GENERALIDADES DE LAS EERR EN EUROPA
‐En el año 2010 entró en vigor la obligación de ejecución de los Planes de
Acción Nacionales en Energías Renovables. La finalidad es conseguir el
objetivo 20‐20‐20.
‐La metodología del Eurobserv´ER está terminándose de adaptar con el fin
de seguir las mismas indicaciones de la Directiva 2009/28/CE en todos los
países de la UE hasta el año 2020.
‐Como se sabe, el Libro Blanco de la UE, fijaba ya en 1997 un objetivo para
las energías renovables de un 12% del consumo interior bruto de energía de
la UE. En 2009 esa cifra llegó sólo al 9,4%, a pesar del crecimiento de algunas
tecnologías energéticas renovables, justificado sólo por el incremento en el
consumo de energía.

España tiene 21 plantas de biometanización de fracción orgánica de RSU con
una capacidad de tratamiento de 1.300.524 t, generando 156.062.880
m3/año.

• Otros consumos: UE 137.255 tep.
Las cifras anteriores de consumo están muy lejos del objetivo de consumo de
18 millones de tep/año fijados para el año 2010 en la UE. Sin embargo la
previsión de España es subir del 3,4% de incorporación de biocarburantes
en el transporte al 7% en 2011 (hay exención total de la tasa de
hidrocarburos hasta el 31 de diciembre de 2012).
• La cantidad de carburante consumido en transporte en la UE en 2009 fue
de 300 millones de tep, y el objetivo era sustituir por biocarburantes el
5,75% para el año 2010.

• Criterios de sostenibilidad a aplicar a los biocarburantes a partir del 5 de
diciembre de 2010:
No deberán ser producidos a partir de materias primas extraídas de
bosques tropicales, zonas recientemente forestadas, turberas
drenadas, zonas húmedas, áreas de gran valor para la biodiversidad.
• Reducción del 35% en principio de las emisiones de gases de efecto
invernadero respecto a los combustibles fósiles y a un 50% en 2017 y un
60% en instalaciones nuevas.
8. Residuos municipales renovables
• Según la Comisión Europea la cantidad de residuos biodegradables en los
RSU está entre 118 y 138 millones de toneladas al año, de un total del
orden de 215 millones de RSU totales.
• De los valores anteriores, 88 millones de toneladas corresponden al nuevo
concepto de biorresiduo, según la Directiva 2008/98/CE, y alrededor del
40% de la fracción biodegradable se envía a vertedero en toda la UE.
• Según la CEWEP se valorizaron 69 millones de toneladas en 2008.

•Directivas que controlan y dirigen las acciones sobre los RSU:
Directiva 1999/31/CE referente a vertederos. Marca los plazos de
reducción de envío a vertedero de la FORSU (35% de lo que se vertía en 1995 para el
2016).
Directiva 2008/98/CE referente a residuos. Establece
oficialmente, por primera vez, la jerarquía de actuación (prevención, preparación
para la reutilización, reciclaje, recuperación energética, vertedero).
• La recuperación energética de los RSU se produce por dos vías
diferentes:
a) Biometanización: digestión anaerobia de la fracción orgánica
fácilmente biodegradable.
b) Incineración (principalmente): el modo de aprovechamiento es a
través de la electricidad y/o calor.

13. • Según la CEWEP, las plantas incineradoras de RSU deberían pasar de generar 38
TWh en 2006 a 67 TWh en 2020, y si se mejoran estos procesos, se podrían
alcanzar los 89 TWh, que representa del orden del 4% de la generación de energía
renovable esperada en 2020.
• Eurobser´ER da como cifra de energía renovable (térmica) procedente de la
incineración de RSU para el año 2010 una cantidad de 8 millones de tep,
equivalentes a unos 22,3 TWhe/año.
• Suponiendo un rendimiento medio del 24% de las plantas incineradoras,
Dinamarca recupera 98 tep por cada 1000 habitantes (3,59 millones de
toneladas/año en 29 plantas). Según esta cifra España podría recuperar
anualmente 4,6 millones de tep. Equivalentes al 5,83% de la energía final
comprada por España en 2007 (datos del foro nuclear 2010).
• Objetivos de la UE:
Pasar de 55 TWhe en 2005 a 152,2 TWhe en 2020 de energía eléctrica.
Pasar de 10,6 GWe a 26,9 GWe de potencia eléctrica.
Pasar de 47,7 Mtep a 75,9 Mtep de calor.
El objetivo para el 2010 era de 149 Mtep, mientras que el valor real es de
109,3 Mtep, por lo que hace falta incrementar instalaciones.
