Define specific indicators: Identify country-specific indicators for potential bottlenecks3. Identify information sources and collect information: With partners, identify existing/collect additional data in deprived areas.4. Measure baseline & changes in bottlenecks: Assess baseline, ID bottlenecks, monitor changes every six months; re-assess conditions 2-3 yrs5. Analyze causes at different levels: half yearly causal analysis of bottlenecks; Yearly synthesis at national level (with all national partners) to ID cross cutting bottlenecks and up-stream causes.6. Decide on corrective action: ID strategic adjustments & implications; Compare to dis-aggregated survey data to validate.7. Report results: Support cross-countryprogress in bottleneck reduction in relation to generic indicators.
