empower conusmers to choose energy
and to be resposible for managing its
demand

to the future
– We need to look at the future with clear
targets:
• Granting energy access to sustainable
energy , in sufficient amounts and
reasonable prices now and in the
future
• De-carbonization as a must
• De-energization as a need

– Retail market Communication.A New deal for Consumers?
Any EU guidance for SC?
– Energy Union: “The citizen at the centre”
Any chances for a Common Energy Policy? And for SC
regulated at EU level?
– RE Directive. Prospects for more ambitious and predictable
post 2020 regime?
– Efficiency Directive. Same challenges post 2020
Spain:
– Regulation blocked during 3 years
– The actual proposal for regultation: Blocking SC
• No more that 100kWp. No net balance
• Others illegalized with fines up to 60M€
• No batteries allowed
• Tax on Sun! And out of proportion
• Discharging excedent electricity for free to grid
• Super complex and expensive administrative procedure,
applying also if no discharges to net
• Economical conditions transitory during next 3 years
(and no clue about what will be after)

• Self-consumption: net billing,
connected and with storage
Regulation proposed by Fundación Renovables:
– No extra support but no barriers
– Stable legal and economical conditions
– No limits on power
– Incentivize batteries for demand management
– Net billing
– No fees /taxes on autoconsumed energy
– Easy administrative procedure (Portugal)
– Opportunity to set the rules for new ways of
sharing energy

- Better demand management , increased
efficiency
- Increased local ”connected self-
sufficiency”,
up to 50%.
- Favouring the “bottom up approach”,
towards local “zero emmissions”
- Empoworering citizens vs energy “power
stations”. A tool to prevent in part energy
poverty?

• Self-conusmption benefits:
Supposing 500MW self-consumption installation
(Only Murcia Region roofs: could host 1 000MW PW-
CSS!)
– Reduces 10M€/y the electricity system revenues
(0.6%)
– Canary Islands case:
• Now 1.800M€/y spent in fuelling power
plants
• Just 38MW s-c installed would save 10M€/y
– VAT revenues
• 240M€ over investments
• 8M€/y over mantenance
– Energy losses
• Currently 9.6% losses
• S-c would save 20M€/y avoiding losses
– S-C is saving energy, reducing the pool price
– Opportunity for municipality to shrink
energy bills

elections many parties that support those
targets:
• Energy poverty eradication
• Promote self-consumption. Towards 50%
municipal connected self sufficiency

municipalities TOWARDS “ZERO emmissions”
• Urban regeneration and Sustainable Cities with
Efficient and Sustainable Energy Systems as a
main vector
