En 2013 se conmemora el bicentenario del primer Congreso de
Anáhuac, convocado por don José María Morelos y Pavón y que
inició sus labores el 13 septiembre de 1813 en la población de Chil-
pancingo, hoy capital del estado de Guerrero.
En 1963, por invitación del gobierno de Guerrero, la Sociedad
Mexicana de Geografía y Estadística (smge) organizó, con la cola-
boración de la Universidad Autónoma de Guerrero, el Symposium
Nacional de historia sobre el primer Congreso de Anáhuac, en el que
participaron distinguidos historiadores miembros de la smge, de la
unam y de las universidades autónomas de Puebla y Coahuila, jun-
to con investigadores del Instituto Nacional de Antropología
e Historia, el Archivo General de la Nación y el Museo Nacional de
Historia. La Academia de Historia de la smge publicó en 1964 la
memoria de este singular proyecto.
Los trabajos presentados en el Symposium constituyen la parte me-
dular del texto que se publica en esta ocasión, en edición facsimilar.
La smge propuso al Instituto Nacional de Estudios Históricos
de las Revoluciones de México (inehrm) que conjuntamente reeditaran
los materiales aportados al Symposium. La doctora Patricia Galeana,
directora general del inehrm, apoyó con entusiasmo la idea.
El examen detallado de los trabajos nos indicó la conveniencia
de editar únicamente una selección de ellos, ya que los avances en
las investigaciones históricas han superado algunos planteamientos
de los trabajos presentados en Chilpancingo en 1963.
Fue así como se decidió publicar en las páginas electrónicas de
la smge y del inehrm el facsimilar del texto completo de la memo-

ria del Symposium de 1963, que es el documento que pueden uste-
des consultar en este lugar.
Por separado, ambas instituciones coeditamos algunos de los
trabajos con el título El primer Congreso de Anáhuac (selección),
ejemplares que pueden obtenerse en las sedes de los coeditores.
Estimamos que ambas formas de poner estos materiales a dispo-
sición de los investigadores y estudiantes de la historia mexicana son
aportaciones de gran importancia.
En el Symposium de Chilpancingo los trabajos se dividieron en
tres mesas y esa organización se refleja en la memoria editada en 1964
y cuyo facsímil ponemos en manos de ustedes.
Así, las nuevas generaciones podrán evaluar la gran obra que
realizó el generalísimo Morelos en materia jurídica, complementando
brillantemente sus cuatro campañas militares y los trabajos de
gobierno que emprendió en las áreas liberadas, que incluyen dispo-
siciones para el manejo de la economía y la moneda, con miras a
impulsar el mejoramiento de las condiciones de vida de los grupos
campesinos y de los asalariados de minas y poblados.

322. En el curso de nuestra historia,
se advierte con claridad cenital
que la Revolución ha sido y si-
gue siendo fuente del derecho.
Por ello, debe distinguirse en-
tre el derecho a la revolución y
el derecho de la revolución. Con
efecto, a partir de 1810, cuan-
do el pueblo mexicano procla-
mó su derecho a la revolución,
ésta se convirtió a su vez, en
fuente originaria de un nuevo
derecho, cuyas primeras mani-
festaciones se expresan en los
decretos de Hidalgo, de More-
los y de Rayón, expedidos en
las primeras etapas de la lucha
emancipadora.
Es hasta 1814 cuando la
obra suprema del Congreso
de Anáhuac, instalado por el
generalísimo Morelos en Chilpancingo en septiembre del año anterior,
recibe plena sanción en la ciudad de Apatzingán con el histórico nom-
bre de Decreto Constitucional para la libertad de la América Mexicana.
La Revolución de Independencia creaba su propio derecho en una Carta
Suprema, elaborada y concluida entre el estrepito de las armas y en un
ambiente de heroísmo inaudito. No era dicho Decreto una Constitución que
aspira a ser definitiva y permanente, pues en su párrafo inicial se declaraba
que el Supremo Congreso había tenido a bien sancionar dicho Decreto,
para fijar la forma de Gobierno que debía regir al pueblo de nuestro país
hasta que éste alcanzara su independencia plena.
