This is a plan elavorated during Covid pandemic in my house. In fat in English was the second opcion de mi first original plan in Spanish. In the process and with English I changing some things!

PARTICIPATION
PLAN IN VALENCIA.
This is a Participation Plan in Cortes de Pallás, Valencia. First, at all, I was
planning to start this month, in Venta Gaeta, a village in Cortes. I was
a program by WhatsApp: two meetings with young people and adult
neighbors in April. I like doing in the first, one brainstorming and in the
second, to do a panel discussion about tourism at the beginning...In fact, I
concerted to people with advertising posters and a gastronomic meeting with
together. Even we had agreed to some honor wine for the
event. Unfortunately, Covid-19 come and everything stopped!. I could see
as well that previously I was talking which govern team.
Furthermore, I did a plan with The Red Cross and Uned two years before.
This plan was about healthy habits and sport, but we can include different
habits like; reading, or doing sport and go hiking in the mountains. On the
other hand, probably we need to catch attention to more volunteer and
students because they are not people to support this plan in Cortes de Pallás.
Maybe it can be a master plan of action that includes different programs
like;
-sport and healthy habits
-Fire prevention and Education
-Emptied rural Spain
-Banking files and organic gardens
-preservation of natural areas.
-Riqueza natural project
-Formation and further investigation: Project-based learning

A. INTRODUCTION.
Cortes de Pallás is a conglomerated of village’s located interior of Valencia and isolated as
indicated on its Welcome: “It was another world”. Although Cortes is also one natural
wonderful place that it should and could attract an interest to people and then should
actually make me very proud.
First look up of something unique that provide Cortes de Pallás, it is already starting. We are
changing the century and today we are in XXI century and concretely in 2020. Possibilities
are so huge that are impossible put on in one alone project. For this our plan is more
appropriated than a project. Furthermore this plan will involve the reflection of something
became strategy of that does leave a footprint of social participation.
On another hand, this project is a possible resolution to sustainable goals and forest fire and
another catastrophes that nowadays are debating on the planet. The devastation by fire
around the world is huge year by year. In fact the major forest fire stalk the earth in last ten
years. A fire in Amazonia was in the last summer. In Australia as well, but yesterday a fire
raze Portugal, concretely two years ago and after that another fire burns, Greece, Italy and
Spain again. I ever remembered the fire in Corte in 1212.
A devastation without precedent is so huge that we have no time to repair anything. And it
is true that it should take action after devastation but some years after with generous
contributions in the region and budget lines for pernicious effect…Would be this the better
solution?. What about if we start by Prevention? How? By Environmental Education and
nature fields or camps that could be included: tourism, formation and recreate activities!
In the conclusion of this introduction I like to say that: Everything nowadays in local or global
reality is extremely complex, so in order to achieve/support Sustainable Development Goals,
I am focus in the local option because it is next to me and is easier for this reason.
B. FRAMEWORK: Sustainability goals
UNO legislated an ensemble of goals of sustainability for cover development of everything
of them, without leaving any people behind. They are an arduous work and by a long term,
but this 18 goals are interlinked and its implementation should be referred to cooperation
around the world. This can be possible if we will be in a better planet.
For instance last goal has reference to strategic Alliances and the whole Plan of Cortes is one
Alliance to seek sustainable resolutions in collaboration. The seventeen and sixteen
sustainable goals make reference to a Climate action and marine and terrestrial ecosystems.
Surely a natural treasure in Cortes because is an excellent terrestrial ecosystem, but Júcar
river is in Cortes as well, yes this one that flow in Mediterranean Sea and flow another wet
ecosystem; Albufera de Valencia, that it is include into 2000Nature Plan.
If we addressed sustainable goals regarding the inclusion of such products about
Hydroelectric or industry/sector (mountain and freshwater). Even though nuclear plant
contribute with Energy for climbing water to a pool (second one) in Muela 2.

And most important, we should approach an Education of quality, because nowadays young
people leaves the community when they grow up. Even if gender equality and to have a
decent job we will improve in the future.
C. Needs analysis: SWOT and PESTEL
Obviously a picture is worth a thousand words and for this I like to show two graphic
tools in my analysis; SWOT and PESTEL.
I can say too, my changing at the last time at about; Tourism for Sustainable Tourism
and I add Healthy Habits as well at the end. To say the true this is a transversal
program. In the whole plan.
SWOT
-STRENGTHS. The main features in this point are two; by one hang, Cortes is a natural
paradise with a landscape composed of important mountains and magical forest. Located
next to a huge freshwater and hydroelectric dam.
-WEAKNESS. According to the data of INE, Statistic National Institute, nowadays more than
80 % of the Spanish population life in urban areas and distance between country and city is
growing. This weakness has been increased by poor profitability of farms
-OPPORTUNITIES. In a forum of sustainable tourism celebrated in Valencia in January,
people spoke about may impact the following points: digitalization, pedagogy of SDG, need
to increased awareness about thinking, to have an ethical code, creating employment and
tourism attraction.
-TREATS. Stopping rural depopulation is the biggest challenge for Cortes now, and other
places like Teruel. It makes it one important factor to combat depopulation and it is
entrepreneurship. It is time for union work, employment and entrepreneurship. . We need

The basic PEST analysis includes 4 factors, but in my case I expanding the analysis from PEST to
PESTEL. Every factor is following develop:
-Political factors relate to how the government intervenes in the economy: labor law or
environmental and, of course, may include services like public health, because if poor people is
bad, it will impact in/ can affect the risk to everybody at the end (covid-19)
-Economic factors are so important to implement innovation green policy. They are, of course,
an implement tool of green programs like LIFE, Horizon and so on. In our case we should support
our plan in hydroelectric and nuclear plants on another hand, Registration Codex is at all a right
solution
-Social Factors include the cultural aspects and health consciousness, as well as people´s age
distribution. Talking about rural depopulation and people living here, we can say that they are
an older people rat and they are more and more every year or, in the contrary, they are no
people here because as older they will go out.
-The technological issue is trouble in this area. Thought they are wifi, you not will connect never
with people. Even though everybody know that in covid-19 crisis, technology was WONDERFULL
point to connect people over there.
-Environmental factors include UNO and its environmental policy with prevention and caution.
Bosh of these strategies are fundamental to highlight that” the polluters pay”. And the
integration of the environment in policy and with support on.

 Environmental factors include ecological and environmental aspects such as weather,
climate, and climate change, which may especially affect industries such as tourism,
farming, and insurance. Furthermore, growing awareness of the potential impacts of
climate change is affecting how companies operate and the products they offer, both
creating new markets and diminishing or destroying existing ones.
-Legal factors like political will should continue to inspire and enable further efforts. Government
coach up to the overall package of decentralism in central employment laws, health and safety
laws.

D. A development Plan.
Without a doubt to the achievement of international goals, all of them are intimated relational
with each other. This is really because everybody is in the same planet and our future is
connected as well as every goal.
Moreover, have /for long time and from diverse institutions have chosen preservation of some
natural places (WWF, UNO,…) On another hand, Participation should be a solution, but in
attention to young people and their formation or education from interest and motivation.

1) Fire Prevention.
I have been involved with The Red Cross in a Natural Park in Valencia three years ago.
Before that I took part with my scout group, doing different support to programs with
young people, as well. In my opinion everything is in education and formation, by
learning. We can adapt programs and projects to prevent fire and doing agro
investment. Nowadays, for instance, Israel is gardening vegetables on the air, because
they are no water, no grown for this. I remembered my environmental monitoring as
young like a smile in my face, because it was hilarious and a fun way to learning respect
and love for nature.
Maybe we should do an app for share different routes in our monitoring or to do a
Bitacoras notebook on line to share pictures and answering questions like; _ What the
animals have been fed?; _ what percentage of plants that we eat depend really on
insets?
Maybe we can implement in our program someone sport and healthy project, as well.
Specially training courses on topics such as fire prevention and biodiversity protection
is a great way to implement jobs as: pollution prevention equipment, fire protection
equipment,, or maybe one radio communication equipment. I memory as young went
with my team and a walky-talky for that.
.In fact fire protection. Forest practices and the protection of wildlife habitat is a
fundamental issue of this Plan
2) Emptied rural Spain.
There are hundreds and hundreds of claims about Empty places and depopulation
spaces through to be forgotten/ to forget by politics. Nowadays we can spike that they

/registration process. Furthermore today if you are from Madrid or Barcelona, you
would give more profits than if you are from Teruel or Cortes de Pallás. People can find
between the country and cities face other conflicts and we could draw a land where
some trains that pass though ours places without docking into station be inspected.
Time ago with rural migration, people look up opportunities in towns. That involve labor
changing from first sector (agriculture) to three sector (services). Villages went empty
little by little and neighbors went to a city.
At the present time, agricultural and livestock production, as well as fisheries,: has not
became smaller , I listening a conversation on the radio about deep-sea fishing, but
services are kings in Spain and in developed countries. Although for clime we shouldn’t
them give up to agriculture. It has the latest hope and for that we should advance/
promote one technology platform about: Corte is here!.
3) Field’s Banking and Organic gardening.
Cortes de Pallás is a rural place and everybody knows that it is a large municipal site
interior of Valencia. Despite the nowadays terrible situation of the rural world, because
a structural crisis is hitting and stopping the primary sector and probably for strong
migrations to population places with a socioeconomic dynamic.
This project encompasses the other two projects: The first one is banking fields and the
second one is organic gardens.

As this is a flexible structure we can add in this point more points like Sustentaible food
or other health habits.
On the one hand, Banking fields is a Municipal register with character public and formed
by some camps for agricultural holding and forestry development. This register put in
contact supply and demand and it can be services of; legal advice, information and
mediation services. We are talking about an intermediation service between the two
parts, but this intermediation isn´t stolen goods!.
In this business, there are some profits like -The integration-free and as a volunteer and
earning capacity and reduce the maintenance costs applying for tenancy (a formal doc
that people can leave and remove parcel of lands.
On another hand, Organic gardens are like a solution. This refers mainly to the
productive area of fields and vegetable gardens like an Agro and formative project and
less as massive business. Maybe we should go next to cooperative in Cortes and be
leaders in an organic product and look for a different market.
For instance: in attention to forest and projects also includes should have possibility to
make tomato jam (ketchup) or maybe canes mushrooms: ecological.
4) Preservation of natural areas:
The aim of this natural space in Cortes is to promote conservation and protection of
nature and environment, without neglecting other objects like Social participation,… not

only by people in Cortes but also people in Valencia and in other places. He first ones it
can be in municipal places next to Cortes.- Helping communities plan their preservation
efforts to achieve conservation. Certainly, this preservation works to protect and restore
natural areas and to foster an environment with people there.
Many restoration efforts can be undertaken by local volunteers and school groups, but
more importantly discuss the new administration´s plans to create Green Jobs and a
green construction like an answer to the economy.
In this project, we can implement some topics like EDUCATION, ENVIRONMENT,
HUMAN SERVICES, FLORA AND FAUNA AND WATTER IN WET PLACES, FOODS, TURISM,
and INDUSTRY. AND SO ON. Creating green jobs have become a priority worldwide
nowadays and our subsistence depends on it, because new greener technologies can
stimulate growth, creating new jobs and remind people to create change by taking small
steps in their town and homes.
5) Riqueza natural project.
This is a real project in the municipal process where We are working as social educators
and as volunteers in order to change individual and social reality. This project is the
fundamental part of a doctor thesis’s Cesar, Social educator. In the beginning, the main
goal is To have a community action in a rural place for increment responsibility and
restorations in Cortes, after a great forest fire in 2012
The methodology followed in this the investigation has the proposal as follow:
The organization provided education about the value of planting trees and provided
resources for doing that. Of course a good way to attract birds is to plant shade trees
for habitat, as well as, to this can be an investigation of CIEF, SCOUT, Universidad de
València and Ayuntamiento, but we need to the reintroduction of indigenous flora and
fauna to help recreating the natural balance of the local system.
We could add volunteers and like a service in the village of El Oro and places next to this
place. In addition, it makes a multi-site chain of custody where it should be active in the
summer when hot is present and water inexistent.

6) Healthy habits, spot and tourism.
. This is my original process to help our world and I was writing in 2017/18 with the
collaboration of The Red Cross and Uned in Valencia, Spain. In fact, I based on Google
drive and I did some questionnaires empowering young people for that
Healthy habits are connecting with food, sport, nature, reading, and …Everybody has
information to make hundreds and hundreds of healthy habits and a daily exercise
program can provide a way to share an activity with more people and family. As a
response, the plan adopts a transversal and specific approach with measures in every
program. And in the whole plan.
I did this plan as praxis of pedagogy in December 2016. These ones devised jointly by
The Red Cross and Uned in Valencia city and my proposition was about young people
will take action for promote proactive aptitudes working whit development goals of
collaboration and prevention of UNO.
For developing this plan I based on Google and its questionnaires that I was did my
google drive...and building different working teams like there are ready to enter into a
diagnostic analysis. Before a statistic analysis and other techniques about motivation and
formation of everybody, students, volunteers, citizens, and other agents. Therefore/thus/in
this way, we must maintain these viable indicators and rethink by context.
I need to talk too about two different plans for doing before became COVID-19. In fact,
here were designed for working into two different neirboorg: adult people and by different
techniques as well; a brainstorming and another one. As well as I dis a dynamic to
increase people's self-confidence.
One proposal with young people is Healthy meal promotion of natural products like meat.
In conclusion, we can implement everything by App : My real food and different meetings
on line, as well as implement by action research method and with CEMAS (sustainable
urban food), my strategies are based on the following points:

3) Cooperation and proactive attitudes of prevention
4) Planificación and feedback

This is mainly the most important part of this process of learning by doing with young people
by an attractive motivation and with collaboration and in virtual process, as well as a

the use of a high network environment as I mentioned earlier on this plan. Maybe we should
learning more from Israel and their vegetable production without grown and water or we could
take attention to water and a new process model.

E. Resources: humans, digitals, economics and legal.
I have an unsuccessful attempt `and it was so frustrated because it was covid-19 all over the
world and I need to abort two whatsapp groups in net for working in team in Easter in Venta de
Gaeta. Everything was ready to star and even I was a roll play for developing in both groups;
with young people an brainstorming where start with a platform, Healthy habits and spot. And
with adult people it was prepared an exposition of different topics.
I need to cancel the events because we are confined at home!. Anyway I like to share a plan for
the future and resources can be mobilized to launch regional observing systems. In this plan it
was mobilized human resources, digital, economics, sporty and legal resources, in attention to:
a) Human resources are so important and young people the most essential in every place.
Some groups taken part of this: Government of Cortes and especially Fernando and
Rosa, David, David, José,
Human resources.
The main responsibility in the process of mobilizing resources in Cortes because this
option needed changes, thus our principal task is to raise awareness, organize, inform,
debates and mobilize with the people.
First of all we need to mobilized people in the villages and we should mobilize as well,
people of another point, focus the interest in places next to Cortes like Bicorp, Millares,
Ayora, and even in Valencia City because our time to access to Cortes sometimes is less
from Valencia City than a place than other places.
In conclusion: The main human resources are people of Valencia province and
government in Cortes de Pallás, private enterprise, neighbors and more people-To say the
true my first proposal in WhatsApp last Easter was about 2 teams in attendance to ages:
young and old neighbors.. As well I cath attention previously to the government.

turismo", as well.
b)Talking about digital resources is not easy, on the contrary it is necessary in Xxi century
Nowadays there is a huge need to change from Production -technologies than depend on
carbon to other ones more sustainable, and this option should be placed in collaboration
with technologies and people begins these. Therefore today tecno point would be
repeated over and over throughout Covid, where it was possible to welcome in the new
century. Personally, before the pandemic, I was working by blogs, Facebook and so on,
but in this crisis, they have appeared videoconference all over the net and on different
platforms.
People at home are with hundreds and hundreds of meetings by different platforms. At
this point my reflection is: -Is this a good habit?. Not at all, but it would be justified by
combination at home by covid.. On the contrary, is not welcome for everybody, poor
people are living like ever with nothing!.
Economic matters.
c)In fact economic matters are the fundamental and there are focus on every project.
Progress and technologies innovation shaped economic models of production, social relation
and lifestyle s as they do today.
As far as financing mechanisms we can pay attention to bosh central points because they
are a priority in financial mechanisms at a national and international level. Bush plants
have an Environmental declaration every year. In these papers, they tall about
sustainability and we should talking about extra-doses of that in front of risks (fall
down or collapse of the mountain or nuclear energy in Ayora, we are in action lightning
of evacuation).
In Europe we know some call for proposal and solicitation for the project, to enhance
Healthy Habits and Environment topic: Like FEDA and FEI
Waste production is a polemic time of the environment. On the contrary, they are huge
controls of chemistry concentration in ground and surface water is an indicator in the
basin. At about control of pollution emissions, it seems that this is not some contaminant

Legal Resources.
Information networks about environmental issues bring me back to some laws of natural
protection in 2014 and even in 1994, in Valencia. In 2014 we can take attention to

areas protected like; national parks, natural parks, natural landscapes, natural and

birds protection). One example of everyone is the following; LIC in Sierra Martés in
Venta de Gaeta and ZEPA in Venta de Gaeta as well.
e) Sport and natural resources.
Sport and natural resources
"La Sierra Martés" is a rocky formation between Requena(festival of wine) and Buñol
(festival of tomatoes), the bosh of them in Valencia. These mountains are protected (LIC)
like a space of community interest because we can see on it place different reserves of
flora and micro-reserves. Natural protection benefits are an opportunity for
developmental rural economy that we can focus on 4 points as follows:
1) Creation of some Brands and different quality
2) Green sustainability
3) Promote sustainability Tourism and formative one
4) Development of agriculture, livestock activities, labor action, training by the formation
and ever forest conservation.
Everything avoids depopulation and it makes a profile with generations jobs.
Moreover, the benefits of environmental protection tend to be long-term and it is
difficult to see them with the short-term. For instance, apiculture can be restoration after
the last fire in 2012 and today we can see more trees, wild grass, bushes grow where he
once reigned. To make places an attractive for insects, birds and small animals.

Assessment matrix
This memory report seeks to take stock of the situation in the social and natural
environment. We need to realize continuous monitoring (can be quarterly and yearly) in
this plan that can be performed at about 5 years, in order to reorientation actions, of
course. Some approaches to follow are:
a) In some cases the intended to integrate the whole information and feedback in a report
and in proximal programs and plans.
b) In the long-temp; educational activities are planned to candidate's
sustainability learning
c) In every regular review will be considered for a decision-making process and
for improving this plan and projects by feedback constantly.
d) In our assessment, we need to add 3 times: 1 first balance, 2 development, and 3
conclusions.
Apart of that we can add:
1. - strengthening social Participation
2. - Analysis of actors
3. - To developed Indicators apart from motivation and formation/training
4. - Environmental education
