19. Dutchess County Environmental
Management Council (EMC)
• 2020 Projects
o Single Use Plastic Prevention (SUPP) Campaign – Worked with CCEDC to
provide community education, tools, resources, & incentives for local food
establishment businesses to reduce the use of single use plastics.
o Household Hazardous Waste Study – With assistance from a Vassar College
student intern, EMC studied the options (Drop Off Events, Permanent Facility,
Satellite Events, Voucher System) available to the County to increase household
hazardous waste disposal opportunities. Study was submitted to the legislature
with the recommendation to increase the number of HHW drop off days along
with increased publicity.
o Danskammer Resolution – EMC passed a resolution opposing the proposed
expansion of the Danskammer power plant in the Town of Newburgh due to
concerns over the potential negative environmental affects it could have on
Dutchess County and the fact that approval of the plant is not consistent with
NY States own goals of reducing greenhouse gas emissions.
• 2021 Goals
o Continue the work of our subcommittees (Environmental Advocacy Group
Monitoring; Reduce, Reuse, Recycle; Climate Change & Alternative Energy;
Road Salt; Green Infrastructure.
o Try to continue with the SUPP campaign efforts in 2021.
• Successes
o Added 3 new members, now we have a full membership of 11 members.
o SUPP Campaign. – Provided education to numerous businesses on the need
and ways to reduce single use plastics.
o Household Hazardous Waste Study. – Identified 3 viable options (Voucher
System not an option at this time) to better address household hazardous
waste disposal and submitted them to the legislature.
o Danskammer Resolution – EMC took a strong stance on an issue that poses
potential environmental harm to the County.
o Meeting by Zoom conferencing – Meeting by Zoom has allowed us to
continue our work.
• Challenges
o EMC Facebook Page – EMC requested from the legislature to be able to
establish a Facebook page to increase our public outreach. The request was
denied by the Chair of the legislature (DC Planning will continue to do public
outreach as part of the Climate Smart Communities task force).
o Danskammer Resolution – the Chair of the legislature responded that the
legislature will not take action opposing the expansion of the Danskammer
Plant.
o SUPP Campaign - DCCCE did not receive funding to continue the SUPP
campaign into 2021.

20. Town of Washington – David Greenwood
• 2020 Projects
o Code and index CAC files at office in Town Hall
o Attended Planning Board meetings (in person or via Zoom) and
reviewed
o Site visits as necessary
o Interface with CAC’s village liaison on issues relating to water and
sewage
o Weekly office hours until Town Hall closed due to pandemic

o Reappoint CAC members
o Assess relocated files and records, and develop a process for meeting
with constituents and filling requests in the absence of a dedicated
CAC office space and staff
o Monitor Town Board and Planning Board meetings for agenda items
with environmental impacts and respond as needed
o Attend collaborative meetings and workshops with other
environmental agencies

o Provided CAC input to Planning Board and Town Board as
needed
o Responded to community requests for information and
historical background on individual parcels
o Coordinated efforts with other organizations (historical
societies, Cornell Cooperative Extension, etc.)
• Challenges
o Pandemic restricted in-person meetings (and some
members were technologically challenged by Zoom)
o Our one-person staff retired, due to COVID and also the
termination of town funding support
o Town Board took over CAC office to physically distance
other employees, and moved all files and records into the
Planning Board office where we have been unable to access
them due to Town Hall closures and COVID concerns

29. Town of LaGrange – Maung Htoo
• 2020 Projects
o Reviewed applications received from the Town Planning
Board and commented on their environmental impacts at
the monthly meetings
o Working to have Town of LaGrange certified as a Bronze Level
Climate Smart Community
o Developed and implemented a comprehensive survey
consisting of 13 questions (see attachments 2 and 3) of
people using the LaGrange Wappingers Creek Greenway Trail
o Maung Htoo attended the first annual meeting of the New
York State Association of Conservation Commissions (NYACC)
on December 15 and made a power point presentation on
“Starting a Repair Café in Your Municipality”. He was
reelected to be a board member of NYASCC at this virtual
meeting.
• 2021 Goals
o Participate at the LaGrange Community Day in June (if it
takes place) and hand out current information on
environment, conservation, and CAC-supported activities in
town.
o Organize and host LaGrange Volunteer Repair Cafe to repair
household items for the community, provisionally planned
for November should Covid restrictions on indoor events be
lifted by then.
o Sponsor and lead a walking tour of the Wappinger Creek
Greenway Trail in the Town of LaGrange in September as
part of the 21st Annual Hudson River Valley Ramble
program.
o Lead efforts to have Town of LaGrange certified as a Bronze
Level Climate Smart Community in 2021.
o Participate in the LaGrange Parks & Recreation
department’s town bicentennial activities and events that
relate to the CAC. These include guided walks on town
trails, managing a bluebird box build event for town youth,
and town flower and/or tree planting events.

o Achieved Bronze-level certification in the NYS Climate Smart Communities Program (Sept.

• 2020 Projects
o MAILCHIMP was set up on the town’s website
o Created a Climate Smart webpage on the website
o Community Choice Aggregation CCA began June 1, 2020 for all town residents which included
an Opt Out Option
o Worked with Hudson Valley Community Solar and the Town Supervisor to encourage residents
to sign up with the Community Solar program. For each sign up, $50 was donated to a Town of
Clinton Sustainability Fund
o Encouraged Town Board via Michael Whitton to send a letter of opposition to the
Danskammer Plant in Newburgh
o Wrote letter of support for the Environmental Cooperative at Vassar Barns’ application to
NFWF Five Star & Urban Waters Restoration Program
o Reviewed 4 applications from the Planning Board
o Approved an Eagle Scout Project to build and install bat boxes in Clinton Nature Trail
o Applied for the Local Champions Pilot grant

• 2020 Projects
o Completed Natural Resources Inventory
o City started Sustainable Beacon Initiative (energy, recycling, and compost
focuses); CAC pitched in

o Beacon adopted a policy to account for environmental justice impact of any
decisions made by local government.

o Looking forward to working on the Climate Action Planning Institute with nine
(9) other municipalities
o Implementing Potential Projects related to Sustainable Beacon Initiative
(composting, revamping Main St. Recycling; supporting City in buying CDG and

o Support Main Street Access Committee in developing pedestrian and
bike infrastructure
o Petitioning Dutchess County Solid Waste Management to create
a satellite Household Hazardous Waste collection event in Beacon and build a
coalition with other County municipalities to make HHW collection
more accessible and equitable.
