PSPing:
We can use this tool to measure latency internally (by running a server version on the remote end) but as this is O365 we can't do that but it does a great job of measuring the RTT on the three way handshake.
What it does is complete a TCP connection to the IP address and port provided so we can accurately measure the time between the syn and syn ack on that connection. And as it will use a port we know is open, it won't be blocked by the firewall.
Support and Recovery Assistant is a new tool that helps users troubleshoot and fix issues with various Office 365 apps and services. The app diagnoses common Outlook issues like account setup, connectivity issues, password issues, or Outlook stops responding or crashes. To identify the root cause of these issues, the app runs checks such as:
Checks licenses
Verifying users’ credentials and that Office 365 servers are reachable
Checks for updates to Outlook clients
Checks authentication
Network checks
Protocol checks
Depending on the test results, the tool can offer to automatically fix problems for users or provide instruction on recommended solutions. All the diagnostics results are saved in a log file for users to share with their Office 365 admin or support engineers for further investigation.

The Skype for Business Network Assessment Tool provides the ability to perform a simple test of network performance and network connectivity to determine how well the network would perform for a Microsoft Teams and Skype for Business Online calls.
The tool tests the connection to Microsoft Network Edge by streaming a set of packets to the nearest edge site and back for approximately 20s for a configured number of iterations. The tool reports: PC must meet the requirements for Skype for Business Online systems described here:
Network performance – Test the connection to Microsoft Network Edge by streaming audio packets to the nearest edge site and back for approximately 17 seconds for a configured number of iterations. The tool collects, packet loss, jitter, round-trip latency and packet reorder percentage from each call. The results from set of test calls can be analyzed to determine if it meets the media quality and performance targets described here: https://support.office.com/en-us/article/Media-Quality-and-Network-Connectivity-Performance-in-Skype-for-Business-Online-5fe3e01b-34cf-44e0-b897-b0b2a83f0917 . These targets and testing apply for both Microsoft Teams and Skype for Business Online calls.
Network connectivity – Verify network and network elements between the test location and the Microsoft Network are correctly configured to enable communication to the IP addresses and ports needed for Microsoft Teams calls. These tests are performed using UDP and TCP transport protocol.

One of the main things you need to get right to ensure the most efficient and speedy connectivity to Office 365 is where in the world your DNS call is being completed from. You’d think this wouldn’t matter, you do a DNS lookup for your Office 365 tenant, get the address, then connect right? Well, normally yes, but with Office 365, especially with Outlook, Microsoft does some pretty clever work to utilize a worldwide array of data-centers to help ensure you get connected to a regional data-center.
Your Outlook connection will do a DNS lookup and Microsoft will use the GEO location of that lookup to connect you to your ‘nearest’ Microsoft Data-center. Outlook will connect to a CAS server based on the DNS query and use Microsoft’s fast Data-center to data-center backbone network to connect you to the data-center where your Exchange mailbox data is located. Generally, this works well, however, you may not always under all circumstances be connected to the closest data-center.
Using our free utility you can actually quickly test speed and latency from your location to all Microsoft data center end points around the world. The application will display which GEO data center you are receiving from DNS and then test all known data centers to make sure you are receiving the best recommendation from GEO DNS. If it’s shown that another data center is a better choice, you can then implement any required changes.
