In this session, hear from two experienced web experts about how to master your handling of these powerful elements in site design and turn them to your advantage.
- DNA replication involves unwinding the DNA double helix at the replication fork and using each single strand as a template to build new complementary strands in a semi-conservative manner, where each new double helix contains one original and one new strand.

¿Cómo se instaura el sistema Parlamentario en Chile?
Los vencedores de la Guerra Civil establecieron un régimen político con claro predominio del
PARLAMENTO. No fue exactamente un sistema parlamentario, pero el poder ejecutivo quedó supeditado a
las mayorías ocasionales o permanentes del Congreso. Esto impidió el desarrollo de planes de gobierno y
coherencia. El sector social que tomará las riendas del poder será un grupo muy escaso de familias de gran
fortuna. Por eso, este período se ha llamado de “la oligarquía”.
La limitación del Estado en la gestión económica, y el desenfreno especulativo generado por las
riquezas conectadas al salitre, modificaron las costumbres de austeridad y economía, mientras el país se
endeudaba externamente.
Se produjo un cese del sostenido progreso del siglo anterior, en especial en el sector industrial. Las nuevas
clases sociales que irrumpen a la vida pública (obreros y clase media) generarán la llamada “cuestión
social”. Hacia 1920, la permanencia del régimen político era ya insostenible. La Constitución de 1925 le
puso fin.

Censura o Voto de Desconfianza: Siguiendo el procedimiento anterior. El Congreso considera si la
explicación entregada SATISFACE sus necesidades, en caso contrario, se otorga al Ministro este VOTO de

Obstrucción: Es la permisividad que tiene cualquier parlamentario para opinar, (y detener el debate) en
cualquier momento sobre una Ley o Proyecto de esta en el Congreso, pudiendo así demorar las
resoluciones del Parlamento y las políticas del gobierno.

Esta se origina durante el siglo XIX, con en el sistema electoral del país. Pues existía, como bien sabemos, la
aprobada Intervención Electoral en pro de la garantía de un buen Gobierno, de “los mejores”. Cuando se suprime la
Intervención Electoral bajo el primer gobierno parlamentarista, el manejo de este sistema queda en mano de las
Municipalidades, pero surgen otras formas de “dominio”. Como el COHECHO, la FALSIFICACIÓN de escrutinio y los
“CACIQUES” electorales, quienes controlan los votos de localidades pequeñas para un candidato independiente
apoyado por las familias ricas.
