El 29 de febrero y el 1 de marzo de 2016, la Fundación Ramón Areces analizó la relación entre 'Big Data y el cambio climático' en unas jornadas. ¿Puede el Big Data ayudar a reducir el cambio climático? ¿Cómo contribuirá ese análisis masivo de datos a prevenir y gestionar catástrofes naturales? Son solo algunas de las preguntas a las que intentarán responder los ponentes. Las ciencias vinculadas al clima tienen en el Big Data una herramienta muy prometedora para afrontar diferentes fenómenos asociados al cambio climático.

5. Background
In Spain most of the current operational activities in meteorology have
been related with the use of real-time meteorological data coming from
specific weather networks to provide products to short, medium and
long range. Delivering warning to civil or specific reports for agricultural,
maritime, aeronautical, mountain, pollution….at several levels, cities,
small areas or big areas.
Climatology: Past, future, present.
Preserve the memory of the climate. Data bases: …Data (from
observations to model’s output) and climatological products. Validations and
verifications Data, Data Rescue, data warehouse georeferenced and
permanents.
Climate Monitoring. Data analysis, early warning system.
Climate forecast. From mensual forecast to climate change
projections.
Provide Climate Services. Deliverables tailored to users, adapted to a
range of social, economic and enviromental contexts with advice on
their interpretation and use.
Recently local weather predictions or climate information are also
available in combination with the advice service, outputs from numerical
weather and climate models
6. NMS’s Role
REAL DECRETO 186/2008, de 8 de febrero, por el que
se aprueba el Estatuto de la Agencia Estatal de
Meteorología.
Artículo 1. Naturaleza, adscripción y objeto.
Disposición 3. El objeto de la Agencia Estatal de
Meteorología es el desarrollo, implantación, y
prestación de los servicios meteorológicos de
competencia del Estado y el apoyo al ejercicio de otras
políticas públicas y actividades privadas, contribuyendo
a la seguridad de personas y bienes, y al bienestar y
desarrollo sostenible de la sociedad española.
7. NMS’s Role
Disposición 4.
En la ejecución de las políticas públicas de meteorología y
climatología de competencia del Estado, corresponde a la
Agencia Estatal de Meteorología:
a) La gestión del servicio público de meteorología del Estado,
entendiendo por tal, el destinado a la satisfacción de las
necesidades básicas de información meteorológica y
climatológica de la sociedad, a la atención a las instituciones
públicas competentes en materia de protección civil, defensa y
seguridad del Estado, al ejercicio de la autoridad meteorológica
del Estado y al mantenimiento y conservación de las redes de
observación, infraestructuras y sistemas de telecomunicación
indispensables para el cumplimiento de estos cometidos.
8. GFCS
Principio 1. Será prioritario el desarrollo de capacidad en los países menos
desarrollados.
Principio 2. La meta será asegurar la disponibilidad, acceso y uso de los
servicios climáticos en todos los países.
Principio 3. Habrá tres ámbitos geográficos de actuación: mundial, regional y
nacional.
Principio 4. El elemento central del MMSC son los servicios climáticos
operativos.
Principio 5. Los servicios climáticos son un bien público internacional ofrecido
por los gobiernos.
Principio 6. El marco promoverá el intercambio libre y abierto de los datos,
herramientas y métodos.
Principio 7. El papel del MMSC será facilitar y fortalecer, no duplicar.
Principio 8. El MMSC se construirá mediante la asociación de usuarios y
proveedores.
9. GFCS
• El Sistema de Información de Servicios Climáticos (SISC). Es el principal
mecanismo para que, de forma rutinaria, la información climática (sobre el
tiempo pasado, actual y futuro) se recoja, almacene, procese y difunda en
forma de productos y servicios que contribuyan a la toma de decisiones.
• El pilar de Observaciones y Vigilancia (OyV). Este pilar asegura que se
tomen, gestionen y difundan las observaciones climáticas necesarias para
satisfacer las necesidades de los usuarios finales. También se encarga de que
se elaboren productos básicos de vigilancia del clima a partir de estas
observaciones.
• El pilar de Investigación, Modelización y Predicción (IMP). Este componente
promueve la investigación para mejorar de forma continua la calidad
científica de la información climática. Asimismo, apoya el desarrollo y mejora
de métodos y herramientas que faciliten la transición de los desarrollos
científicos a servicios climáticos operativos para aplicaciones prácticas.
10. GFCS
La Plataforma Interfaz de Usuarios (PIU). Constituye el medio de interacción
estructurado entre usuarios, investigadores del clima y proveedores de datos
e información climática. Su objetivo es asegurar que se genera información
climática adecuada que se pueda utilizar para la toma de decisiones.
• El Desarrollo de Capacidad. Este pilar contempla el fortalecimiento de las
capacidades necesarias en los cuatro pilares anteriores y más ampliamente los
requerimientos básicos (políticas y legislación nacionales, instituciones,
infraestructura y personal) para que existan las actividades relacionadas con el
MMSC.

activities in this field are also been carried
out at regional level.

In the case of the forestry sector an operational scheme for wildfire early
warning purposes based on the use of short and medium range numerical
weather prediction model outputs has been in operation in Spain for
several years.
This system allows the generation of predictions up to 3-days in advance
of the numerical values of a meteorological wildfire risk index, the
Canadian Fire Weather Index.
The numerical model weather outputs are also used in combination with
topography features, land use and land cover information to predict all the
fire-weather components referring to the daily variation of water content
for fuels with different response time changes in weather conditions: Fine
Fuel Moisture Code FFMC, Duff Moisture Code DMC and Drought Code
DC, as well as the initial rate of spread for propagation ((Initial Spread
Index ISI), the quantity of fuel (Build-up Index BUI) and the expected
intensity of the flame front.
This information is essential to achieve an adequate organization of
wildfire prevention activities in Spain and it is provided to all the Regional
Forestry and Civil Protection Agencies.

From meteorological point o view we need to study short
drought (important to agriculture) or long drought (important for
water management, ground water availibility, runoff and reservoir).

No operational activities have been developed in
Spain to date to make direct use of seasonal
predictions outputs in agriculture.
Nevertheless it can be mentioned that AEMET is
participating in a research, in the framework of the
EUPORIAS project, aimed at using seasonal forecasts
outputs for decision making purposes regarding water
reservoir management.
This subject is closely connected with the agricultural
decisions, because of the importance of the irrigated
agriculture in Spain, being more than 70% of total
water consumption in the country devoted to
irrigation.

Forecast Models will be used through a model called
SIMRISK to generate multiple stream flow scenarios and
multiple simulations of future management aimed at
incorporating the risk evaluation into the decision

AEMET dispone de la infraestrutura necesaria para proveer los
servicios meteorológicos y climáticos requeridos por la sociedad.
Existe una infraestructura territorial que desempeña un papel clave
para generar productos climáticos. La presencia de AEMET en todas
las CC. AA. le permite asesorar e interaccionar más directamente con
los usuarios.
AEMET cuenta con sistemas TIC (SNT) atendidos permanentemente
e información muy completa. Un SNO con observatorios centenarios
y registros desde 1893. Un SNP consolidado y un plan meteoalerta
en constante operación y actualización. EL SNI+D+i que permita la
investigación y el desarrollo en cualquier campo del medio
ambiente, variabilidad del clima y Cambio climático. El SNVyPC que
permite la homogeneización de procedimientos, la generación
consistente de productos para la vigilancia del clima y la elaboración
de proyecciones climáticas para el siglo XXI.
