2. INTRODUCTION
A historian and author, Matthew Moten has published numerous
books. In 2014, Matthew Moten published Presidents and Their
Generals: An American History of Command in War.
Released by the Belknap Press of the Harvard University Press,
Presidents and Their Generals: An American History of Command
in War is a 456-page hardcover book that evaluates the
professional relationships between civilian and military leaders
during times of war. The book draws on historical examples to
demonstrate how early presidents used the counsel of skilled
military advisers to make strategic decisions that influenced the
outcomes of the Civil War and World War II. Both parties showed
mutual respect, which made it possible for leaders to be candid
and negotiate peaceful terms.
3. PRESIDENTS AND THEIR GENERALS
Readers are then given insight into how political
and military tension can affect war decisions. A
prime case involved the insubordination of
General Douglas MacArthur to President Harry
Truman during the Korean War. The conflict
between the president and officer resulted in
future commander-in-chiefs selecting military
generals based on their positive support of
administrative priorities. The change, according
to the book, is the primary reason poor policies
were created and executed throughout the wars
in Vietnam, Iraq, and Afghanistan.
