3. Recolección de datos mediante entrevistas y fuentes bibliográficas
- Casi todas las rupturas se dieron entre los meses de febrero y
marzo coincidentemente con la crecida anual (por deshielo) del
lago
- Las crecidas del brazo Rico en reiteradas ocasiones superaron
los 25 m de desnivel (años 1956, 1966, 1988)
- Crecidas históricas llegaron hasta el cruce de las Av Libertador
y 17 de octubre (cota 190, 12 m de crecida sobre el nivel
normal)
- No se respetó el Plan Regulador de 1969
- Crecimiento poco planificado por aumento demográfico
explosivo: 6410 hab en 2001 a 17000 hab aproximadamente en
2010 (INDEC: 2001 e INDEC: 2010)

3. Recolección de datos mediante entrevistas y fuentes bibliográficas
- A partir de 2006, “litoralización” de la costa
- Especulación inmobiliaria
- Urbanización de Punta Soberana
- Impermeabilización de suelos por cinta asfáltica
- Alteración de flora y fauna costera
- Modificación de Humedales destruyendo el lugar de más de 60
especies de aves y disminuyendo la zona de amortiguación
- En 2009 hubo un deshielo atípico y el nivel del lago superó el
terraplén.
- Al subir el nivel freático afloran las aguas cloacales de las
viviendas del área de estudio
- Muchos elementos en riesgo: viviendas, personas, espacios
recreativos, hoteles, áreas protegidas.

- Gaviones (entre 3,15 y 1,80 m)

AMENAZAS POTENCIALES
- Más calentamiento global y por
ende, mayor derretimiento/ retroceso
de los glaciares
- “Jokulhaups” de lagunas endicadas
- Erupción volcán Lautaro
- Aumento del nivel del mar
y, consecuentemente, posibilidad de
cambios en los niveles de base locales.

RESULTADOS
- No hubo un desarrollo planificado y no se respetaron los
códigos de ordenamiento ni se tuvieron en cuenta al
urbanizar, las características hidrológicas y
geomorfológicas de la zona.
- Se identificaron zonas con vulnerabilidad
localizacional, social, económica y ecológica tanto por
inundaciones como por erosión costera

Más RESULTADOS
- La ruptura se podría combinar con una crecida anormal del lago
como la ocurrida en 2009, convirtiéndose en un desastre todavía
mayor
- Las amenazas potenciales agravarían más la vulnerabilidad de la
zona
- Los movimientos de suelo podrían generar zonas insalubres (aguas
estancadas: enfermedades)
- No se realizan o se consideran los EsIA
- Se consolidó la especulación inmobiliaria
- Se está produciendo una pérdida de biodiversidad, disminuyendo
el valor turístico- recreativo de algunos recursos
- el ritmo de derretimiento de los glaciares podría producir un
aumento permanente en el nivel del lago haciendo insignificantes
las medidas ya tomadas

/ hacer un uso racional del espacio costero
/ Planificar la ocupación y uso de las áreas costeras e
interiores
/ utilización de estrategias de retroceso planificado (IPCC:1994)
/ hacer cumplir el Plan de Ordenamiento Territorial de 1969
/ informar permanente y adecuadamente a la población
/ Gestionar con participación ciudadana
/ Realizar estrategias de acomodamiento: gaviones, revisión
Código de Planeamiento de 2008, regulaciones estrictas en
zonas afectadas, conservación de ecosistemas
/ ejecutar mecanismos legales (EIA, restricciones)
/ Llevar a la práctica medidas de protección como por
ejemplo, forestar el área costera

Conclusiones:
• Es difícil lograr la relocalización
demográficas, aunque se podría empezar por
Punta Soberana
• Aunque ya casi no ocurren las crecidas inusuales
del nivel del brazo Rico, podrían volver a ocurrir
• Hace falta concientizar más acerca de la
importancia de los humedales
• Se deberían tomar en cuenta las amenazas y
planificar en consecuencia, en lugar de adaptar
los códigos urbanos a situaciones coyunturales o
intereses políticos y económicos.
