The document outlines Minnesota's process for maintaining official digital telephone exchange boundary maps to comply with an FCC requirement. It discusses:
1) How prior paper maps were converted to digital maps in 2013 with input from telecom companies.
2) The FCC's biennial requirement for states to submit and certify updated boundary data showing any changes.
3) Minnesota's plan to work with telecom companies to identify needed map updates, address any disputes, and submit new data to the FCC by March 2014.
2. Paper maps
◦ organized by county
◦ incorporated all boundary changes up to the
digital boundary mapping project in the first half
of 2013
Digital maps that existed prior to 2013 were
not official
3.
November 6, 2012, FCC Order requires all
companies to provide digital exchange
boundary maps to help implement its
USF/ICC Transformation Order
February 26, 2013, the FCC clarifies that each
ILEC must either:
◦ certify and submit data on its service area
boundaries; or
◦ allow a state entity to submit and certify the data
on its behalf.
4. The ILECs and state worked together to create digital maps
verified by the companies in 1st half of 2013
On June 26, 2013, the Minnesota Commission:
1) accepted new digital maps as Minnesota’s official maps
2) approved maps for submission to the FCC
3) Clarified that disputes and any map changes must receive
Commission approval
MnGeo and Commerce submitted and certified all boundary
area data by June 28, 2013 to comply with the FCC
requirement.
5.
FCC requires:
◦ submission of updated boundary data by March 15
of each year, showing any changes made by
December 31 of the previous year.
◦ all study area boundary data to be recertified every
two years.
6. 1) Have the state submit any boundary changes
and certify that the exchange boundaries it
submits are accurate
2) Submit own boundary data and certify that
it is accurate
For any ILEC-submitted boundaries the FCC
will provide states with a map of the ILEC
submission and seek state input on any
overlaps, void areas or disputes.
7.
Same approach as the initial boundary
submission.
The Department and MnGeo have entered a
new interagency agreement to assist the
industry in meeting the FCC Requirement for
2014.

Review all ILEC suggested boundary changes
Make needed changes to the GIS data, with
assistance from MnGeo as needed
Work closely with MnGeo staff to prepare and
