2. Ageing of population as a great political and social challenge
The increase in the proportion of elderly people is especially important in
some European regions: in Biscay 21.9% 65 years or over.
Government of Biscay: reflect on ageing and its consequences, making a
diagnosis of the so-called active ageing situation of elderly population.
The Active Ageing Index (AAI):
To improve knowledge situation in Biscay,
To plan action design
To identify gaps
To monitor the effects of the policies.
The main objective is to analyse the active ageing of older people in Biscay
with a European comparative perspective and to examine the evolution
between 2014 and 2018.

4. Biscay has a better AAI score than the average of EU28, with 38.5 points,
although is far from the more advantaged countries

improvements in all dimensions, specially relevant in Employment and
Independent, healthy and secure living.
