Judith…Judith Dekle, LCSW, has supported military families first as an Air Force Officer and now as a civilian U.S. Department of Defense (DoD) employee for over 20 years. She currently serves as the Associate Director for Family Readiness Programs within the DoD Office of Family Readiness Policy with responsibility for policy and programs that support military families. She facilitates collaboration between the Services (Army, Navy, Air Force) in an increasingly resource constrained and joint environment with high operational tempo, promoting continuous improvement of existing programs and development of new programs based on available evidence of effectiveness. She currently leads performance reporting, development and deployment of uniform training for family support personnel, training of federal, state, and local community providers on community capacity building, application of uniform standards for family program delivery, and identification and development of metrics for measurement of program effectiveness.

Annette Brechon Kuyper is the Director of Military Outreach for the State of Minnesota. Her responsibilities include providing program development strategic communication, outreach and coordination of military support programs for the Department of Military Affairs and on behalf of the state of Minnesota. As a civilian on the Adjutant General’s Staff, her role is to act as a liaison between the Minnesota Department of Veterans Affairs, Military Affairs, and other federal agencies, commissions, nonprofit and professional associations. In this capacity Annette oversees Minnesota’s Beyond the Yellow Ribbon Program which has become a national model for synchronizing efforts to support service members, veterans and military family members.
