi families’
Confirming
to
a
report
presented by the Union Ministry
of Agriculture, it has brought
into attention that one of the
country’s biggest commercial
sea cage farm initiated in
April 2013 has approximately
produced 2.5 tonnes of lobsters.
The project partnered by both
Siddi and the Indian Council of
Agricultural Research (ICAR),
was first commenced amongst
the ancient African settlers, the
Siddi community near Somnath
in Gujarat. Around 20 Siddi
families established a society
with an endeavor to jointly
work in the farm as partners.
The revenue generated from
2.5 tonnes of lobsters rounded
to about Rs. 26 lakh. In the
forthcoming months, a second
crop of lobsters in planned to be
raised furnishing an equivalent
amount of production and
revenue. A senior ICAR official
commented, “The programme
has empowered Siddi families’
permanent livelihood from
hunger to an income of about
Rs. 15,000 month for 20 families
in this phase.”
Mozambique is a developing
country. It has been rebuilding is
economy since the end of a civil
war in 1992. At the end of the last
year Mozambican government has
come up with Economic and Social
Plan for 2014 introduced by Prime
Minister Alberto Vaquina into the
nation’s parliament among the

of eight percent
i.e.
a
growth
in
ostensible
GDP from the
estimated
final
figure for this year
of 15.365 billion
US$ to marginally more than 17
billion US$. Keeping in observation
the population projections from
the 2007 census, this will increase
GDP per capita from 631 to 680
dollars. This plan is also expected
to intend for key macro-economic
targets like to keep the average
twelve monthly inflation rate
during the year to no more than
5.6 percent, and to constitute net
international reserves of 3.023
billion US$ enough to cover 3.7
months of imports of goods and
services.
The government also focuses
on exports to rise to 4.774 billion
dollars in 2014 i.e. a 21 percent
increase on the projected figure
of 3.788 billion dollars for this
year. The government has also
divided the projected growth
in to various areas such as the
design laid a target of 7.1 percent
growth for agriculture. Increase in
grain production is also estimated
from 2.22 million
tonnes to 2.29
million
tonnes,
a 3.4 percent
rise.
Cassava
production is also
expected to grow
by 3.4 percent,
from 5.81 to 6.01
million
tonnes.
And, pulses are
focussed for 11.4 percent increase.
Worth to mention, cotton
production is designed to hike
by 9.1 percent, from 100,000 to
110,000 tonnes. Hydrocarbon and
mining production is expected
to increase by eight percent
and thermal coal production is
expected to rise from 1.5 to 4.95
million tonnes, rise by 230 percent.
Production of ilmenite is likely to
hike by 16 percent from 905,000
to 1.05 million tonnes. And, cement
production would be rising by 11.9
percent as five new factories are
guessed to begin operating in 2014
at Maputo province.

Colonel James Alix Michel
(born August 16, 1944) is a
Seychellois politician who has
been the President of Seychelles
since April 16, 2004. Heretofore he
served as Vice-President under his
predecessor, France-Albert René,
from 1996 to 2004. He began as
a teacher, but became involved in
the archipelago's booming tourism
industry and joined René's political
party before independence in
1976.
After serving as the VicePresident for nearly eight years,
starting in August 1996, Michel
became President in April 2004,
when René stepped down. At that
point, Michel was René's longestserving cabinet minister.
In the 13th edition of DSDS,
TERI honored His Excellency Mr.
James Alix Michel, President of
the Republic of Seychelles, with
the Sustainable Development
Leadership Award 2013, in
gratitude of his exceptional
contributions en route for
sustainable
development
in
Seychelles and retaining the
subjects of Small Island States on
the global plan. TERI applauded
President Michel for his fanciful and
strong leadership in the execution
of sustainable environmental,
economic, and social programmes
during challenging times, and
recognizes
the
exemplary
standards set by this charismatic
personality for everyone else in
the global community.
The importance of the Blue Economy to humankind
cannot be underestimated- said James
President James at the first Blue Economy summit at
the Abu Dhabi
First Blue Economy Summit in
Abu Dhabi
On opening the first Blue Economy summit at the
Abu Dhabi National Exhibition Centre (Adnec),
United Arab Emirates, President of Republic of
Seychelles said “We must not be afraid to set a
new trajectory for development on our oceans
and seas. We must not constrain our ambitions,
even if experience tells us that change is difficult.
It is in the face of such challenges that we must
redouble our efforts.” The President was directing
to 180 delegates from diverse parts of the world;
and made strong observations that our oceans can
unite us through friendship, through trade, through
exchanges and as a shared space where we build
our lives on a daily basis. He further added that
Small Island Developing States (Sids) are usually
the nations that are faced with least options with
regard to economic sustainability.
“The traditional notions of economic
organization and models underscore our sense
of isolation; they also bring to the fore our lack of
opportunities. This is why this meeting on the Blue
Economy is so crucial,” said the President.
“The importance of the Blue Economy to
humankind cannot be underestimated: over 70%
of our planet is covered by ocean; 90% of the
world’s trade in goods is conducted by sea. Oceans
transcend states. They connect us all to each
other. And we must harness these connections
for development, not just enrichment. This is the
crux of what it means to develop a Blue Economy:
to create partnerships that allow us to harness
our oceans for a paradigm shift in terms of action
towards sustainable development,” said H.E. Mr.
Michel.
Since 2001, The Energy and
Resources Institute (TERI), has
been annually devising the DSDS,
a worldwide podium to ease the
argumentation
of
awareness
on all aspects of sustainable
development. In the last 13th
editions, it has appeared as one
of the leading assemblies on
subjects of global sustainability.
This flagship event of TERI fetches
together various Heads of State
and Government, thought leaders,
policy makers and academia to
deliberate on numerous topics. To
date, the Summit has entertained

devotion and has set a perfect
example of true dedication for
the people. Uma Sen popularly
recognized as ‘Mama’ has worked
in Ghana for almost 45 years
spending half of her life rendering
services as a specialist to Ghana’s
people without a permanent
residency
permit.
Presently,
residing in a ward of the local
hospital, she is being looked after
by the staff of the Volta Regional
Hospital at HO where she last
worked. Observing her efforts,
Joseph Teye Nuertey, regional
director of the Ghana Health
Service expressed, “This woman
deserves to be properly honored
by the country.” He also wrote
to Ghana’s Health Minister to
award her for her contributions
made towards the country
highlighting how she has trained
enormous doctors in obstetrics
and gynecology. Further, in a letter
he articulated, “Dr. Uma Sen never
married. She spent her life working
in Ghana and has rendered
meritorious service to the people
of Ghana. It is our opinion that
Dr. Uma Sen should be honored
by the Ministry of Health and the
Ghana Health Service to serve as
a motivation for foreign nationals
working in the country. Dr. Uma
Sen has no intention of going back
to her country of birth and should
therefore, be appropriately settled
in the country, preferably in the
Volta Region where she has many
friends.”
Ms. Uma Sen has immense love
for Ghana. In an interview she
said, “I love Ghana and cannot see
myself living permanently in India;
I would pay visits there but not
go back. My love for Africa began
when I was in college in India,
and I remember entering an art
of competition with a drawing of
Africa, which won me an award.”

Zambia’s economic performance
in recent years has been positive
with real Gross Domestic Product
(GDP) growth rising to 6 .8 percent
in 2011 from 5.3 percent in 2005.
This marked the sixth year in
a row in which the economy
grew above 5 percent. Zambia
continued to recorded strong
growth in 2011 mainly due to
increased output in mining and
quarrying,
construction
and
agriculture. The Government put
in place measures to diversify
the economy from the traditional
(copper and cobalt production)
to non-traditional production and
exports (products and exports
other than copper and cobalt). The
non-traditional products began to
exhibit a positive and favorable
performance in value terms in the
country’s balance of payments.
The export of these products
more than trebled, their value
increasing from U S$ 210 million
in 2000 to U S$ 1,245 million in
December 2011.

OVERVIEW OF ZAMBIA’S
INVESTMENT CLIMATE
The country’s central location
in the region, as well as a
combination of the following
key strengths makes it an ideal
investment location:
• Abundance of natural
resources and manpower;
• Political Stability since
attaining independence in
1964;
• Abolition of Controls

SECTOR PROFILES
Zambia is the world’s fourth largest
producer of copper and holds
six percent of the world’s known
reserves thereof. Copper and
cobalt, as the country’s traditional
exports account for well over 70
percent of export earnings. These
include gold and gemstones (e.g.

2) Tourism
Although the agricultural sector
employs more than half of the
total labour force, only 15 percent
of the arable land is under cultivation. Government encourages
investment in commercial farming
and has established farm blocks to

manufacturing enterprises in
non-traditional sectors are being
implemented.

The Power of telephony in Africa
By kirit sobti,
editor, iat
editor@indoafricatimes.com
According to IBM
assessments,
by 2015, total
African mobile
money transfers
are predictable to
surpass US$200
billion, which
is estimated
to account for
around 18% of the
continent’s GDP
It is always advised to fully charge the phone for a
long lasting battery, likewise it indispensable for an
economy to acquire advanced technologies to lift
its performance to a next level. Africa is switching
for the better. In the past decade, Africa’s growth
rates have silently been coming on those of Asia.
There is no doubt to accept that technology is the
touchstone of growth and expansion.
Now, as mobile technology disseminates
across Africa, groundbreaking techniques of using
technology are renovating virtually every sector of
life. In my opinion, it is now recognized that, Africa
is a continent encompassed of diverse countries,
each of which is emerging at a different rate.
I have observed the marvelous gains
telecommunication has carried to Africa,
exclusively through wireless expertise, which
has translated the businesses into mobile and
global enterprises. In 1995 there were a projected
600,000 mobile phone subscriptions in Africa.
A decade later this number rose to 87 million
and in 2012 it was estimated that there were 735
million mobile subscriptions on the continent. This
makes Africa currently the fastest growing and
second-largest market for mobile phones in the
world.
It is interesting to note that only 10% of
Africans have access to the internet, the lowermost
percentage in the world. Yet, 50% of Africans
have mobile phones and their insight is increasing
swiftly. This signifies that mobile technology is the
biggest podium in Africa, and can approach a wide
range of income groups.
According to a partnership study done
by mobile phone firm Ericsson and Columbia
University’s The Earth Institute, raising mobile
phone penetration by just 10 percent augmented
Gross Domestic Product (GDP) by around 1.2
percent in Ghana, Nigeria, Kenya and Tanzania. As
mobile penetration endures to nurture in these
and other African nations, the leading upsurges
in connectivity and the accessibility of data will
deliver formerly extraordinary occasions for
development and invention all over the technology
sector and the continent’s key economy.
I must spotlight the motive why mobile
penetration is bringing about foremost
modifications for Africa is for the changes it does
not necessitate the identical level of infrastructure
as previous forms of technology. By eradicating the
requisite for luxurious infrastructure investments,
mobile technology is opening up the continent
in ways never thought to be antecedently
thinkable.
It is by this time becoming an
indispensable instrument for small
businessmen all around the continent.
For example, mobile banking is catering

critical amenities to businesses positioned in
areas deprived of the infrastructure for brickand-mortar banks. According to IBM assessments,
by 2015, total African mobile money transfers
are predictable to surpass US$200 billion, which
is estimated to account for around 18% of the
continent’s GDP. And this number does not
comprise the fringe assistances to efficiency that
mobile banking earns, such as eliminated time
wasted through extreme travel and queuing.
Google, for its part, strategies to sell 200 million of
its Android phones in Africa and it is likely that by
2016 there will be a billion mobile phones on the
continent.
Not only this, by linking remote areas, mobile
phones permit farmers to retain a record of price
variations in crops and fundamentals, allowing
them to get the finest transaction when buying
or selling. It also permits them to access more
buyers and sellers, stopping a local monopoly from
developing.
As estimated by World Bank, the African
economy has been growing at a rate of about 5 per
cent a year for the past decade and, it is foretold
to cultivate more swiftly than that of any other
continent over the next five years. The thriving
and prosperous information and communications
technology sector, and predominantly the speedy
progress of mobile communications, is accredited
with having driven much of this extraordinary
economic enlargement.
There is qualm that mobile phones have
transformed the African continent in diverse fields
like Banking, Activism, Education, Entertainment,
Disaster Management, Agriculture and Health.
Confirming to “The Mobility 2014”
research study conducted by Arthur
Goldstuck’s World Wide Worx well
supported by First national Bank,
it reflected the enhanced consumer
interest in mobile banking especially
when facilitated by cellular technology.
It is according to Dashboard Marketing
Intelligence joint managing partner,
Peter Searll, who is mainly responsible
for the fieldwork that presents the
data for analysis. The study spotlighted
significant shifts in the banking
environment. For instance, majority
of South Africans access their bank
accounts through ATMs.
Expressing her views on the same,
she stated, "When it comes to banking,
mobile has become mainstream and
is still the major growth space. As
the slides below show, the channel
utilised depends on the transaction
type and that consumers are still more
prepared to use cellphone banking for
information purposes than actually
transact. Airtime - with 58% of users
claiming to have bought it - is the main
purchase while only 10% of users
claim to have made a once-off payment
to a store and only 6% have bought
something delivered to them later.”
Further, she added, “But, while it
will perhaps take a while for cellphone
bankers to feel comfortable and make
more payments and purchases, I think
it very positive that nearly a third has
sent money to someone. This becomes
even more important when read in
conjunction with the fact that 37%
of non-cell phone bankers claim they
would use cellphone banking in 2014.
If they do, that will represent a growth
rate of 33% and could have major
impact on the banking industry - and
retailers linking with the industry
in years to come.” Also, the ration of
respondents who claimed to have
used mobile money facilities offered
by the financial institutions in the
last 3 months summed only 9% of the
interviewees whereas respondents who
claimed to have used mobile money
facilities supplied through retailers in
the past 3 months equaled 21%. The
key difference between the two groups
is that 73% of those transacting through
the financial institutions (mobile
money) are also cellphone bankers
compared to 30% for those transacting
through the retail outlets.
Moreover, she and usage patterns.
Astute businessmen will read these
and see opportunities a said, “"I can
see why the Mobility 2014 report
would fascinate businessmen from all
consumer sectors, not only bankers.
Investigating consumers' relationship
with their mobile devices, it reveals
shifts in consumption plenty."
Mobile phones are having a profound
impact on so many levels of society
in Africa – communication, banking,
entertainment. In terms of access, it
is like no other ICT before. Obviously
radio and television are huge, and play
a massive role, but they are broadcast
media, whereas mobile technology is an
interactive medium.
MTN's investment and innovations in
building a consistent pan-African brand
experience across 16 countries on the
continent is an exemplary standard for
building not just African brands, but a
global brand in Africa that delivers beyond
just the service but plays a catalytic role in
Africa's growth.

Netball crazy, Katrina
to boost sports in Africa
Katrina Davey, a 17 year old netball

the development of sports in the
continent by raising USD 4,101

break of a year. A Solihull (a town

in the world and yet boasts the
world’s fifth best netball team.”

them in action at an international

12 ENCOUNTER WITH EDITOR
Growing hopes of finding oil in Seychelles
Talking about the booming relations
between Seychelles and India, what
are the specific efforts of your Ministry
to further enhance the friendship ties
between both the countries?
The relations between Seychelles
and India are very cordial and excellent
as there is natural affinity after sharing
the same ocean. In recent years, we
have developed very strong partnership
based on shared security. We share the
same vision of peace and prosperity
that involves working together to
improve the bio-diversity prospects
by fighting against piracy and also by
preventing illegal fishing. I think the
great opportunity that India offers to us
is the democratization of the technology.
So, there is a lot going on in the business
community which I think will be of great
interest for Indian investors.
How developed is the private sector of
Seychelles?
In Seychelles, we have a sizeable
community of Indian origin people. We
import a lot of our agricultural produce
from India and we also export certain
things to India like metal, fish and so on.
There is a very strong culture of trade
between the two countries. We believe
a lot more is possible, particularly if we
could enhance the maritime trade links
because smaller countries like Seychelles
are disproportionately affected by the
fact that big maritime trading companies
do not necessarily focus on them. I think
if the possibility of a direct cargo ship
coming to Seychelles could open, it would
be beneficial.
What about the issue of piracy in
Seychelles?
Through the strong partnership that
we have with India and also with other
partners such as European Union, we
have been able to make a sizeable dent
in the effects of piracy. There has been
a very strong turn because with the
assistance from India, we have stood
up very strongly to say that if you are a
pirate you will be either arrested or there
would be military action taken against
you. The number of piracy attacks has
been diminished dramatically and this
is why I think through the partnership
that we have developed is going forward
which looks at having maritime highways
that are safe. We would also be setting up
a Coastal Surveillance Radar System with
the Automatic Identification System. This
would help track unidentified vessels in
the seas and help curb piracy.
As we are aware that Seychelles
has formed an image of unique
destination for tourism. What all are
the efforts from your Government in
order to attract tourists from India?
The traditional tourism in Seychelles
has been Europe focused because of
our colonial past. But, now the trend
definitely is looking at India. A lot of
people in India know about Seychelles in
a general way but, they are not aware of
the amenities offered by Seychelles. We
are working very hard to develop this as
a partnership.
In which all particular sectors
investment will be particularly fruitful
for the Indian investors to invest in?
Seychelles is a very small country but we
take it is an opportunity rather than a
difficulty. It’s true that some companies,
they look at the size of the market and
neglect it but on the other hand it has
a very advanced market in terms of
services. We are a part of the Southern
African Development Community (SADC)
and the Common Market for Eastern and
Southern Africa (COMESA) which has a
potential market of half a billion people
in that region.
Talking about the health sector,
what is the level of medical services
available in the Seychelles?
We are amongst the best in Africa
but a lot of Seychellois travel to India for
medical tourism because India has some
of the best in the world. So, I would say
there is a real opportunity for Indian
medical professionals or companies
involved in medical sector to look at
establishing branches in Seychelles.
