Este módulo tiene en esencia, un propósito formativo que se desarrolla mediante cuatro unidades: la primera invita a que los televidentes se reconozcan como ciudadanos y ejerzan sus derechos y deberes; la segunda, ofrece una propuesta de movilización alrededor de la televidencia crítica; la tercera unidad se concentra en las audiencias infantiles y juveniles. Finalmente, la cuarta unidad cierra el módulo con la presentación de lo que se considera televisión de calidad para niños, niñas y jóvenes, basado en los insumos que el “Compromiso de televisión de calidad en la infancia” - del cual forma parte Red PaPaz - ha generado, los cuales constituyen un referente valioso para el proceso de movilización ciudadana alrededor de la televisión, con el cual estamos todos comprometidos.

A hotline to effectively protect childhood and
adolescence in Colombia.
2. 1. History
On February 20, 2008 Red Papaz summons the Ministry of Communications, Ministry of Education,
several companies, NGOs and some parents, to participate in a Study Group whose purpose is to
promote the healthy, safe and constructive use of information technology and communications (ICT)
in childhood and adolescence. The first great achievement of this group was to consolidate
www.tus10comportamientosdigitales.com strategy, launched on October 1st, 2009. This strategy
has been appropriated and used by many organizations and individuals in Colombia and it continues
to be enriched every day.
Ministerio TIC, ICBF, Fundación Telefónica, Foro de Generaciones Internactivas and Red Papaz felt
that promoting the good use of information technology and communications was essential but not
enough, so decided to joined with other partners and authorities around www.teprotejo.org to
channel complaints, understand and visualize the magnitude of the children and adolescent
situation, looking forward to being able to generate actions to minimize crimes against this
population in the country.
On May 18th, 2012, during “Escudos del Alma“ an event organized by Red PaPaz event,
www.teprotejo.org was launched, in a ceremony presided by Diego Molano, director of ICBF; Adrian
Dwyer, CEO for INHOPE, Guillermo Moro, Planning Director of Interactive
Generations Forum; Lina Echeverri from Telefonica; Carolina Piñeros, Executive
Director of Red PaPaz; Vanessa Arroyave, representative of the Program
En TIC Confío, from Ministerio TIC and Alma Balcazar form Tigo Colombia Mobile.
On June 10th, 2012 Te Protejo becomes the first member of the Foundation INHOPE.
3. 2. ¿What to report?
Te Protejo is a hotline where people can report:
• Child sexual abuse material online
• Inappropriate content in the media
• Sexual exploitation
• School Bullying
• Cyber-bullying
• Sale of alcohol and other to children under 18 years
• Abuse, neglect and child labor
• Other situations that affect children under 18
4. 3.Why report?
In 2013 INHOPE members processed 54,969 reports of child abuse material
online
• 10% of the victims were children (under 8 years)
• 71% of the victims were pre-teens (9-12 years)
• 19% of the victims were adolescents (over 13 years).
81% of the cases the victims were girls, 11% were male and 8% were male
and female.
80% of all reported Child Sexual Abuse Material is removed from the Internet
the first three days.
93% of the illegal material is removed from the Internet within a week
In 2013, 97% of all reported Child Sexual Abuse Materials was reported to law
enforcement within one day.
