Topic: Fiscal Stimulus Packages and Economic Crises: Case Study of Egypt
The PhD is a contribution on the debate on validity of fiscal stimulus package where fiscal space is
limited. It presents the case of Egypt as a representative to many of the cases in similar countries
which have limited fiscal space. The PhD is based on using VAR Methodology and Impulse Response
Functions to represent the intra-dynamic relationship between Fiscal stimulus measures and GDP
growth. The PhD finds out that most effective stimulus measures well-matched with Egypt’s
economic structure are mainly represented in measures stimulating production and supply side.

2004 till 2010 Economic Researcher
National Society for Economic Policies (NSEP): Consultancy Agency for Plan and
Budget Committee in the Egyptian People's Assembly.
Main activities and responsibilities are:
- Preparing different financial and economic reports that are released from
Plan and Budget committee affiliated to Egyptian People’s Assembly during
the period (2004-2010), as follows:
State year- end reports "Final accounts reports" of state Budget that
are published by the Egyptian People's Assembly in November 2004,
November 2005, November, 2006, December 2008, January 2009,
and January 2010.
State Budget Proposal reports of state Budget that are published by
the Egyptian People's Assembly in May, 2004, May, 2005, May 2006,
May 2007, April 2008, April 2009, and April 2010).

- Analyzing and writing the financial reports related to State Budget and
Public Economic Authorities Balance Sheets.
- Understanding and interpreting Macroeconomic and business data;
- Writing various technical reports on Fiscal and Taxes Reforms;
- Working deeply on the economic research topics related to the government
finance statistics, expenditure, pensions and taxes measures, and the
economic and financial impacts of these measures on the behavior of
different sectors, such as: household and institutions.
- Performing Deep analysis in applying The Performance Based Budgeting
Programs (PBB).
- Accomplished the report of the new Egyptian Budget law (Law no. 87 for the
Year 2005) to be discussed in the People’s Assembly. This law made Egypt
budget classification is compatible with the international standards (GFS
2001).
2006, 2008, and 2010 OBI Researcher
I collaborated with International Budget Project (IBP) in answering and analyzing the
Open Budget Questionnaire that issued in years 2006, 2008, and 2010 respectively.
2007 Rights-Based Budget Analyst
I provided the technical assistance to National Council for Childhood and
Motherhood (NCCM) for the issuance of the first report on budgeting the rights of
the Egyptian child.
I collaborated with the Equal Opportunities Unit affiliated to the Egyptian Ministry of
Finance in preparing the Gender -Responsive Budgets (GRB) Report.
2010 Research Assistant
I collaborated with Social Contract Center affiliated to Information Decision Support
Center (IDSC) in studying the relationship between the Fiscal Policy and Poverty
Alleviation in Egypt.
October 2011 I collaborated with Ministry of Social Development in Oman to setting the Child
Rights Matrix using Gender- Responsive Budgeting techniques.
January 2012 I provided the technical assistance to Egyptian Water and Wastewater Regulatory
Agency (EWWRA) in studying Affordability Assessment to support the initiation of a
financing strategy for the water supply and sanitation sector in Egypt.
February 2012 I collaborated with United Nations Entity for Gender Equality and the Empowerment
of Women (UNIFEM) in modernizing the Iraqi’s State Budget and preparing a training
program to Iraqi Ministry of Finance regarding the transformation to Gender-
Responsive Budgeting techniques.
January 2014 Economic Analyst
I contributed in evaluating the Omani State Budget in order to be improving the
budget classification to be compatible with Government Finance Statistics (GFS
2001) released by the International Monetary Fund.
March 2015 I provided the technical training to the employees of Plan and Budget Committee in
Egyptian Parliament (People’s Assembly). The training program was conducted in
coordination with Inter-Parliamentary Union (IPU).

and forecast market trends using mathematical models and statistical
techniques.
