“El gran consumo actual de bebidas con azúcar añadida contribuye de manera notoria al exceso de ingestión energética y es un factor importante en el desarrollo del sobrepeso y la obesidad en México, lo que representa un exhorto para la definición de las políticas públicas que favorezcan la reducción en el consumo de bebidas con azúcar añadida.
Así, considerando que la alta prevalencia de sobrepeso y obesidad representan un problema de salud pública de gran magnitud en México y que es fundamental contar con una política de Estado para lograr cambios en los patrones de alimentación y actividad física de la sociedad mexicana, la Secretaría de Salud se encuentra en vías de instrumentar la “Estrategia Nacional para el Control de la Obesidad y la Diabetes”, la cual tiene como propósito cumplir con las estrategias planteadas por el Plan Nacional de Desarrollo 2013-2018, referentes a “Hacer de las acciones de protección, promoción y prevención un eje prioritario para el mejoramiento de la salud” y con ello seguir las respectivas líneas de acción, tales como: reducir la carga de morbilidad y mortalidad de enfermedades crónicas no transmisibles, principalmente diabetes e hipertensión, e instrumentar acciones para la prevención y control del sobrepeso, obesidad y diabetes.
Dada la problemática de la alta prevalencia de estas enfermedades y sus impactos, es importante reforzar la implementación de políticas y programas efectivos de prevención de obesidad. En este sentido, cualquier esfuerzo para disminuir los efectos negativos de esta situación y los costos que genera su atención, debe ser analizado no solamente desde una política netamente de salud pública; es por ello que se ha considerado que una medida de carácter fiscal coadyuvaría con los propósitos mencionados.
En este sentido, en la presente iniciativa se propone al H. Congreso de la Unión gravar con el IEPS, a través del establecimiento a nivel de productor e importador de una cuota específica de 1 peso por litro a las bebidas saborizadas, así como a los concentrados, polvos, jarabes, esencias o extractos de sabores, dependiendo del rendimiento, que al diluirse permitan obtener bebidas saborizadas, que contengan cualquier tipo de azúcares añadidas.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

También mencionan palabras como “magnitud”, hablan de “alta prevalencia” y “consumo actual” pero no
mencionan cifras ni mucho menos fuente de los datos. Pareciera que es el punto de vista de la persona o
personas que redactaron el decreto.

Los argumentos que muestran en el decreto no suenan tan convincentes como para crear un
impuesto fiscal a los productores de bebidas azucaradas. Sin embargo, el argumento más claro por lo que

Se nota una falta de investigación seria, es como si después de haber escuchado pláticas y tal vez

La obesidad y la diabetes son enfermedades originadas a veces por algo genético por lo que no es
simplemente atender el problema de la alimentación, se debe incluir tratamiento nutricional,psicológico y

unimpuestoaciertotipode bebidasoalimentos,nolasvaafrenar,esunapoyoperoque debe platearse con
argumentos más sólidos, sustentables, comprobables y no por una persona que solo lo ve por el lado
económico, sino por un grupo multidisciplinario para que se abarquen todoslos aspectos y el impuestosea
realmente aplicado a quien se debe y en la cantidad adecuada, donde se privilegie la razón principal, el
coadyuvar a la prevención y tratamiento de la obesidad y diabetes.
