Efficiency or Market Gap : the difference between between current levels of access to the levels of access when we have ideal policy, legal and regulatory framework. This gap can be eliminated by changes in current policy, legal and regulatory framework and essentially does not require public financing. Access Gap is the area where even with ideal policy, legal and regulatory framework can not be covered due to very high cost of infrastructure of very low incomes. This is the areas where public financing is required or any form of subsidy. The boundaries are not static, they can change due to changes in technology, emergence of new services, development of the economy and other host of factors.
