Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

2. SITUACIÓN POLÍTICA
2.1 Política interior
Declarada independiente en octubre de 1991, la República de Azerbaiyán se vio in-
mersa durante sus primeros años en una situación de enorme inestabilidad a causa
de la guerra contra Armenia por Nagorno Karabaj (enclave de población mayori-
tariamente armenia en Azerbaiyán). El conflicto quedaría saldado, tras sucesivos
reveses militares, con la ocupación armenia de la región. Haydar Aliyev, puso ndrá
fin provisional a las hostilidades con un acuerdo de cese el fuego, en vigor desde
1994 y trajo al país la ansiada estabilidad política. Desde ese momento, la política
de Haydar Aliyev vino marcada en el interior, en aras de esa misma estabilidad, por
la concentración de poder en manos del presidente y la restricción de libertades
públicas. En el exterior, por la rápida apertura hacia Occidente, paralela a un progre-
sivo enfriamiento de las relaciones con Moscú, que sólo tras la llegada de Vladimir
Putin al poder comenzará a revertirse. En el terreno económico, por el desarrollo
prioritario del sector energético (en detrimento de los demás sectores de la eco-
nomía) y una decidida apertura a los mercados y a las inversiones occidentales.
El 12 de diciembre de 2003 falleció Haydar Aliyev. Se abrió entonces un paréntesis
marcado por la incertidumbre. Fue sucedido por su hijo Ilham Aliyev, que había sido
ya Vicepresidente de SOCAR (Empresa Estatal de Hidrocarburos de Azerbaiyán),
presidente del grupo parlamentario del partido gubernamental, Nuevo Azerbaiyán,
Primer Ministro y finalmente candidato a Presidente de la República en las eleccio-
nes del 15 de octubre de 2003 de las que resultó vencedor, jurando su cargo de
Presidente de la República el 1 de noviembre de 2003.
La Constitución define el Estado azerbayano como República Presidencialista.
Es un sistema de corte presidencialista que concentra en buena medida el po-
der ejecutivo en manos del Presidente, a quien corresponde designar al Primer
Ministro y demás miembros del Gobierno.
El actual presidente es Ilham Aliyev, que fue elegido para su segundo tercer
mandato en las elecciones presidenciales de octubre de 2013. Con un 71,62%
de participación ciudadana, los resultados oficiales de los comicios fueron los

Constitución
La actual constitución azerbayana fue aprobada en noviembre de 1995. En
agosto de 2002, por referéndum constitucional, se aprobó una reforma cons-
titucional que afectaba a aspectos importantes del sistema: adopción de un
sistema electoral mayoritario puro para la Asamblea (el inicial era parcialmente
proporcional), reducción de la mayoría necesaria para ser elegido Presidente
(de 2/3 a mayoría simple de los votos) y sustitución del Presidente del Parla-
mento por el Primer Ministro, como sucesor del Presidente de la República, en
caso de muerte o incapacidad de éste).
El referéndum de modificación de la Constitución de marzo de
2009.
El presidente Ilham Aliyev logró una contundente victoria en el referéndum para
modificar la Constitución celebrado el 18 de marzo de 2009. Tras la reforma, el
Presidente puede presentarse a la reelección sin el límite actual de dos legislatu-
ras. De acuerdo con la Comisión Electoral Central, el 92% de los votantes dieron
su voto afirmativo en el referéndum, con una participación del 71%.

Acuerdos bilaterales
- Acuerdo para Evitar la Doble Imposición: se está negociando un texto sobre
esta materia. En todo caso, por parte española se considera que entre ambos
Estados continua vigente el Acuerdo para Evitar la Doble Imposición firmado con
la URSS el 1 de marzo de 1985 y así se comunicó a las autoridades azerbaiya-
nas el 26 de marzo de 2004.
- Acuerdo de Supresión de Visados para Pasaportes Diplomáticos firmado en
Madrid el 16 de junio de 2011 (entró en vigor el 01-09-2012).
- Acuerdo de Cooperación entre la Escuela Diplomática de Madrid y la Escuela
Diplomática de Bakú firmado en Madrid el 28 de marzo de 2012.
- Acuerdo de Cooperación Cultural, Educativa y Científica entre el Reino de Espa-
ña y la República de Azerbaiyán, firmado en Madrid el 28 de noviembre de 2012
(entró en vigor el 19 de abril de 2013).
3.6. Datos de la Representación
En Baku no existe Embajada española residente estando la Embajada de Espa-
ña en Ankara acreditada también ante Azerbaiyán. La Cancillería se encuentra
situada en la calle Abdullah Cevdet, en el distrito de Çankaya. Fue inaugurada en
el mes de abril de 1994. El edificio fue diseñado por los arquitectos del MAEC,
siendo construido por un consorcio de empresas turcas. La Sección Consular
se encuentra integrada dentro de los locales de la Cancillería.
El Ministerio de Asuntos Exteriores y de Cooperación español y el Servicio Eu-
ropeo de Acción Exterior firmaron el 18 de noviembre de 2013 en Bruselas
un Memorándum de entendimiento por el que España instalará una oficina de
representación española en la Delegación de la Unión Europea en Bakú (Azerbai-
yán). El acuerdo fue firmado por el Secretario de Estado de Asuntos Exteriores,
Gonzalo de Benito, y el Secretario General Ejecutivo del Servicio Europeo de
Acción Exterior, Pierre Vimont.
