de 2008 y la recesin subsiguiente pusieron fin a tres dcadas de rpido crecimiento en el comercio

Durante el período citado se sucedieron tres presidencias radicales a cargo de Hipólito Yrigoyen (1916-1922),
Marcelo T. de Alvear (1922-1928) y la segunda presidencia de Yrigoyen, a partir de 1928 la cual fue
interrumpida por el golpe de estado de 1930. Entre 1916 y 1922, el primer gobierno radical enfrentó el
desafío que significaba gobernar respetando las reglas del juego democrático e impulsando, al mismo
tiempo, las medidas que aseguraran la concreción de los intereses de los diferentes grupos sociales que
habían apoyado al radicalismo.

1. La globalizacin no est en retroceso La tecnologa digital y el futuro del comercio Susan Lund y
Laura Tyson Segn muchas medidas estndar, la globalizacin est en retroceso. La crisis financiera
de 2008 y la recesin subsiguiente pusieron fin a tres dcadas de rpido crecimiento en el comercio
de bienes y servicios. Los flujos financieros transfronterizos se han reducido en dos tercios. En
muchos pases que tradicionalmente han defendido la globalizacin, incluidos Estados Unidos y el
Reino Unido, la conversacin poltica sobre el comercio ha pasado de centrarse en los beneficios
econmicos a preocuparse por la prdida de empleos, la dislocacin, la desindustrializacin y la
desigualdad. Un consenso que alguna vez fue slido de que el comercio es una propuesta en la
que todos ganan ha dado paso al pensamiento de suma cero y exige mayores barreras. Desde
noviembre de 2008, segn el grupo de investigacin Global Trade Alert, los pases del G-20 han
implementado ms de 6.600 medidas proteccionistas. Pero eso es slo una parte de la historia.
Incluso cuando sus detractores levantan nuevos impedimentos y se alejan de los acuerdos de
libre comercio, la globalizacin, de hecho, contina su marcha hacia adelante, pero por nuevos
caminos. En su encarnacin anterior, se basaba en el comercio y estaba dirigido por Occidente.
Hoy en da, la globalizacin est siendo impulsada por la tecnologa digital y cada vez ms liderada por
China y otras economas emergentes. Si bien el comercio basado en cadenas de suministro
globales que aprovechan la mano de obra barata se est desacelerando, las nuevas tecnologas
digitales significan que ms actores pueden participar en transacciones transfronterizas como
nunca antes, desde pequeas empresas hasta corporaciones multinacionales. Y el liderazgo
econmico se est desplazando hacia el este y hacia el sur, a medida que Estados Unidos se
vuelve hacia adentro y la UE y el Reino Unido negocian el divorcio. En otras palabras, la
globalizacin no ha dado paso a la desglobalizacin; simplemente ha entrado en una fase diferente.
Esta nueva era traer beneficios econmicos y sociales, impulsar la innovacin y la productividad,
ofrecer a las personas un acceso sin precedentes (ya menudo gratuito) a la informacin y vincular
a consumidores y proveedores en todo el mundo. Pero tambin ser disruptivo. Despus de que
ciertos sectores desaparezcan, ciertos trabajos desaparecern y surgirn nuevos ganadores. Los
beneficios sern tangibles y significativos, pero los desafos sern considerables. Las empresas y los
gobiernos deben prepararse para la disrupcin que se avecina. LA NUEVA ERA Los hilos que
solan tejer la economa global se estn deshilachando. A partir de la dcada de 1980, la cada de los
costos del transporte y las comunicaciones, junto con una serie de nuevos acuerdos multilaterales
de libre comercio, provocaron un aumento del comercio internacional. Entre 1986 y 2008, el
comercio mundial de bienes y servicios creci a ms del doble del ritmo del PIB mundial. Sin
embargo, durante los ltimos cinco aos, el crecimiento del comercio apenas ha superado el
crecimiento del PIB mundial. Una recuperacin dbil y desigual de la Gran Recesin explica parte de
la desaceleracin del comercio, pero factores estructurales tambin tienen la culpa. Las cadenas
globales de valor, que dieron lugar a un creciente comercio de piezas manufacturadas, han
alcanzado su madurez; la mayor parte de las ganancias de eficiencia ya se han realizado. Aunque
la ubicacin de la produccin seguir cambiando entre los pases en respuesta a las diferencias en los
salarios y los precios de otros factores de produccin, desde China hasta Vietnam y Bangladesh,
por ejemplo, estos cambios simplemente cambiarn los patrones de comercio. No aumentarn su
volumen general. Los flujos financieros transfronterizos, que incluyen compras de bonos y
acciones extranjeros, prstamos internacionales e inversin extranjera directa, crecieron del cuatro
2. por ciento del PIB mundial en 1990 al 23 por ciento en vsperas de la crisis financiera, pero desde
entonces han cado a solo seis por ciento Mientras tanto, el comercio de servicios ha aumentado,
pero crece lentamente y es poco probable que asuma el papel que ha desempeado el comercio
de bienes en el impulso de la globalizacin. Eso es porque la mayora de los servicios simplemente
no se pueden comprar y vender a travs de las fronteras nacionales: son locales (restaurantes y
construccin), altamente regulados (ley y contabilidad) o ambos (atencin mdica). Aqu es donde
entran los flujos digitales, desde el correo electrnico y la transmisin de videos hasta el intercambio
de archivos y el Internet de las cosas. El movimiento de datos ya est superando el comercio fsico
tradicional como tejido conectivo en la economa global: segn Cisco Systems, la cantidad de
ancho de banda transfronterizo utilizado se multiplic por 90 entre 2005 y 2016, y crecer 13 veces
ms. para 2023. La cantidad de minutos de todas las llamadas de Skype realizadas ahora equivale
aproximadamente al 40 por ciento de todos los minutos de llamadas telefnicas internacionales
tradicionales. Si bien los flujos digitales actuales vinculan principalmente a los pases
desarrollados, las economas emergentes se estn poniendo al da rpidamente. Este aumento en el
movimiento de datos no solo constituye un gran flujo en s mismo; tambin est turboalimentando
otros tipos de flujos. La mitad de todo el comercio de servicios globales ahora depende de la
tecnologa digital de una forma u otra. Las empresas pueden reducir las prdidas en mercancas en
trnsito mediante la instalacin de sensores de seguimiento en los envos, en un 30 por ciento o ms,
segn la experiencia de McKinsey. Tambin pueden llegar a consumidores de todo el mundo sin
pasar por tiendas minoristas. AliResearch (el brazo de investigacin de la empresa china de
compras en lnea Alibaba) y la consultora El movimiento de datos ya est superando al comercio
fsico tradicional como tejido conectivo en la economa global. La globalizacin no est en retirada

transfronterizo llegar a mil millones de consumidores y totalizar $1 billn en ventas anuales. Los
pases que lideraron el mundo durante la ltima era de globalizacin pueden no ser necesariamente
los mismos que prosperan en la nueva. Considere Estonia, que tiene una poblacin de solo 1,3
millones, pero se ha convertido en un gigante en la era digital. Su iniciativa pionera de gobierno
electrnico permite a los estonios votar en lnea, pagar impuestos y comparecer ante los tribunales,
todo con una tarjeta de identidad digital. Una vez que una economa basada en gran medida en el
registro, Estonia es ahora el hogar de los fundadores de Skype y otras empresas tecnolgicas
emergentes, e histricamente ha sido una de las economas de ms rpido crecimiento en la UE. Los
flujos digitales tambin estn revolucionando el mundo corporativo. Las empresas multinacionales
gigantes han dominado durante mucho tiempo el comercio de bienes y servicios, pero las
plataformas digitales han facilitado que las empresas ms pequeas se abran paso. Las llamadas
micromultinacionales pueden utilizar los mercados en lnea para llegar a muchos ms clientes que
nunca; Amazon alberga dos millones de vendedores externos y Alibaba alberga ms de diez
millones. Unos 50 millones de pequeas y medianas empresas usan Facebook para marketing y
casi el 40 por ciento de sus seguidores son extranjeros. Las plataformas digitales y los mercados
como estos estn creando grandes oportunidades nuevas para las pequeas empresas, que forman
la base del empleo en la mayora de los pases. EL AUGE DEL RESTO A medida que la
globalizacin se ha vuelto digital, su centro de gravedad se ha desplazado. Tan recientemente
como en el ao 2000, slo el cinco por ciento de las empresas de la lista Fortune Global 500, las
3. empresas internacionales ms grandes del mundo, tenan su sede en el mundo en desarrollo. Para
2025, segn estimaciones del McKinsey Global Institute, esa cifra alcanzar el 45 por ciento, y
China contar con ms empresas con ingresos anuales de mil millones de dlares o ms que Estados
Unidos o Europa. Estados Unidos sigue produciendo la mayor parte del contenido digital
consumido en la mayor parte del mundo, pero eso tambin cambiar pronto, ya que Internet chino
