21. La cultura peer-to-peer (P2P)
la producción peer-to-peer ha surgido como una actividad humana
vibrante desafiando las fronteras, cerramientos, divisiones nacionales y
de clase. Peer-to-peer cultura tiene el potencial para un cambio de
conciencia hacia la participación individual y en red y por un cambio de
paradigma en la comunidad y la estructura de la sociedad.
22. • El movimiento altermundialista es un ejemplo bien conocido de la filosofía
P2P en el trabajo en el campo político. El movimiento se ve como una red
de redes que combina los jugadores a partir de una amplia variedad de
campos y opiniones, que, a pesar de que no hacen ningún ojo ve al ojo en
todos los aspectos, logran unirse en torno a una plataforma común de
acción en torno a cierta clave eventos. Son capaces de movilizar a un gran
número de personas de todos los continentes, sin tener a su disposición
cualquiera de los medios de noticias tradicionales, tales como televisores,
radios o periódicos. Más bien, se basan casi exclusivamente en las
tecnologías P2P descritos anteriormente.

Quito is a city which has developed along a valley and it unfolds next to Pichincha, an extinct volcano, as well as other smaller mountains surrounding it. The old Mariscal Sucre International Airport was inaugurated in 1960 and is one of the highest in the world (at 2,800 metres). Back then it was at the edge of Quito but currently it is engulfed in the city’s urban fabric. The airport has been moved to a new area located approximately 20 km (direct distance) to the east of Quito in the Tababela district.
Here we can observe the development of the city and the way that gradually Mariscal Sucre becomes embedded in it.
The current situation of Mariscal Sucre: the surrounding neighborhoods are middle and low income and remain so, even though they are currently located very near the financial and business center of Quito, which developed from the 60s till this day.
In 2008 and in anticipation of its closing an open international architectural competition for ideas in urban planning took place.
The first prize was won by Ernesto Bilbao, a young Ecuadorian architect. It ceased all operations on February 19, 2013. Yet, the plans didn’t materialize and three months after its closure as an airport (April 27) Alcalde Barrera declared it Parque Bicentenario de Quito.
This new park with a total area of 125 hectares is one of the largest in the District of Quito. Since its inception it has been functioning as an urban park available to citizens for recreation (walking, biking, airplane model flying, etc.) Real estate in combination with future metro access puts high pressure on Parque Bicentenario for development plans. Since then it has become popular among Quiteños for biking, pick nicking, and various other activities.
The phenomenon of ex-airports appears to develop some sort of regularity in the global map. There are 66 recorded cases of major commercial and international currently defunct airports worldwide. All of them, especially those with sites found in the urban fabric, pose questions about their use. Questions posed relate to land use, the future of the city and who decides about it, issues of gentrification, design approaches and governance.
Mapping the commons workshop and commoning approaches
In April of last year I became familiar with the Mariscal Sucre case during the Mapping the Commons / Quito workshop. It just so happens that I am intimately aware of two other notorious case studies, those of Tempelhof and Elliniko. At the same time I became aware of the commoning spirit and the gentrification processes that might take place in the park with change of scales and uses in the surrounding neighborhoods.
The following hypothesis gradually formulated: Can three disparate citizen groups in three different locations collaborate, discuss, exchange, invent and propose under a unifying theme of local similar dilemmas? And if yes, what could the outcome be?
And the notion of metropolitan commons has resurfaced in the wider context of the commons and commoning debate.

Recently it has been announced that Bicentenario would be one of the real estate investmentareas which will be part of a deal between Ecuador and Qatar.
