• Formal participation dominated the process with low rate of protest
• Globally a high rate of participation in the process
• Growing number of actors participatin in REDD+ Events
• Existence of non state actors’ networks specifically dedicated to
REDD+ (eg. GTCR-R and REPALEF)
• No actors complained that he was totally not heard in each of
the events.
• Few actors considered their expectations in the four Events were
fully met
• Globally actors consider their expectations are still to me meet in
the REDD+ in DRC
3. • A donor priven process
• The more participation is set as a condition by donors, the more non state
stakeholders participate in the Events
• National actors’ capacity to manage REDD+ is still doubted and impedes their
participation in managing finantial resources
• Reduction of actors’ interest in REDD+ over time
• REDD+ mostly treated as a project than a political priority
• Policy events are what drive actors’ interest towards REDD+
• Participation of indigenous groups still a challenge
• Formal recognition of Indigenous peoples still limited to donors driven forest
processes
• Recent access to resources by indigenous organizations to structure their networks
• Need for REDD+ to get deeper into the national policy agenda
