Antes de iniciar el contenido técnico de lo acontecido en materia tributaria estos últimos días de mayo; quisiera referirme a la importancia de una expresión tan sabia aplicable a tantas situaciones de la vida, y hoy, meritoria de considerar en el prefacio del presente análisis -
"no se extraña lo que nunca se ha tenido".
Con esta frase me quiero referir a las empresas que funcionan en las zonas de Iquique y Punta Arenas, acogidas a los beneficios de las zonas francas, y que, por ende, no pagan impuesto de primera categoría. En palabras técnicas estas empresas no mantienen saldos en sus registros SAC, y por ello, este nuevo Impuesto Sustitutivo, sin duda, es una tremenda y gran noticia.
Lo mismo se puede extender a las empresas que por haber aplicado beneficios de reinversión sumado a las ventajas transitorias de la menor tasa de primera categoría pagada; me refiero a las pymes en su mayoría. Han acumulado un monto de créditos menor en su registro SAC.
En estos casos, no es mucho lo que se tiene que perder.
Lo interesante, es que este ISRAI nace desde un pago efectivo de recursos, lo que exigirá a las empresas evaluar muy bien desde su posición financiera actual, y la planificación de esta, en un horizonte de corto plazo, considerar las alternativas que se disponen.
El 15 de mayo de 2024, el Congreso aprobó el proyecto de ley que “crea un Fondo de Emergencia Transitorio por incendios y establece otras medidas para la reconstrucción”, el cual se encuentra en las últimas etapas previo a su publicación y posterior entrada en vigencia.
Este proyecto tiene por objetivo establecer un marco institucional para organizar los esfuerzos públicos, con miras a solventar los gastos de reconstrucción y otras medidas de recuperación que se implementarán en la Región de Valparaíso a raíz de los incendios ocurridos en febrero de 2024.
Dentro del marco de “otras medidas de reconstrucción”, el proyecto crea un régimen opcional de impuesto sustitutivo de los impuestos finales (denominado también ISRAI), con distintas modalidades para sociedades bajo el régimen general de tributación (artículo 14 A de la ley sobre Impuesto a la Renta) y bajo el Régimen Pyme (artículo 14 D N° 3 de la ley sobre Impuesto a la Renta).

How Race, Age and Gender Shape Attitudes Towards Mental HealthThinkNow
Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Mendoza se encuentra ubicada en el Centro-Oeste de la República Argentina y es la cuarta provincia en importancia.
Como puede observarse representa cerca del 4% del total del país, tanto en población como en PBI pero se puede observar que su importancia en materia energética es muy superior, llegando a niveles cercanos al 8% (aunque puede haberse reducido a la luz del crecimiento de la generación a nivel nacional sin que haya crecido la oferta de Mendoza).
Esto se debe a que presenta una matriz energética bastante similar a la nacional, algo que no todas las provincias pueden mostrar.
Antes de entrar en el trabajo conviene comentar algunos conceptos acerca del PBG y de su metodología de valuación.
El PBG es la denominación del PBI provincial aunque no tiene en cuenta las exportaciones ni las importaciones por cuanto no se cuenta con estadísticas de comercio con el exterior de la provincia estrictamente hablando.
Los métodos teóricos que pueden utilizarse son el método del gasto, del ingreso y del VA. Este último es el que se utiliza en la práctica. En el trabajo se detalla la forma de obtener el VAB para las distintas actividades y la metodología para realizar el relevamiento de las diversas actividades provinciales. A los efectos de esta introducción basta con decir que el VAB se obtiene como la diferencia entre el VBP y el CI.
En la actualidad las Direcciones de Estadística provinciales se enfrentan a la falta de presupuesto para contar con información de calidad y oportuna que permita medir el PBG de manera rápida y precisa. Se suelen utilizar los relevamientos realizados por la agencia nacional de estadísticas (el INDEC) para medir el PBG aunque su representatividad es bastante acotada para medir la actividad socioeconómica provincial.
En Mendoza el PBG es estimado por la UNC a través de una metodología y un diseño de procedimiento similar al utilizado a nivel nacional (es decir, no sirve para medir correctamente el PBG departamental).
Por otra parte, estas estimaciones no cuentan con un parámetro que permita evaluar si se está realizando correctamente el relevamiento, a la vez que la información que se publica es de una periodicidad que dificulta su utilidad para la toma de decisiones.
Se buscó, a través de esta investigación, contar con un estimador de la evolución de la actividad económica en la Provincia que pueda reflejar adecuadamente esta evolución, para lo cual se consideró que el consumo de energía (energía eléctrica, gas distribuido por redes y derivados del petróleo) podría ser un buen indicador y para el que se dispone de información con una periodicidad que permita suplir las carencias que se mencionaban anteriormente acerca de las mediciones de PBG efectuadas.
En primer lugar se busca conocer qué relación existe entre el PBG y el consumo de energéticos y la evolución de ambos conjuntos de variables.
A priori se debe tener en cuenta que estas relaciones no se mantienen constantes por períodos prolongados de tiempo, ya que cada conjunto de variables posee drivers propios que hacen que posean variación propia que no es receptada por el otro conjunto de variables.
Por otra parte debe establecerse cuáles son los objetivos que se plantean para realizar la medición: si pretende sólo conocerse la evolución de la actividad socioeconómica de la Provincia, Top-Bottom.
Si en cambio se busca conocer también la evolución de la actividad de los sectores que componen el PBG, Bottom-Top.
Del análisis gráfico se observa cierta similitud de comportamiento entre PBG y consumo de energéticos como agregado, aunque en los años en que se producen variaciones importantes en la actividad socioeconómica, el indicador de consumo de energía no parece ajustar del todo bien. Ver años 1998, 2001 y 2006.
Esto podría deberse a que el consumo de energéticos es un agregado y su consumo tiene patrones de conducta diferenciados que llevan a diferentes conductas ante cambios coyunturales.
De aquí surgen tres cuestiones:
Resulta necesario analizar cuáles son las que ajustan mejor y cuáles tienen patrones de consumo independientes.
Consumo de energéticos como el GDR o el Fuel Oil son un insumo para la generación de energía terciaria.
¿Las estacionalidades en el consumo de energéticos se ajustan a las estacionalidades en la producción de los sectores analizados? ¿Y de la actividad socioeconómica como un todo? Este aspecto merece un análisis más detallado.
Para ello es que primeramente se necesita conocer la estructura socio-productiva de la Provincia para detectar las actividades económicas más importantes y analizar la relación que presentan con respecto del consumo de energéticos.
En las últimas dos décadas Mendoza se ha convertido en una región donde predominan las actividades terciariarias relacionadas con el turismo y primarias del tipo extractivas relacionadas con hidrocarburos.
En términos energéticos, comienzan a tomar relevancia en la evolución del PBG actividades que son energéticamente menos intensivas o que basan su actividad en consumos propios.
De todas maneras, la industria manufacturera en la Provincia ha crecido un 50% en 35 años, por lo que su demanda de energéticos se ha incrementado y sigue siendo importante.
Lo anteriormente descripto puede observarse en el balance energético de la Provincia: la industria provincial concentra el 47% del consumo de energía de la Provincia de Mendoza, mientras que el sector comercial sólo consume el 4% del total de energéticos consumidos. A efectos de un análisis que se realizará más adelante conviene tener en cuenta que el consumo del sector residencial es del 15 % y que el consumo de energía eléctrica de ese mismo sector representa el 2,8% del total.
Se observa que, a medida que una región se desarrolla, pasando de actividades extractivas o primarias hacia actividades secundarias o industriales, el indicador de actividad económica se torna relevante pero al pasar hacia actividades terciarias, el mismo pierde importancia al desacoplarse la actividad económica del consumo de energía.
Con respecto de las estacionalidades, el análisis trimestralizado y mensualizado no muestra comportamientos relevantes en las actividades que se mencionan como las más importantes (Comercios y Minas y Canteras).
Pero la industria se basa principalmente en la agroindustria, la cual muestra una fuerte estacionalidad en el primer cuatrimestre del año, cuando se cosechan los productos agrícolas y se realizan los procesos industriales que les dan valor agregado.
También debe tenerse en cuenta que existen industrias electrointensivas que presentan mayor relevancia en el consumo de energéticos (refinación cristalería y cementera) pero que tampoco muestran estacionalidades por cuanto se trata de procesos industriales de tipo continuo.
El consumo residencial de energía eléctrica muestra una variación marcada en el patrón estacional, verificándose desde hace unos tres años un pico de consumo durante el invierno a partir de la masificación de los splits para calefacción.
Coincidencia temporal no implica correlación o causalidad que es lo que se busca encontrar en Economía. Por ello, las coincidencias deben encuadrarse dentro de cierta lógica de comportamiento. Sino estaremos estimando el comportamiento de la Bolsa de Londres según el clima reinante en cada día (aunque Akerloff tiene algo que decir al respecto).
