2. Background
Adoption of the Law on Measures against Violence in
Family Relations in 2007.
High society attention to the phenomenon, high
awareness and agenda of international partners and the
Government;
It followed the costing of the National Strategy on
Gender Equality and Eradication of DV;
It served the implementation of the “Community
Coordinated Response towards Domestic Violence
(CCR)” set up in 11 municipalities;

3. Purpose/Motivation
To assess costs of DV, i.e. the cost
implications for actors like: State
Police, District Prosecution, Judicial
District Courts, Local Government, Health
Care Services, Social Services, and
survivors involved in a DV case;
To provide costing models
to the local government
with the scope of
preparing basic budgets.

4. Partnership
In agreement with Ministry of Labour, Social Affairs and
Equal Opportunities (MoLSAEO) UN Women sought
services of the CLCI, because of their long-standing
experience with drafting DV law, legal counseling and court
monitoring;

Consultation: participatory
approach to validate findings is

Political will is a requirement;
Involvement of national gender
machinery is required;
Policy and laws might not be
result oriented, therefore all
need to be translated in action
plans.
