• En los últimos años ha habido avances en la mejor comprensión de los desastres, lo cual ha
permitido disminuir el riesgo de mortalidad, pero …
• Los desastres son cada vez más recurrentes, complejos y multicausales.
• Los desastres son : recurrentes, emergentes y permanentes
• Los desastres no son naturales, son el resultado de la planificación y de las actividades no
sostenibles del desarrollo.
• Muchos de los desastres, en consecuencia, se pueden prevenir, mitigar y gestionar en buena
forma.
• Hay muchos desastres que no se ven – el fenómeno “CNN”
• Los costos de los desastres son enormes. El terremoto/tsunami de Chile tuvo un impacto
económico de alrededor de 30.000 millones de USD. El costo mundial el 2010 fue de 110.000
millones de USD.

El mecanismo principal para la coordinación interinstitucional de

Organismos fue establecido en 1992.
Consiste en un grupo de nivel ejecutivo conocido como Los

grupo de trabajo de representantes de alto nivel, así como los
órganos auxiliares y una oficina de la Secretaría.

En diciembre de 1991 la adopción de la Resolución 46/182 de la Asamblea General tuvo como objetivo reforzar la respuesta de las Naciones Unidas a las emergencias complejas y los desastres naturales y mejorar la eficacia global de las operaciones humanitarias en el terreno. Como consecuencia, el puesto de “Coordinador del Socorro de Emergencia” (ERC) fue creado. Poco tiempo después el ERC aprobó el estatuto del “Secretario General Adjunto de Asuntos Humanitarios” y se creó el DAH (Departamento de Asuntos Humanitarios). Como parte del programa de reforma de la Secretaría General en 1998, el DHA fue reorganizado convirtiendose en OCHA (Oficina de Coordinación de Asuntos Humanitarios).
The Inter-Agency Standing Committee, established in 1991 by the United Nations General Assembly to bring together the main operational relief agencies from the United Nations, the Red Cross/Red Crescent Movement, the International Organisation for Migration and International Non-Governmental Organizations, agreed that we had to review the way we respond to emergencies in order for us not to repeat the mistakes of the past. We consulted with host governments, affected communities and our partners, and we listened to requests from the General Assembly for a more efficient and well-coordinated international response to major disasters.
All parts of the IASC will commit to putting in place the right systems and resources to improve the collective results of our emergency response operations and to fulfill their obligations both as members of an agreed system at HQ and field levels, and as Global Cluster Lead Agencies. They will also commit to following the agreed procedures for Level 3 response operations, while still being able to decide on the activation of their own respective internal mechanisms.
The designation of a Level 3 emergency will automatically activate a system-wide response to ensure we have the right leadership, coordination mechanisms and accountability framework.

What makes this different?
For the first time, the IASC has agreed on how to respond collectively to a major sudden-onset “Level 3” emergency that requires the activation of a system wide response, with agreed mechanisms and tools. Many elements of the Transformative Agenda will also be applied to ongoing emergencies, protracted crises, slow-onset and smaller scale disasters.
The ERC and the IASC Principals will meet within 48 hours of a sudden-onset emergency to assess the situation. The determination will be made on the basis of five criteria: scale, urgency, complexity, capacity and reputational risk of the crisis. The declaration of a Level 3 emergency triggers the deployment of an Inter-Agency Rapid Response Mechanism (IARRM) core team. Within 72 hours Global Cluster Lead Agencies and OCHA will ensure pre-identified experienced staff are en route to the affected area to assume senior coordination functions.
The Transformative Agenda will be applied in all emergency response operations. While not all elements of the Transformative Agenda are relevant in all contexts, various tools, guidance, and protocols will be useful in protracted crises, slow-onset and smaller scale disasters.

During this time, humanitarian leadership will be strengthened, for instance with the deployment of a senior experienced HC if required to support existing leadership at field level. The senior leader will have "Empowered Leadership,” which means s/he will have more authority over the allocation of resources, planning and priority setting, activation of clusters, and advocacy.

When a disaster overwhelms the national capacities of an affected country, the international humanitarian community offers assistance, either bilaterally through the embassies or though the UN.
Upon request for international assistance, OCHA facilitates the coordination of international assistance to the country at HQ and country level. Teams are deployed to the country to support the UN Resident Coordinator in identifying immediate needs and potential gap areas which are essential information for mobilizing resources for the international assistance.
The Head of OCHA is Undersecretary for Humanitarian Affairs Sir John Holmes, who also wears the hat of the Emergency Relief Coordinator (ERC)
As the ERC, he provides leadership in coordinating international response efforts and performs this through the following functions shown on the screen.
