My approach of solving the problem would be based on tackling the 5 dysfunctions of teams:
ABSENCE OF TRUST- Trust lies at the heart of a functional, cohesive team. W/o trust, teamwork is impossible.
FEAR OF CONFLICT- All great relationships, those that last over time, require productive conflic in order to grow. This is true for marriage, parenthood, friendship, and certainly business.
LACK OF COMMITMENT- Is a function of 2 things: clarify and buy-in. Great teams make clear and timeley decisions and move forward with complete buy in from every member of the team. Even those who voted against the decision. They leave meetings confident that no one is harboring doubts about whether to support the actions agreed on.
AVOIDANCE OF ACCOUNTABILITY- Willingness of team members to call their peers on performance behavior that might hurt the team.
INNATENTION TO RESULTS- Tendency of members to care about something other than the collective goals of the team. An unrelenting focus on specific objectives and clearly defined outcomes is a requirement for any team that judges itself on performance
