Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

de haber canjeadosusPlenosPoderesyhabiéndoloshalladoenbuenaydebidaforma,han
convenidoenlosiguiente:
Artículo1º. Restablécense lasrelacionesde PazyAmistadentre laRepúblicade Chile yla
Repúblicade Bolivia,terminando,enconsecuencia,el régimenestablecidoporel Pactode Tregua.
Artículo2º. Por el presente Tratado,quedanreconocidosdel dominioabsolutoyperpetuo de Chile
losterritoriosocupadosporéste envirtuddel artículo2º del Pactode Treguade 4 de Abril de
1884. El límite de Sura Norte entre Chile yBoliviaseráel que se expresaacontinuación:
De lacumbre más alta del cerroZapaleri (1),enlínearecta a la cumbre más alta (2) del cordón
desprendidohaciael Surdel cerroGuayaques,enla latitudaproximadade veintidósgrados
cincuentaycuatro minutos(22º 54'); de aquí otra recta al portezuelodel Cajón(3),yenseguidala
divisoriade aguasdel cordónque corre hacia el Norte por lascumbresdel cerro Juriques(4),
volcánLicancábur (5),cerrosSairecábur(6) y Curiquinca(7),yvolcánPutanao Jorjencal (8).De
2. este puntoseguiráporuno de suscontrafuertesendirecciónal cerrodel Pajonal (9),yenlínea
recta a la cumbre sur de loscerros de Tocorpuri (10), desde donde seguiránuevamente porla
divisoriade lasaguasdel cordóndel Panizo(11),y cordillerade Tatio(12).
Seguirásiempre al Norte porladivisoriade lasaguasdel cordóndel Linzor(13) y de loscerrosde
Silaguala(14),desde cuyacumbre norte (volcánApagado) (15) irá porun contrafuerte al cerritode
Silala(16),y despuésenlínearectaal cerro de Inacalari o del Cajón(17).Desde este puntoiráen
línearecta a la cumbre que aparece enel centro enel grupo de cerrosdel Inca o Barrancane (18),
y tomandonuevamenteladivisoriade lasaguasseguiráhaciael Norte por el cordóndel cerro de
Ascotáno del Jardín (19); desde lacumbre de este cerroirá en línearecta a la cumbre del cerro
Araral (20), y por otra recta, a la cumbre del volcánOllagüe (21).De aquí enlínearecta a la cumbre
más altadel cerro de Chipapa(22), descendiendoal Occidente poruncordónde lomaspara tomar
la cumbre del cerroCosca (23). Desde este puntoirádividiendolasaguasdel cordónque loune al
cerro Alconcha(24),y de aquí irá al volcánOlca (25) por el lomodivisorio.De este volcánseguirá
por el cordónde loscerrosdel Millunu(26),de la Laguna (27), volcánIrruputuncu(28),cerros
Bofedal (29) y Chela(30),y despuésde unaltonudode cerros,llegaráal Milliri (31) y luegoal
Huallcani (32).De aquí irá al cerro Caiti (33) y seguiráporla divisoriade lasaguasal cerro Napa
(34). De la cumbre de este cerroirá enlínearecta a un punto(35) situadodiezkilómetrosal Surde
la cumbre oriental del cerroHuailla(36),desde donde iráenlínearectaa esa cumbre mencionada,
doblandoenseguidahaciael Oriente,seguiráporel cordónde los cerrosLaguna (37), Corregidor
(38) y Huaillaputuncu(39) ala apachetamás oriental de Sillillica(40),dirigiéndose porel cordón
que va al noroeste ala cumbre del cerroPiga(41). De este cerroirá enlínearecta a lacumbre más
alta de Tres Cerritos(42) y enseguidaenlínearecta al cerroChallacollo(43) ya laestrechurade la
vegade Sacaya (44),frente a Villacollo.
De Sacaya el límite iráenlíneasrectas a lasapachetasde CuevaColorada(45) y de Santaile (46),
donde seguiráal noroeste porloscerrosde Irruputuncu(47) y Patalani (48).De estacumbre irá el
límite enlínearecta al cerritoChiarcollo(49),cortandoel río Cancosa (50) y de ahí tambiénen
línearecta a la cumbre del cerro Pintapintani(51),siguiendodespuésde estacumbre porel
cordón de loscerros de Quiuri (52),Pumiri (53) y Panantalla(54).De la cumbre de Panantallairá
enlínearecta al cerro Puquintica(77).Al Norte de este últimopunto,Chile yBoliviaconvienenen
fijarentre sí la siguientelíneafronteriza:Del cerroPuquintica(77) iráal Norte por el cordónque se
dirige aMacaya, cortará en este puntoal río Lauca (78), dirigiéndoseenseguidaenlínearectaal
cerro Chiliri (79);seguiráal Norte porla divisoriade lasaguasdel portezuelode Japu(80) y
cumbresde Quimsachata(81), portezuelode Tambo Quemado(82),cerrosde Quisiquisini (83),
portezuelode Huacollo(84),cumbresde loscerrosde Payachata(85 y 86), cerro Larancahua (87)
hasta el pasode Casiri (88).Desde este puntoiráa los cerrosde Condoriri (89),que dividenlas
aguas de losríos Sajama y Achutade lasdel Caquena,yproseguiráporel cordónque
desprendiéndosede estoscerrosvaal cerro Carbiri (90),pasandopor el portezuelode Achuta
3. (91); del cerro Carbiri,bajarápor sufaldaa laangostura del río Caquenao Cosapilla(92), aguas
arriba del tambode este últimonombre.Seguirádespuésel cursodel ríoCaquenao Cosapilla,
hasta laafluencia(93) del desagüe aparente de lasvegasde laestanciade Cosapilla,desde cuya
afluenciairáenlínearecta al mojónde Visviri (94).De este mojóniráen línearecta al santuario
(95) que se encuentraal norte del Maure,al noroeste de laconfluenciade este ríocon otro que le
viene del Norte,doskilómetrosal noroeste del tambodel Maure;seguiráhaciael noroeste porel
cordón que se dirige al mojóndel cerroChipe oTolacollo(96),últimopuntode lafrontera.
Dentrode los seismesessiguientesalaratificaciónde este Tratado,lasAltasPartesContratantes
nombraránuna comisiónde ingenierosparaque procedaademarcar enel terrenola línea
divisoriacuyospuntos,enumeradoseneste artículo,se señalanenel planoadjunto,que formará
parte integrante del presente Tratado,ycon arregloal procedimientoyenlasépocasque se
convenganporun acuerdoespecial de ambasCancillerías.
Si ocurriere entre losingenierosdemarcadoresalgúndesacuerdoque nopudiereserallanadopor
la accióndirectade ambosGobiernos,se someterálacuestiónal fallode SuMajestadel
Emperadorde Alemania,conforme aloprevistoenel artículo12º de este Tratado.
SeránreconocidosporlasAltasPartesContratanteslosderechosprivadosde losnacionaleso
extranjerosque hubierensidolegalmente adquiridos,enlosterritoriosque,envirtudde este
Tratado, quedanbajolasoberaníade unou otro país.
Artículo3º. Conel finde estrecharlasrelacionespolíticasycomercialesde ambasRepúblicas,las
AltasPartesContratantesconvienenenunirel puertode Aricaconel Altode La Paz por un
ferrocarril cuyaconstruccióncontratará a su costa el Gobiernode Chile,dentrodel plazode un
año,contado desde laratificacióndel presente Tratado.Lapropiedadde lasecciónbolivianade
este ferrocarril se traspasaráa Boliviaala expiracióndel plazode quince años,contadodesdeel
día en que esté totalmente terminado.

recta al portezuelode Huailla(56);enseguidapasarápor lascumbresde loscerros de Lacataya
(57) y del Salitral (58).Volveráhaciael Norte yendoenlínearectaal cerritoTapacollo(59),enel
Salar de Coipasa,yen otra recta al mojónde Quellaga(60),de donde seguiráporlíneasrectas al
cerritoPrieto(61) al norte de lavega de Pisiga,cerritoToldo(62),mojonesde Sicaya(63),
Chapillicsa(64),Cabarray(65),Tres Cruces(66), Jamachuma(67), Quimsachata(68) y Chinchillani
(69), y cortandoel río TodosSantos(70), irá a losmojonesde Payacollo(71) y Carahuano(72), al
4. cerro de Canasa (73) y al cerroCapitán(74). Seguirá despuéshaciael Norte porladivisoriade las
aguas del cordónde loscerros Lliscaya(75) y Quilhuiri(76),ydesde lacumbre de este puntoiráen
Con igual fin,Chile contrae el compromisode pagarlasobligacionesenque pudieraincurrirBolivia
por garantías hasta por cincopor cientosobre loscapitalesque se inviertanenlossiguientes
ferrocarriles,cuyaconstrucciónpodráemprenderse dentrodel plazode treintaaños:Uyuni a
Potosí;Oruro a La Paz; Oruro,por Cochabamba,a Santa Cruz;de La Paz a la regióndel Beni;yde
Potosí,por Sucre y Lagunillas,aSanta Cruz.
Este compromisonopodrá importarpara Chile undesembolsomayorde cienmil librasesterlinas
anuales,ni excederde lacantidadde un millónsetecientasmil librasesterlinasque se fijacomoel
máximumde loque Chile destinaráala construcciónde la secciónbolivianadel ferrocarrilde Arica
al Altode La Paz y a las garantías expresadas;yquedaránuloysinningúnvaloral vencimientode
lostreintaañosantesindicados.
La construcciónde lasecciónbolivianadel ferrocarril de Aricaal Altode La Paz, comola de los
demásferrocarrilesque se construyanconlagarantía del GobiernoChileno,serámateriade
acuerdosespecialesde ambosGobiernosyenellosse consultaránlasfacilidadesque se daránal
intercambiocomercial de losdospaíses.
El valorde la referidasecciónse determinaráporel montode lapropuestaque se acepte enel
respectivocontratode construcción.
Artículo4º. El Gobiernode Chile se obligaaentregar al Gobiernode Bolivialacantidadde
trescientasmil librasesterlinasendineroefectivoyendosparcialidadesde cientocincuentamil
libras;debiendoentregarselaprimeraparcialidadseismesesdespuésde canjeadaslas
ratificacionesde este Tratado;ylasegunda,unaño despuésde laprimeraentrega.
Artículo5º. La Repúblicade Chile destinaalacancelacióndefinitivade loscréditosreconocidos
por Bolivia,porindemnizacionesenfavorde lasCompañíasminerasde Huanchaca,Oruro y
Corocoro,y por el saldodel empréstitolevantadoenChile enel año1867, lasuma de cuatro
millonesquinientosmil pesos,orode diezyocho peniques,pagadera,aopciónde suGobierno,en
dineroefectivooenbonosde su deudaexternaestimadosal precioque tengan enLondresel día
enque se verifique el pago;ylacantidadde dosmillonesde pesos,orode diezyocho peniques,
5. pagaderaenla mismaformaque laanterior,a la cancelaciónde loscréditosprovenientesde las
siguientesobligacionesde Bolivia:losbonosemitidososeael empréstitolevantadoparala
construccióndel ferrocarril entre MejillonesyCaracoles,segúncontratode 10 de juliode 1872; la
deudareconocidaa favorde don PedroLópezGama,representadoporlosSeñoresAlsopy
Compañía,subrogatariosde losderechosde aquél;loscréditosreconocidosenfavorde donJuan
G. Meiggs,representadopordonEduardoSquire,provenientesdelcontratocelebradoen20de
marzo de 1876, sobre arrendamientode salitrerasenel Toco;y,finalmente,lasumareconocida
enfavor de donJuan Garday.
Artículo6º. La Repúblicade Chile reconoce enfavorde lade Boliviaya perpetuidad,el másamplio
y libre derechode tránsitocomercial porsuterritorioypuertosdel Pacífico.AmbosGobiernos
acordarán, enactos especiales,lareglamentaciónconveniente paraasegurar,sinperjuiciospara
sus respectivosinteresesfiscales,el propósitoarribaexpresado.
Artículo7º. La Repúblicade Boliviatendráel derechode constituiragenciasaduanerasenlos
puertosque designe parahacersu comercio.Porahora señalaportalespuertoshabilitadospara
su comercio,losde AntofagastayArica.
Las agenciascuidaránde que las mercaderíasdestinadasentránsito,se dirijandelmuelleala
estacióndel ferrocarril yse carguen y transportenhastalasaduanas de Boliviaenvagones
cerradosy selladosyconguías que indiquenel númerode bultos,pesoymarca,númeroy
contenido,que seráncanjeadoscontornaguías.
Artículo8º. MientraslasAltasPartesContratantesacuerdancelebraruntratado especial de
comercio,el intercambiocomercialentre ambasRepúblicasse regiráporlasreglasde la más
estrictaigualdadconlasaplicadasa las demásnacionesyenningúncasose colocará a los
productosde cualquierade lasdosPartes en condicionesde inferioridadrespectode lasde un
tercero.
En consecuencia,tantolosproductosnaturalesymanufacturadosde Chile comolosde Bolivia
quedaránsujetos,ensuinternaciónyconsumo,enunoyotro País, al pago de los impuestos
vigentes paralosde lasdemásnacionesylosfavores,exencionesyprivilegiosque cualquierade
lasdos Partesotorgare a una tercera podránserexigidosenigualdadde condicionesporlaotra.
Las AltasPartesContratantesconvienenendar,recíprocamente,entodaslaslíneasférreasque
6. crucen susrespectivosterritorios,alosproductosnacionalesde unoyotro País, latarifa que
acuerdena lanación másfavorecida.
Artículo9º. Los productosnaturalesymanufacturadosde Chile ylasmercaderíasnacionalizadas,
para internarse aBolivia,serándespachadasconlarespectivafacturaconsularycon lasguías de
que hablala cláusulaséptima.Losganadosde todaespecie ylosproductosnaturalesde poco
valor,podránser internadossinningunaformalidadydespachadosconlasimple manifestación
escritaenlas aduanas.
Artículo10º. Los productosnaturalesymanufacturadosde Boliviaentránsitoparael extranjero
seránexportadosconguías franqueadasporlasaduanasde Boliviaoporlos funcionarios
encargados de este objeto.Dichasguíasseránentregadasa losagentesaduanerosenlos
respectivospuertosysinotraformalidad,embarcadosestosproductosparalosmercados
extranjeros.Porel puertode Aricael comerciode importaciónse verificaráconiguales
formalidadesque enel de Antofagasta,debiendofranquearse eneste puertolasguíasde tránsito
con lasmismasespecificacionesque lasindicadasenlosartículosanteriores.
Artículo11º. No pudiendoBoliviaponerenprácticaeste sistemainmediatamente, continuará
observándose,porel términode unaño,el que se hallaestablecidoactualmenteenAntofagasta,
que se hará extensivoal puertode Arica,fijándose unplazoprudenteparaque se pongaen
vigenciael arancel de aforosboliviano,hastaque seaposibleregularizarel comerciode tránsitoen
la formaantedicha.
Artículo12º. Todas lascuestionesque llegarenasuscitarse conmotivode lainteligenciao
ejecucióndel presenteTratado,seránsometidasal arbitraje de SuMajestadel Emperadorde
Alemania.
Las ratificacionesde este Tratadoseráncanjeadasdentrodel plazode seismesesyel canje tendrá
lugaren laciudad de La Paz. En fe de lo cual,el señorMinistrode RelacionesExterioresde Chile y
el señorEnviadoExtraordinarioyMinistroPlenipotenciariode Boliviafirmaronysellaronconsus
respectivossellos,yporduplicado,el presente Tratadode Pazy Amistadenlaciudadde Santiago,
a los veinte díasdel mesde octubre del añomil novecientoscuatro.
