The world is moving towards a crucial climate change meeting in Paris in December 2015 (COP21). The negotiations there will be based on national pledges, formally known as Intended Nationally Determined Contributions, with the goal of setting the world on a sustainable path. As energy production and use is responsible for two-thirds of greenhouse-gas emissions, the IEA feels an obligation to make a contribution to COP21 – a contribution which reconciles climate and energy needs.

Open education has been gaining visibility and momentum as part of open government initiatives — from open licensing of publicly-funded educational materials, to transparency in education funding, to leveraging open technologies and practices to increase the efficiency and efficacy of instruction. One important avenue for advancing these conversations is the Open Government Partnership (OGP), a multilateral initiative of more than 60 countries through which national governments make commitments to being more open, accountable and responsive to citizens. At least three countries involved in OGP have specifically adopted commitments to open education in their open government plans, the United States, Slovakia, and Spain, and numerous others are considering moving in this direction through an informal working group formed during the 2015 OGP Summit. Leading examples of OGP commitments in education include three international OER pilot programs run by the U.S. Department of State, and an initiative in the Slovak government to develop a procurement process for openly licensed educational resources. Alongside OGP, open education has also emerged in other international policy conversations, including the United Nations 2030 Sustainable Development Goals. This lightning talk will explore the connection between open education and open government, and opportunities for civil society members and government officials alike at the local, national and international levels.

Similar a Energy efficiency in Europe

Although the European Union had legislated in the area of energy policy for many years, the concept of introducing a mandatory and comprehensive European energy policy was for a long time not approved. With the Treaty of Lisbon this changed. The Treaty includes legal solidarity in matters of energy supply and gives the EU the right to change energy policy within the EU. Following the adoption of the Kyoto protocol, the EU set out in implementing the greenhouse gas reductions goals. Given the flagship initiative at the time of Europe 2020, the climate and energy package that was proposed in 2007 and adopted in 2009 took the form of the 20 20 20 by 2020 goals. The package is a set of binding legislation to ensure the EU meets its climate and energy targets by the year 2020. It includes three key targets: * 20% cut in greenhouse gas emissions (from 1990 levels) * 20% of EU energy from renewables * 20% improvement in energy efficiency

Italy has already achieved most of its energy objectives for 2020, mainly due to the decreased energy consumption related to the economic crisis. Thus, the challenge remains to keep achieving these targets as the economy escapes recession. To do so, it has already committed to an even greater market penetration of renewables and more stringent energy efficiency measures. As part of the incentives, the public cost of energy per MWh is more than 20 times lower than the public cost to support renewables.

More than 20 years ago, the EU vowed to fight the newly identified danger of climate change. Over time, it has developed a policy which is two-fold: on one hand, it looks at ways to reduce greenhouse gas emissions inside EU borders and now has 2050 as horizon; on the other hand, it tends to lead by example and to push other big emitters to gather around similar emission reduction objectives. Pursuing the idea of giving a price to carbon, the EU has put in place an instrument that would lead it towards decarbonisation: the Emissions Trading Scheme (ETS). Launched in 2005, it has today become a complex system which is being reproduced in other parts of the world. The ultimate vision is one of a global carbon market leading to a significant reduction of greenhouse gas emissions and thus mitigating the impact of climate change.
